Abstract
Profit sharing and employee share ownership cover at least 17 million employees in the European Union. The paper reviews international research evidence on the effects of employee financial participation on productivity and employment, and the implications for policy. There is remarkable agreement across studies from more than 20 countries in Europe concerning several tens of thousands of enterprises that financial participation has a positive or neutral effect on productivity. The magnitude of the effect may depend on employee involvement and participation in enterprise governance at various levels. The paper also looks at tax concessions, stability and risk issues under employee share ownership, employee-owned co-operative enterprises, and connections with the pensions debate, social dialogue and other aspects of the employment relationship such as gender and ethnic discrimination.[European Parliament]

Title: Gross job flows and institutions in Europe
Abstract
We examine job flows in the 1990s for a sample of 13 European countries. By using a dataset of continuing firms that covers all sectors, we find firm characteristics to be important determinants of job flows, with smaller and younger firms within services typically having a larger degree of job turnover. Once controlled for firm and sectoral effects, the role of institutions in the dynamics of job creation and destruction is examined. As expected, employment protection is found to reduce job flows. Similarly, countries with higher unemployment benefits and more coordinated wage bargaining systems are characterised by lower job flows. [Ramón Gómez-Salvador, Julián Messina and Giovanna Vallanti]

Title: Financial participation: The role of governments and social partners
Abstract
Financial participation has been the focus of increasing attention over recent years. This report, which draws on research carried out in eight Member States (Belgium, France, Germany, Italy, the Netherlands, Portugal, Sweden and the United Kingdom), provides a comprehensive picture of the current situation regarding the state of financial participation. It examines in particular to what extent governments, trade union confederations and employer organisations influence the shape of financial participation measures within each country. Die aktuelle sozialpolitische Agenda der Europäischen Union, die in der Mitteilung der Kommission vom Juni 2000 skizziert und im Dezember 2000 vom Europäischen Rat in Nizza verabschiedet wurde, erstreckt sich auf den Zeitraum bis 2005. Die nächste Sozialagenda umfasst den Zeitraum 2006-2010 und wird im Rahmen einer bisher beispiellosen und noch nicht abgeschlossenen Erweiterung umgesetzt werden. Die Hochrangige Gruppe1 wurde von der Kommission eingesetzt, um die wichtigsten Herausforderungen, Chancen und Handlungsmöglichkeiten für die Europäische Union im Bereich Beschäftigung und Sozialpolitik während des Zeitraums 2006-2010 zu benennen. Dabei verfolgte die Gruppe einen strategischen Ansatz und war bemüht, sozialpolitische Kerngedanken für das erweiterte Europa herauszuarbeiten und einige wichtige politische Orientierungslinien zu entwerfen. The study aims to provide new information on the impact of new governance tools on the different actors of the European system of industrial relations ? European institutions, governments and European social partners. Abstract
With a particular focus on the crisis and responses to it, this annual review highlights developments in working conditions and industrial relations in the EU Member States and Norway in 2010, both at national and EU level. At national level, the report examines key issues covered by collective bargaining (pay and working time) and looks at developments in social partner activity and industrial action. It also looks at company restructuring, the impact of the crisis and approaches to pension reform in light of demographic change. At European level, it reviews the year’s main events and trends in employment legislation and policy (in areas like paternity/maternity leave and working time), as well as in the European social dialogue at crosssectoral, sectoral and company levels. Title: Managed vs free wage-setting in Finland and Estonia: optimising outcomes
Abstract
Wage-setting systems are a key element of the labour market institutional setup. In Europe, they vary considerably, reflecting the diversity of existing economic and social models. Over the long run, different wage-setting models can have a significant impact on macroeconomic performance, industrial structure, and social cohesion. The Finnish and Estonian wage-setting systems are an example of a stark contrast between close neighbours. In Finland, wage-setting is highly centralised and in Estonia it is almost fully decentralised. While each of these systems appears to have supported a good overall performance in terms of employment and economic activity in these countries, each has given rise to serious challenges in some other areas. Estonia needs to cope with the pro-cyclical volatility of its wage growth, which risks feeding through to higher inflation, and with social equity issues. Conversely, Finnish wage-setting prevents its companies from reacting flexibly to changing markets. Both Estonia and Finland may need to consider how these current drawbacks could be addressed without compromising the credibility and overall positive performance of their wage-setting systems.

Abstract
Am 4. Juni 2012 forderte der Ausschuss für Beschäftigung und soziale Angelegenheiten (EMPL) zur Unterstützung seiner Arbeit am legislativen Initiativbericht von Alejandro Cercas mit Empfehlungen an die Kommission zu Unterrichtung und Anhörung von Arbeitnehmern, Antizipation und Management von Umstrukturierungen (P7_TA-PROV(2013)0005) eine Bewertung des europäischen Mehrwerts (EAVA) an. In seinem Bericht fordert der Ausschuss für Beschäftigung und soziale Angelegenheiten die Kommission auf, einen Vorschlag für einen Rechtsakt vorzulegen. Die Argumente für diese Vorgehensweise werden in dieser EAVA, die vom Referat Europäischer Mehrwert der Direktion Folgenabschätzungen und europäischer Mehrwert in der Generaldirektion Interne Politikbereiche (GD IPOL) des Europäischen Parlaments verfasst worden ist, detailliert dargelegt.
