Title: New work organisation, working conditions and quality of work: towards the flexible firm?
Abstract
In order to remain competitive, the European Union Member States have to adopt new work organisations which are innovative and create a high quality of work. What impact have the new forms of work organisation had on workers and companies? Has it led to greater control over work and more flexibility? Or has it resulted in increased pressure and loss of control? This report focuses on the relationship between new forms of work and working conditions and the impact on the quality of work. It looks in particular at the effects on workers' physical and mental health, safety, working time, lifelong learning, job security, job satisfaction and job control. It concludes that satisfaction with working life in Europe is determined by factors such as the pattern and duration of working time, the pace of work, job content and job autonomy. The literature used for the report is drawn from a variety of sources, including Foundation studies. [Herausgeber]

Title: Upskilling in the recession : the ProAct short-time working scheme in Wales (UK)
Abstract
ProAct is a £48 million programme launched by the Welsh Assembly Government (WAG) in response to the economic crisis. Through social partner engagement, the Welsh Assembly Government developed and implemented the ProAct initiative in a matter of two to three months with the aim of helping businesses cope with the downturn and develop their employees’ skills. This case study assesses the effectiveness of the ProAct initiative in terms of keeping workers in employment and supporting local businesses in economically difficult times. Emphasis is given to the role of social partner engagement throughout the inception and delivery phases of the programme.[Eurofound]

Title: Long-term growth remains a challenge for Slovakia despite the current boom
Abstract
In recent years, Slovakia has introduced wide-ranging reforms in the tax, pension, social and health care systems. These reforms have increased incentives to work, to create jobs and to invest, and have thus fostered growth and economic catching-up. The supply-side driven growth has so far ensured favourable price and wage developments. However, it is not clear whether this positive trend will continue in the medium term. The availability of a sufficiently skilled labour force has decreased significantly while young and unskilled unemployed have so far not benefited to any significant degree from the strong employment growth. At the same time, the public education system does not seem to be ensuring that everybody has sufficient skills to participate in the labour market, and is failing young people from disadvantaged backgrounds in particular. Moreover, R&D investment in Slovakia has been very low and falling in recent years. Hence, in order to ensure that employment and productivity continue to grow strongly in the coming years, Slovakia should focus on improving educational attainment and stimulating R&D investment.

The EQF is an instrument aimed at promoting workers’ and learners’ mobility and lifelong learning through referencing national qualifications systems. Analysing the relevance, implementation and first outcomes, one can conclude that although the implementation of the EQF could be assessed as successful, some important issues can be identified, that form a serious test to the full and trustworthy implementation of the EQF. Nevertheless, there is a call for continuation of the EQF implementation provided that the right conditions have been met. [European Parliament]
