Title: Industrial relations in the EU, Japan and USA 2002
Abstract
This report highlights a number of major differences and a smaller number of similarities between the industrial relations systems in the EU, Japan and the USA. It examines a number of basic industrial relations actors, structures and processes: trade unions; employer organisations; collective bargaining; employee involvement; and employment legislation. It also looks at how the various industrial relations systems deal with two key topical issues: company restructuring and new forms of work. [Herausgeber]

Abstract

It looks specifically at the role of social dialogue in resolving industrial relations conflicts. Title: Industrial relations in the EU Member States and candidate countries
Abstract
Since 1997, the European Industrial Relations Observatory (EIRO) has followed and analysed developments in industrial relations in the 15 EU Member States & Norway and at EU level. Coverage of the candidate countries started in 2002. This overview compares some key aspects of industrial relations systems in the 15 EU Member States and the 10 candidate countries for membership likely to be the first to join from 2004 onwards. It focuses on social partner organisations, collective bargaining and employee participation and also provides some basic comparisons between the current Member States and the candidate countries in terms of labour markets, pay, working time and employment/working conditions. Title: The 'Europeanisation' of industrial relations : Evaluating the quality of European industrial relations in a global
context : A literature review
Abstract
The process of Europeanisation of industrial relations has emerged as a key trend in the European Union since the ratification of the Treaty of Maastricht. Social dialogue has been fostered, new directives in the field of social policy have been issued, the sectoral social dialogue has been strengthened, and new governance methods are slowly emerging. Quality and benchmarking aspects have entered into the European discussion, first in the field of employment policy, then in working conditions issues. The present report seeks to evaluate the quality of European industrial relations in a global context based on the existing literature. The report identifies certain quality criteria for assessing the effectiveness of European industrial relations and engages in benchmarking the European industrial relation systems against those of Japan, the United States, Russia and the Candidate Countries. Specific issues dealt with are the quality of work, the changing role of industrial relations actors, and training and development. These factors have implications, not only for work organisation itself, but also for the quality of life in general. They also have implications for the welfare and global competitiveness of the Eurozone as a whole. This report proposes the application of a new method of governance, known as the 'open method of coordination' (OMC), to the field of industrial relations. [Herausgeber]

Title: The Europeanisation of industrial relations in a global perspective : A literature review
Abstract
The report reviews the literature on the impact of globalisation and European integration on industrial relations, especially within Europe. In particular it discusses the extent to which industrial relations systems are themselves being ?Europeanised?. The analytical framework provides an overview of the connections between globalisation, European integration and the various processes of economic and social modernisation which are influencing changes in society. The report presents different theories of industrial relations and considers several aspects of the Europeanisation phenomenon: European works councils, EU-level employment policy, European social dialogue, European coordination of collective bargaining and the involvement of the various actors in European economic, social and employment policies. Title: EIRO thematic feature - Industrial relations in the railway sector
Abstract
In recent years, the railway sector in the European Union has undergone a huge process of change, triggered by market liberalisation which came about as a result of EU legislation in the area. Increased restructuring and reorganisation within the sector has also led to conflicts in industrial relations, as new challenges arise, while workers, employers and their representative organisations are faced with increasing demands in a sector that is in the midst of a period of dramatic transition. Against this backdrop, this thematic feature provides a snapshot of industrial relations in the railway sector in 26 countries: in the EU25 (excluding Cyprus and Malta) and Norway, and in the acceding countries, Bulgaria and Romania. It is based on and updates an EIRO comparative study conducted in 2000 on 15 EU member states and Norway.

Abstract
This report highlights a number of major differences and a smaller number of similarities between the industrial relations systems in the EU, Japan and the USA. It examines a number of basic industrial relations actors, structures and processes: trade unions; employer organisations; collective bargaining; employee involvement; and employment legislation.
