This report looks at trends in working conditions across different sectors over a five-year period 1995-2000. Basing its findings on the Third European Survey on Working Conditions carried out by the Foundation in 2000 in the 15 EU Member States and Norway, it examines the quality of working life in eighteen different sectors. It analyses the impact of aspects such as physical risks, working hours, and work organisation on the worker?s health and well-being. Factors contributing to a favourable or unfavourable work and psychosocial environment include the level of job pressures, control over one?s work, skills matching and learning opportunities, task flexibility, and social support from colleagues and boss. The report concludes that in general the most negative changes are an increase in job demands, resulting in work-related stress, and a general deskilling and decrease in job control. [Herausgeber]

The promotion of employment in household services in the European Union is one measure to increase activity rates. While the current EU employment strategy focuses on the need to achieve and sustain higher rates of economic and employment growth, the policy approach also emphasises the importance of creating good quality jobs. A recent Foundation research project has been examining job creation in household services, looking in particular at the experiences of paid workers in this sector. Household services cover five fields: child care, eldercare, domestic cleaning, home maintenance and catering. The research addresses concerns about the quality of this employment and the working conditions, as well as highlighting the implications for equal opportunities and social inclusion. In the second half of 1999 Statistics Netherlands carried out an ad hoc project on environment-related employment in the Netherlands. The European Commission co-financed this project under the Community programme Environmental protection and employment. Direct environment-related employment in the Netherlands estimated at least at 92,000 (end of 1997), which is about 1,3 % of total employment. This study has collated available environmental expenditure data on the market for goods and services produced by eco-industries in both the EU-15 and the Candidate Countries, as the basis for describing the economic significance of the sector, including employment levels. Whilst there are gaps and inconsistencies in the available data sets, only limited estimation procedures are required to derive a detailed and rigorous basis for economic analysis. The study also provides insights into the export capabilities of EU Member States, particularly their relationship with the Candidate Countries. For the purposes of this study, eco-industries have been defined according to the definition contained in 'The Environmental Goods and Services Industry - Manual for Data Collection and Analysis' (OECD/Eurostat, 1999). This defines eco-industries as 'activities which produce goods and services to measure, prevent, limit, minimise or correct environmental damage to water, air and soil, as well as problems related to waste, noise and eco-systems. This includes cleaner technologies, products and services that reduce environmental risk and minimise pollution and resource use'.[Author vide copyright]

This study draws on several sources of data and information in an attempt to build as robust a picture as possible of the trade in environmental products and services within the European Union (EU) and between the EU and the rest of the world. The sources used are: 1. Information from national sources (reports, studies and national statistical offices). 2. Official trade statistics ('trade code' data) provided by EUROSTAT for the period 1994 to 1997. 3. Information on global environmental markets. Gaps in the availability of data and information, combined with the lack of compatibility, and sometimes reliability, of that which is available, means that it is difficult to produce an accurate analysis of the trade in environmental goods and services. Where useful data is available, it is presented in this section. To provide a more in-depth picture, we have analysed standard export data for a limited number of relevant trade codes. The advantages of such an approach are that the resulting analysis is based on a comprehensive and consistent set of data for all EU Member States, both export and import data is available and it offers a complete and up-datable time series, rather than a 'snap-shot'. The disadvantages are that it captures products only and not services, is based on a limited number of products and does not reveal anything about factors that drive markets. Indeed, it should be noted that goods covered by the trade codes used include only a small proportion of the total trade in environmental goods and services. Therefore, while the analysis is more rigorous for the trade covered, it is estimated to represent only around 20% of total trade in environmental goods and services.[Author vide copyright]

The Danish Work Environment Cohort Study from the National Institute of Occupational Health (NIOH) shows that the work environment and working conditions have generally improved from 1990 to 2000. However, these developments are largely explained by a changing labour force rather than by interventions in the work environment and in the occupational health system. The results of the study reveal that working conditions vary significantly across sectors and in relation to different job categories. [Herausgeber]

This is the second annual programme of the four-year period and continues Eurofound’s work in the following three research focus areas: employment growth and supply of labour in changing labour markets, more and better jobs and higher productivity through partnership, and promotion of social inclusion and sustainable social protection. The 2010 programme gives more emphasis to the impacts of the current economic and financial crisis on the employment, working conditions and quality of life of Europeans. It will include crisis-related research on restructuring, labour markets and wages as analysed by the new European Jobs Monitor and studies on flexicurity. Longer-term impacts of the recession will be examined in the context of the combined effects of recession and demographic change, as well as studies of new forms of corporate ownership and governance; the impacts of the recession on social dialogue structures will also be considered.[Eurofound]

Youth employment is a key priority of the European Economic and Social Committee and its Labour Market Observatory.The Observatory is carrying out a study on the implementation of EU policies for youth employment in a selection of six Member States: Austria, Croatia, Finland, Greece, Italy and Slovakia, seen from a civil society perspective.It deals with topics such as the implementation of the Youth guarantee, the transition from school to work, the Quality Framework for Traineeships, the European Alliance for Apprenticeships, the intra-EU mobility and the level of involvement of organised civil society in policies for youth employment.This exercise gives national stakeholders an opportunity to put forward their comments and recommendations, providing for an opportunity for mutual learning and better understanding of the functioning of national systems.The study involved social partners, youth organisations and public authorities of the selected countries and we warmly thank them for their commitment and cooperation.
