Title: Air quality in the Phare countries 1997
Abstract
This report provides an overview of the state of air quality in 13 central and eastern European countries involved in the European Union's Phare Programme. Based on EUROAIRNET monitoring network data for 1997 as reported by these countries, it also provides information on emission sources and economic sectors contributing to air pollution, impacts on health and ecosystems as well as measures taken to reduce the air pollution and its impacts.[Author vide copyright]

Title: Alien species and nature conservation in the EU
Title (other): The role of the LIFE program
Abstract
Invasion by alien species represents one of the greatest biological threats to biodiversity, second only to habitat destruction. In addition to affecting ecosystems and contributing to the extinction of native species, invasive alien species also cause major socio-economic damage. The European Union has no specific legislation on invasive alien species, but a number of regulations and directives include provisions to deal directly or indirectly with IAS. The most important are the Birds and Habitats directives, and the wildlife trade regulation. The problem of alien species has had tackled within many Natura 2000 sites, the EU network of protected areas aimed at protecting and conserving wild species of flora and fauna, and natural and semi natural habitats considered of Community importance. From 1992 to 2002, out of a total of 715 projects financed through the LIFE Nature program, the financial instrument aimed at the development of the Natura 2000 network, more than 100 include actions dealing with the management of exotic species.[Author vide copyright]

Title: Alternative automotive fuels - supply, technological and environmental scenarios to 2030
Abstract
The consumption of energy and the direction of its further development has always depended on the choices made by consumers, producers, governments and societies. The selection was made according to the criteria costs, quality, reliability, security, convenience and social impacts. Governments have a key role in establishing the framework within which this can take place. The broad pattern of different fuels and propulsion technologies which currently exists will persist also in the future. However, not all technological options will have relevant shares in the market, some will exist in niche applications only. These niches can be technological niches which are widely spread over the world (such as current battery-powered electrical propulsion), or specific regional niches relevant to the specific characteristics of a region (as can currently be found on some islands). In future as in the present, the major role in transport will be played by a relatively small number of fuels and technologies. This study will focus on these fuels and technologies, it touches only very briefly or does not explicitly mention other existing, but not as relevant fuels and technologies. [European Parliament]

Title: Alternative Technology Options for Road and Air Transport
Abstract
In the transport sector, despite a number of political initiatives, the energy demands as well as greenhouse gas emissions are growing at an alarming speed. This holds true especially for road and air transport. Recent volatility in oil prices as well as the corresponding political instabilities in important oil-exporting countries has -again - brought the oil dependence of these sectors as well as related issues of energy security and economic perspectives to public and political attention. One option to break through the vicious circle between economic growth, energy demand in transport and oil dependence is to substitute oil-based fuels and propulsion technologies with alternative technologies. A wide range of non oil-based options for road and air transport has been developed in the last decade, and some technologies are already commercialised. However, it is currently impossible to predict which technologies will emerge as the front-runners for Europe. [European Parliament]

Title: An Analysis of the Relative Effectiveness of Social and Environmental Norms in Free Trade Agreements
Abstract
While Free Trade Agreements (FTAs) of both, the United States and the European Union, include labor issues in specific chapters, only US FTAs explicitly have “labor chapters,” while the EU FTAs have a general reference to labor rights through the human rights clause and otherwise refer to labor issues in chapters on “social aspects”. Clearly, the US prioritizes labour issues over general human rights or social concerns, while the EU has a broader focus, embracing human rights and sustainable development issues. Based on congressional and civil society pressure, the US also provides clear avenues for sanctions, making labor issues actionable under regular dispute settlement processes. In contrast, the EU adopts a more nuanced approach, signalling a preference against sanctions and for dialogue and capacitybuilding. The EU social chapters are not enforceable. However, even though US labour provisions are more focused and subject to regular dispute settlement processes, the language of these respective paragraphs used to be rather vague. In addition, avoiding enforcement through sanctions is clearly also the preference of subsequent US administrations, and thus, in the end the enforcement performance of the two is not very different. Title: An experimental framework for ecosystem capital accounting in Europe
Abstract
This report presents an overall experimental framework for ecosystem capital accounting. It is based on the to implement simplified ecosystem capital accounts for Europe as a 'fast-track' initiative launched by the European Environment Agency in 2010. The experimental framework highlights accounting balances and relationships between accounting tables and systems as well as key indicators and aggregates that describe economy ecosystem interactions. Ecosystem accounts are being developed as part of the System of Environmental-Economic Accounts which aims at supplementing the UN System of National Accounts with information on the environment and natural capital.[Author vide copyright]

This review of biodiversity-related indicators was undertaken to support the development of a core set of environmental indicators by the European Environment Agency. Among its main conclusions is that a great variety of indicators has been developed to assess aspects of biodiversity at the national, international or global scale, but only a limited number of them are actually in use on a regular basis. Title: An Overview of global Greenhouse Gas Emissions and Emissions Reduction Scenarios for the Future
Abstract
Quantifying current greenhouse emissions and anticipating their future evolution is an important analytical input to policymaking. However, accurate emissions monitoring and reporting are not simple, and processes are still being improved globally. Predicting the future yet more challenging; models that do so are heavily affected by assumptions to create scenarios of economic, social and policy change over time. As a result there is a wide array of visions of the future, the difference between which are important to understand. This study focuses on carbon dioxide (CO2) emissions from fossil fuels. Key drivers of these emissions are activity, economics, energy intensity and carbon intensity. As reducing GDP or population is not a likely aim of climate policy, the primary means of affecting emissions is to change the last two of the four factors: reducing the amount of energy needed per GDP, and decarbonising the fuel mix. Title: Analysis and comparison of national and EU-wide projections of greenhouse gas emissions
Abstract
Progress on combating climate change is assessed by comparing projections of greenhouse gas emissions for 2010 with the Kyoto Protocol (burden sharing) targets for the EU and the Member States as required under the EU greenhouse gas monitoring mechanism (99/296/EC). The report also compares national projections and EU-wide projections. Important differences were found between these two approaches, and further action is needed to improve the comparability, consistency and completeness of projections at national and EU level.[Author vide copyright]
