Title: Socio-economic impacts of the identification of priority hazardous substances under the water framework directive

Abstract
Following recent adoption of the Water Framework Directive (WFD), the European Commission is required to identify, from a list of 32 priority substances (PS), the priority hazardous substances (PHS) that are of particular concern for the aquatic environment. Consideration of the socioeconomic implications is part of the proposed procedure for the identification of PHSs. The objective of this study is to assess the socio-economic costs, on a mainly qualitative basis, of the possible identification of substances as PHSs. It is a short study based mainly upon existing literature. A more comprehensive assessment of the impacts will be carried out at a later stage. Costs have been assessed taking into account the effects of existing legislation and conventions relating to the PS and have been considered in the context of the maximum 20 year time period allowed for cessation of discharges, emissions and losses of PHSs. For the purposes of this study, such cessation has been taken to imply a phase-out of production and use of substances. Consideration has been given to the suitability of substitutes for the PS and the distributional and employment effects of a phase-out. Whilst efforts have been made to ensure that the most relevant information has been obtained, given the short timeframe for the project, its wide scope (32 substances or groups of substances) and its literature-based nature, it is inevitable that there will be cost information which has not been taken into account. Thus, the discussion represents the best information available to the consultants at the time of writing, rather than the best information available per se. It is evident that there are potentially vast implications associated with the phasing-out of certain substances, whilst for others there may be relatively few costs. This is especially true in cases where other legislation or conventions require a phase-out (making the WFD cost neutral). Abstract
In recent years, the European Commission has continuously developed the tool of cost-benefit analysis to better inform decision-makers in the process of settling on new directives and regulations concerning the environment. However, according to the Terms of Reference of this assignment 'most studies in the field of waste have been restricted to an analysis of costs and, at best, a relatively superficial description of benefits'. This study aims at reviewing and presenting in an easily comprehensible way the parts of the methodological toolkit of cost-benefit analysis where information is not readily available, i.e. environmental externalities from landfill disposal and incineration. More specifically, the study aims to provide 'an overview of the environmental externalities that need to be taken into account when evaluating different waste management policies and how they can be integrated into cost-benefit analysis.' The study was launched by the European Commission in late 1999, and it has been conducted by COWI Consulting Engineers and Planners AS1. The study was carried out as a desk-study where the essential inputs were identified through and provided by an essential and thorough literature review.[Author vide copyright]

Abstract
The Environmental Valuation Reference Inventory (EVRI) is a database of valuation studies accessible through Internet. The database contains detailed information of about 700 environmental valuation studies, primarily from North America. EVRI was designed by Environment Canada, and both Environment Canada and US EPA currently use EVRI to guide their policy work. The main aim of this report is to assess how EVRI works for European conditions in order to see what adaptations are needed. Part I of the report contains two parts: the report and the questionnaire. Part II is an as complete as possible list of European valuation studies. Part III concerns the input of data from 14 European valuation studies into EVRI to test out the EVRI Capture Mode under European conditions. The evaluation is based on a survey of potential users of the database, who were granted free access to EVRI for one month to test the database by conducting searches on topics relevant to their work. They were then asked to fill in an evaluation questionnaire that was sent out by e-mail, and return it by e-mail. [Author vide copyright]

Title: Policy statement on space and land use
Abstract
Space is a key natural resource, necessary both for most human activities and for the maintenance of biodiversity. Within the European continent, space is limited and has been subjected to constant human use for thousands of years. At present, it is being ?consumed? or fragmented at rapidly increasing rates for land uses associated with conventional development activities (especially urbanisation, tourism facilities, infrastructure networks, intensive agriculture). Space can be protected to maintain it in its natural state, such as Sites of Special Scientific Interest and other strictly protected areas, or can be intensively urbanised as in city centres of cities. In between these extremes, there are varying degrees of human use of space (as in the rural areas). In view of the limited supply and the increasing demand for space, it has become evident that integrated management of this crucial resource is essential if sustainable development is to be achieved. Title: Effectiveness of urban wastewater treatment policies in selected countries

Abstract
Water pollution caused by wastewater persists despite three decades of effort to clean up European surface waters and despite the requirements of the Urban Waste Water Treatment Directive (UWWTD). Several EU Member States have yet to satisfy the requirements of the directive. A European Commission report released in 2004 noted that several countries had failed to designate sensitive areas and were behind schedule in establishing the capacity of sewage treatment as required by the directive deadlines in 1998 and 2000. As the next deadline is approaching at the end of 2005, for extending sewage treatment to urban areas with more than 2000 inhabitants, the EEA has acknowledged the need to improve our understanding of the inherent implementation problem.[according to site editor's information]
