Title: Towards a European Strategy on e-Justice
Abstract
The use of modern electronic technology in the field of justice is in constant development: from the mere access to information on laws via the internet to the possibility of electronic communication between persons involved in court proceedings, there is a wide range of possibilities for using information technologies, not only at the European Union level but also at the international level. This not only facilitates networking at the justice level, but also helps citizens, economic operators and practitioners of law with their access to justice. The purpose of this study is to present the developments which have occurred in recent years whereby initiatives promoted by Member States or groups of Member States and isolated initiatives at EU level evolved into a coordinated approach at EU level, leading to a strategy for European e-Justice being presented. Abstract
The primary goal of this project was to propose a Risk Governance Framework for European CIs in the interface between the ICT and energy sector, based on the analysis of actors, regulatory, market and technical factors, decision processes, problem framing, development of risk scenarios and application to them of a Risk Governance Framework. In addition we were asked to provide suggestions on how to implement the results of this study.A Risk Governance Framework based on the International Risk Governance Council (IRGC) model has been developed. This report describes how the framework was developed, including significant involvement of stakeholders, and describes the framework. The framework is presented, in an Annex, as a stand-alone format that can be used by stakeholders when they are carrying out the risk governance process. Finally the report draws out conclusions and makes recommendations for the implementation of the framework.[Author vide copyright]

Abstract
PURPOSE AND SCOPEThe assignment’s global objective is to assist the Directorate General for Neighbourhood and Enlargement Negotiations (DG NEAR) and the concerned Delegations of the European Union (EUDs) and the European Union Office in Kosovo (EUOK) in improving the programming and implementation of information and communication (IC) Programmes funded by Instrument for pre-Accession Assistance (IPA) II, through developing a Performance and Monitoring Framework for measuring IPA 2015-2020 assistance, taking into consideration the lessons learned and the performance of past IPA information and communication actions.MAIN CONCLUSIONSIC programmes have been relevant in view of existing and emerging political priorities linked to the stage of the integration process in each target country and the need to increase the level of public support for the enlargement process. However, a strengthening of the strategic approach to information and communication would be desirable. Information and communication programmes use available resources efficiently, yet weaknesses can be found in internal horizontal and vertical communication processes. Prospects for effective information and communication are good in general, but vary from case to case. Particularly strong contributions were noted in relation to obilising citizens on issues pertaining to awareness raising on EU policies, culture and values. Somewhat limited effects were recorded in reaching out to the broader public. There are some positive cases related to impact and sustainability.MAIN RECOMMENDATIONSThe report provides the following recommendations: 1)Elaborate a strong results framework for the IC programmes with clear and measurable indicators, fewer instruments, more clearly targeted interventions for selected target audiences and with longer time-horizons; 2) Simplifycomplex EU information and communication messages; 3) Use social media more proactively; | 4) Ensure better coordination and targeted communication of EU IPA projects and horizontal communication activities; 5) Continue cooperating and providing capacity building of government partners in terms of communication and information regarding the EU; 6) Conduct an evaluation of EUICs, and 7) Establish baselines, where relevant and realistic,for the Performance Monitoring Framework.[Author vide copyright]
