Title: Dissemination of the results of biological studies 1997-2000
Abstract
Fisheries, including aquaculture, provide a vital source of food, employment, recreation, trade and economic well-being for people throughout the European Union. Decisions under the Common Fisheries Policy are taken on the basis of scientific advice provided by fisheries advisory bodies such as the International Council for the Exploration of the Sea, the International Commission for the Conservation of Atlantic Tunas and the General Fisheries Commission for the Mediterranean, which provide the best available information on the state of fisheries resources. This synopsis has been set up following a comprehensible classification of the 182 biological studies into scientific domains. The studies are allocated into 10 different domains (sections) according to the methods employed and their primary objectives. Each domain is then divided into sub-domains.[Author vide copyright]

Abstract
Fishing and aquaculture are important economic activities in the European Union, in particular in coastal areas where there are few alternatives. They help to supply the European market, on which demand now tends to outstrip supply. Faced with both the worrying problem of dwindling fish stocks and the challenge of a globalised economy, our fishing industry has, for some years now, been undergoing a process of change essential to the long-term exploitation of resources and a return to competitiveness.Under its common fisheries policy (CFP), the Community is taking an active part in this restructuring via the Financial Instrument for Fisheries Guidance (FIFG). To help with the conversion and diversification of their economic fabric, most of the areas dependent on fishing can also apply for funding from the European Regional Development Fund (ERDF) and the European Social Fund (ESF). | Angesichts des Besorgnis erregenden Problems der immer kleiner werdenden Fischbestände und der Herausforderungen einer globalisierten Wirtschaft vollzieht sich im Fischereisektor in der EU schon seit mehreren Jahren ein Wandlungsprozess, der für eine nachhaltige Bewirtschaftung der Ressourcen und die Sicherung der Wettbewerbsfähigkeit unverzichtbar ist.Im Rahmen der Gemeinsamen Fischereipolitik (GFP) beteiligt sich die Gemeinschaft mit dem Finanzinstrument für die Ausrichtung der Fischerei (FIAF) aktiv an dieser Umstrukturierung. The current Community legislation foresees the review of the Common Fisheries Policy (CFP) in the course of 2002. It also provides that the Council shall decide before 31 December 2002 on any necessary adjustments to be made, in particular on access to certain Community waters1. Das vorliegende Grünbuch soll eine Debatte über die künftige Meerespolitik der EU anstoßen, die von einer ganzheitlichen Betrachtung der Ozeane und Meere ausgeht. Diese werden uns nur dann weiter Nutzen bringen können, wenn wir achtsam mit ihnen umgehen in einer Zeit, da ihre Ressourcen durch verschiedene negative Einflüsse, nicht zuletzt durch unsere wachsenden technischen Nutzungsmöglichkeiten, ernsthaft bedroht sind. Die beschleunigte Abnahme der biologischen Vielfalt der Meere durch Umweltbelastungen, Auswirkungen des Klimawandels und Überfischung sind Warnsignale, die wir nicht ignorieren können. Das Grünbuch baut auf den bestehenden EUPolitiken und -Initiativen auf und fügt sich in die Strategie von Lissabon ein, wobei ein angemessenes Gleichgewicht zwischen wirtschaftlicher, sozialer und ökologischer Dimension im Rahmen einer nachhaltigen Entwicklung angestrebt wird. Das Grünbuch soll unter den europäischen Bürgern auch ein neues Bewusstsein wecken für den Wert ihres maritimen Erbes, die Bedeutung des Meeres in unserem Leben und dessen dauerhaftes Potenzial für gesteigertes menschliches Wohlbefinden und wirtschaftliche Möglichkeiten.[Author vide copyright] | This Green Paper aims to launch a debate about a future Maritime Policy for the EU that treats the oceans and seas in a holistic way. Title: Farmed fish and welfare
Abstract
Traditionally, the welfare of fish compared to welfare of other, land farmed animals has not been an important topic to consumers, producers and legislators, an attitude which is reflected in past research projects and legislation directed towards welfare, which hardly ever took fish into consideration. So why was and is fish, compared to other animals, not a hot topic regarding welfare concerns? First, there is a lack of tradition in perceiving fish as sentient beings as fish do not evoke compassion and concern in humans in the same way other, warm-blooded animals do; second, there is still no consensus among scientists wether fish are able to perceive pain and to suffer; third, large scale, industrialised aquaculture is a relatively recent farming method. Nevertheless, an increased concern for the welfare of fish in general and especially in aquaculture can be noticed in recent year, stimulated by research results suggesting awareness of pain and suffering, and reports on farming conditions detrimental to health and welfare. A Norwegian study done by the National Institute for Consumer Research in 2002 reveal that only 49% of the consumers considered welfare of aquacultured fish to be acceptable. About 40% pinpointed that they avoided buying certain fish types because they are sceptical regarding what the flesh might contain of medicines and feed additives.

Title: Study on interim evaluation of European marine observation and data network / Executive Summary
Abstract
In support of the preparatory actions of the EU’s Integrated Maritime Policy a set of projects were launched in 2008 and 2009 with the aim of creating five portals that assembled fragmented and inaccessible marine data into interoperable, contiguous and publicly available data streams for complete maritime basins. Each of the five portals is concerned with a different aspect of marine environmental data: chemistry, hydrography, biology, geology and physical habitats. Each portal is operated by a different thematic group. The thematic groups have been tasked by the European Commission with gathering relevant marine measurements within at least two sea–basins, and making the data available through a portal enabling public access and viewing of these data. · Task One to assess the user-friendliness of the portals; · Task Two to gauge the re-usability of the data; and · Task Three to determine how well the portals have overcome the legal obstacles to data sharing identified in the study “Legal Aspects of Marine Environmental Data” (FISH/2006/09). Abstract
In support of the preparatory actions of the EU’s Integrated Maritime Policy a set of projects were launched in 2008 and 2009 with the aim of assembling fragmented and inaccessible marine data into interoperable, contiguous and publicly available data streams for complete maritime basins. The specific objectives for these projects were to: a) collate existing data from public and private organisations relating to the state of maritime basins; processing them into interoperable formats featuring agreed standards, common baselines and reference conditions; assessing their accuracy and precision and assembling them into common datasets; b) develop, test, operate and maintain a portal allowing public access and viewing of these data and a link to WISE-marine; c) monitor and report on the effectiveness of the system in meeting the needs of users in terms of ease of use, quality of information and fitness for purpose of the products delivered; d) analyse what further steps need to be taken to improve the accuracy, precision, coverage and ease of use of the data, including a scheme for sustainable quality assurance and control of the data delivered to the system, both in this preparatory action and in the future larger system; e) analyse the necessary requirements to maintain the components built up in each lot as a sustainable infrastructure; and f) keep the portal operational afterwards and be prepared to transfer to the Commission.[author vide copyright]

Title: Analysis of the economic and social importance of Community fishing fleet using bottom gears in the high seas

Abstract
This report presents a description of the Community fleet using bottom gears (fishing gears which are in contact with the seabed) on the high seas (waters located beyond national jurisdiction), together with an analysis of its economic and social importance. Where possible, the importance is disaggregated by fishing activities in Exclusive Economic Zones (EEZs), regulated high seas areas and unregulated high seas areas. The need for this study arises from international moves to address the effects of fishing with bottom gears on vulnerable marine ecosystems and in view of a Communication on the EU policy in respect of this. Catches from deep sea fisheries increased by 440% between 1975 and 2005 (high seas and EEZs), compared to a 47% increase for global marine catches. There is growing concern over the impact of fishing using gears that come into contact with the seabed (bottom gears), in particular in deep-sea areas where vulnerable marine ecosystems including seamounts, hydrothermal vents and cold water corals are located. The EU is an important stakeholder in high seas bottom gear (HSBG) fisheries: five of the eleven countries responsible for 95 % of the reported high seas bottom trawl catches in 2001 were EU Member States (Spain, Portugal, Latvia, Lithuania and Estonia). The key EU Member States considered in this report are Estonia, France, Ireland, Latvia, Lithuania, Poland, Portugal and Spain. Although there is no commonly agreed definition for deep-sea species or fisheries, they occur at depths from 400 to over 2 000 metres, often on continental slopes or associated with seamounts, and the species are often slow-growing and vulnerable to over-exploitation. Deepwater species include orange roughy (Hoplostethus atlanticus), oreos (Allocyttus spp., Pseudocyttus spp.), alfonsinos (Beryx spp.), redfish (e.g. Sebastes mentella, S. marinus), roundnose and roughhead grenadiers (Coryphaenoides rupestris and Macrourus berglax), blue ling (Molva dypterygia), Greenland halibut (Reinhardtius hippogl

The development of maritime policy requires a number of key issues to be addressed,including an understanding of the employment impact and trends of activities related to thesea or using sea resources. For example, in the past the economic and employmentimpact of activities related to the sea have been underestimated because of the rathernarrow definition of the maritime cluster (including mainly activities related to shipping,ports and shipbuilding). The maritime cluster concept has not traditionally comprisedactivities such as coastal tourism, cruise tourism, offshore and coastal wind energy – all ofwhich are strong growth sectors in Europe. The European Commission DG for Maritime Affairs and Fisheries invited a group of legal experts on the Mediterranean Sea for a meeting held in Brussels between the dates of 14-15 January 2009 to discuss in detail and to prepare a report based upon the following terms of reference: 1. Describe in detail the current legal status of Mediterranean waters, including a mapping of jurisdictions and declared zones, 2. Describe and assess the issues arising from this situation, in particular regarding the monitoring, control and enforcement of human activities at sea that impact on the ecosystem (such as movement of goods and people, pollution, exploitation of all marine resources, etc.), and including tools such as spatial planning and management, 3. Discuss the possible economic and social implications of these issues, and 4. Title: Study for the assessment of the EU’s role in international maritime organisations

Abstract
The present study aims to create a transparent overview of how the interests of the EU and its Member States are best represented in selected international maritime organisations (IMAOs) and, where possible, to suggest mechanisms to ensure that the EU has a single voice on the international stage. The study analyses the impact of identified shortcomings on the coherence of the EU’s position in international arenas with regard to key contemporary maritime issues, and suggests possible ways of improving the situation. The study provides an analysis and assessment of EC participation in selected IMAOs with a view to formulate suggestions for improved working methods that can potentially enhance the Union’s ability to speak with a single voice in IMAOs. The selected cases are (1) the International Commission for the Conservation of Atlantic Tunas (ICCAT), (2) the Food and Agriculture Organization of the United Nations (FAO) and the United Nations General Assembly (UNGA), (3) the International Maritime Organization (IMO) and (4) the International Whaling Commission (IWC).

Title: Study on the economic effects of maritime spatial planning / final report
Abstract
In the case of Maritime Spatial Planning, the European Commission aims to support its Member States with a tool that enables their maritime economies to grow sustainably. This implies minimum conflicts between economic activities AND other economic or human activities, whilst a good environmental status of the marine areas is realised. The question to be answered in this study is whether Maritime Spatial Planning leads to these desired effects. More specifically, it aims to find out whether and on which scale economic effects for maritime stakeholders in the European Union will occur due to Maritime Spatial Planning. In order to answer this question, Maritime Spatial Planning has first been conceptualised, addressing items such as the input and process needed to achieve Maritime Spatial Planning as well as the effects likely to result. It was found that if the process is managed properly the economic effects are fourfold: (1) enhanced coordination and simplified decision processes, (2) enhanced legal certainty for all stakeholders in the maritime arena, (3) enhanced cross border cooperation and (4) enhanced coherence with other planning systems.

The second case study concerns the development of a transnational electricity grid between Belgium, Denmark, France, Germany, Ireland, Luxembourg, the Netherlands, Sweden and the UK. The development of this grid has significant benefits.

Abstract
This guidance document is aimed at national authorities in charge of programming 2007- 2013 EFF interventions and specifically at those responsible for organising the ex ante evaluation. It provides guidance which will also be of use for the evaluators who are appointed to carry out the ex ante evaluation. The working paper clarifies, in an indicative way, the content and organisation of an ex ante evaluation. It builds on the practice gained in the ex ante evaluation during the 2000-2006 programming period while taking into account the new regulatory context for the 2007-2013 period, in terms of the content of the Operational programmes and requirements for their evaluation. Member States should use the guidance flexibly, adapting it to their specific requirements in order to ensure that the ex ante evaluation meets their needs. Copyright authors.

Title: A Synthesis of the Mid-Term Evaluations of the FIFG 2000-2006 : Report to European Commission / Directorate General For

Abstract
The remainder of the FIFG programmes show various rates of progress. But, most should be able achieve a reasonable level of activity by the end of FIFG 2000-2006. The reasons for the relatively slow take-up of FIFG-funded programmes are multiple. A late start of the programmes in many instances and other administrative issues (cumbersome application processes, slow payments, lack of administrative resources, occasional problems with the availability of the State co-financing funds, etc) explain part of the lower-than-expected progress. More critically, a number of deeper systemic factors also appear to be at play. A lack of financially robust project sponsors, the uncertain economic prospects for the fisheries sector and the fragmentation of the industry tended to dampen the take-up of the programmes and it is not clear whether the promotion activities recommended by many mid-term evaluations will be sufficient to overcome the hesitancies of potential project sponsors. As guidance, the working paper suggests what a Member State should include in an Operational programme that will be adopted by the European Commission. The methods and approaches presented in this working paper are of an indicative nature. They need to be applied in a creative manner. • Employment data, including gender differentials, for each main discrete occupation within the fisheries sector i.e.: fishing, aquaculture, marketing & distribution, processing, administration & management and informal (especially unpaid spouses support). • Legal and social status; women’s legal position concerning involvement in the sector, and problems inherent in this. • Organisational, concerning how women are organised within the industry (e.g. unions), what formal support systems there are (e.g. childcare) and how education serves women in the sector. • Socio-cultural constraints, resolved into three aspects – external social factors that effect women’s decisions, the social status (thus desirability) of fisheries occupations and “internal” psychological factors related to women’s interests, aspirations and concerns. • Economic, mainly concerned with the respective earnings for various fisheries occupations, and particularly with gender related earnings discounts and economic alternatives.
