Abstract
Am 2. Februar 2005 hat die Europäische Kommission den Neustart der Lissabon-Strategie für die Europäische Union (EU) verkündet. Diese Strategie soll die Grundlage bilden für die Bewältigung des dringenden Bedarfs der EU an mehr Wirtschaftswachstum, Arbeitsplätzen und Wettbewerbsfähigkeit auf den Weltmärkten. Ziel der Lissabon-Strategie, eines wichtigen Schwerpunkts der EU-Politik, ist die Verbesserung des Lebensstandards der Menschen auf umwelt- und sozialverträgliche Weise. Die Leitlinien des Beitrags der Gemeinsamen Agrarpolitik (GAP) zur Lissabon-Strategie wurden 2001 auf der Europäischen Ratstagung von Göteborg festgelegt und 2003 mit den Schlussfolgerungen von Saloniki zur Lissabon-Strategie bekräftigt: “Eine starke Wirtschaftsleistung“, die „mit einer nachhaltigen Nutzung der natürlichen Ressourcen“ einhergeht. Abstract
2002 war das Internationale Jahr der Berge. In diesem Zusammenhang fanden in aller Welt zahlreiche Veranstaltungen statt, um das Verständnis für die Bedeutung der Bergwelt aus historischer, ökologischer, kultureller und wirtschaftlicher Sicht zu verbessern. Ferner sollte nach Wegen gesucht werden, um einenachhaltige Entwicklung der Berggebiete und Berggemeinden in der Zukunft zu fördern.Wir kommen deshalb zu dem Entschluss, dass es an der Zeit war, eine größere europäische Konferenzzu den Politiken der Gemeinschaft und den Berggebieten zu veranstalten, die erste Veranstaltung dieser Art, die von der Europäischen Kommission ausgerichtet wurde.Das Thema ist für Europa von großer Bedeutung: Mehr als ein Drittel des gesamten Gebiets der Europäischen Union sind Berggebiete – ein Anteil, der sich durch die Erweiterung der Gemeinschaft – viele Berggebiete und alpine Regionen werden hinzukommen – um ein Vielfaches vergrößern wird. Title: Study to assess the administrative burden on farms arising from the CAP
Abstract
This study for DG Agriculture and Rural Development (DG AGRI) aims at measur-ing the administrative burdens for farmers arising from the 2003 Common Agricul-ture Policy (CAP) reform. The study provides an assessment of the administrative costs for selected CAP-related measures, especially the Single Payment Scheme (SPS), in five selected Member States in 2006, and an outlook on further expected developments. The methodological approach and design of the study is based on the elements of the EU Net Administrative Cost Model as set out in COM (2005) 518 final. Drawing on the experience of earlier studies, the methodological approach and design has been further developed, mainly to account for parallel steps and for the order of activities. The findings in the report are based on a series of workshops and interviews with experts in the field, with farmers and with farm advisory services. The findings in-dicate the order of magnitude of the administrative burdens in the five selected Member States. However, it is not claimed that the findings are statistically reli-able. This report makes a cross-country comparison of existing administrative costs and tries to explain why the costs are different in the five Member States concerned. The report also presents an outlook on the administrative costs for the near future. In addition, filled Report Sheets that are part of the report are shown in a separate Annex.

Abstract
The introduction of genetically modified organisms (GMOs) in EU agriculture may have economic implications that result from incomplete segregation of GM and traditional crop production. In particular, the presence of GMOs could not be ruled out in non-GM agricultural products. Due to requirements for labelling of GMOs and other purity criteria of non-GM products as well as market demand for non-GMO products, such presence may have negative economic implications for the operators concerned. The present study is aimed to analyse aspects concerning the liability of GMO presence in traditional agricultural products.

Title: Study of the Effects of Globalization on the Economic Viability of EU Forestry
Abstract
Globalization is not a purely contemporary phenomenon. According to Chanda (2007) it has “worked silently for millennia without being given a name.” Indeed, globalization processes are continuously evolving, driven by the economic aspirations of millions around the globe— the more people involved, the faster the globalization is. This study’s goal is to analyze the effects of globalization—defined as the integration of economic activities, primarily via markets—on the economic viability and global competitiveness of the European Union (EU) forest sector, in particular forestry. It covers the entire EU, including the accession and the western Balkans countries, from the present to 2030. It also includes a (limited) review of cultural, social, and political globalization.

Title: Adaptation to Climate Change in the Agricultural Sector
Abstract
Climate change is already happening. Regardless of international progress to reduce emissions of the greenhouse gases that cause climate change, the climate system will continue to adjust for the next few decades to past and present emissions. This will bring unavoidable impacts on natural and human systems, presenting the challenge of a second response to climate change - adaptation - to prepare for and cope with these impacts. Climate change is a real concern for the sustainable development of agriculture, both globally and within the EU. Although agriculture is a complex and highly evolved sector, it is still directly dependent on climate, since heat, sunlight and water are the main drivers of crop growth. While some aspects of climate change such as longer growing seasons and warmer temperatures may bring benefits, there will also be a range of adverse impacts, including reduced water availability and more frequent extreme weather. These impacts may put agricultural activities, certainly at the level of individual land managers and farm estates, at significant risk. The European Commission has recently adopted a Green Paper entitled ‘Adapting to climate change in Europe – options for EU action’ (COM(2007) 354). This sets out options to help the adaptation process and focuses on four priority areas, including early action to avoid damage and reduce overall costs. Adaptation efforts need to be stepped up at all levels and in all sectors, and need to be coordinated across the EU. The Commission will publish a White Paper containing more concrete policy proposals in 2008.

Title: Economic analysis of the effects of the expiry of the EU milk quota system
Abstract
The study has been prepared by the Institut d'Economie Industrielle. The objective of the study is to provide a quantitative assessment of the impact of the abolition of EU milk quotas on the EU dairy sector. The impacts of four separate policy scenarios were assessed compared to a baseline scenario (that is considered to be continuation of the current quota system in the medium term). Two policy scenarios fit in the concept of 'soft landing', where milk quotas are gradually increased over a six year period before abolition, while two 'hard landing' scenarios assess the impact of an abrupt expiry of the quota system. In addition, sensitivity analysis has been carried out on a number of important assumptions that determine the outcome of the results. Preliminary results of the study were presented at the Stakeholders' Conference on the future of the dairy sector on 11 January 2007.The impact assessments of the 'soft landing' scenarios demonstrate that a gradual increase of quotas leads to a steady price trend towards a 'without quota' situation, enabling a smooth adjustment for producers and processors. On the contrary, the abrupt quota removal in the 'hard landing' scenarios generates a relatively big price shock and a more uneven development over individual Member States. From an efficiency viewpoint the 'hard landing' scenarios benefit low cost (competitive) producers, but the costs of adjustment, such as exit costs, might be higher. Even under the soft landing scenarios, the impact of a gradual quota increase on milk production varies largely among Member States leading to a partial fulfilment of the additional quotas at the EU level.

Title: Study on Availability of Access to Computer Networks in Rural Areas
Abstract
This is the Draft Final Report of the DG AGRI “Study on Availability of Access to Computer Networks in Rural Areas”. It provides policy makers, stakeholders and others, with concrete guidance on how to maximise the benefits of Information & Communications Technology (ICT) for growth and jobs in all rural areas of Europe, using the support of rural development programmes. The study includes a Guide and database of best practices (in Part I) and a Review of existing policies and literature (in Part II). These were developed using two methodologies that formed the main research strands of the study (a) The establishment and analysis of a database of 67 best practice cases studies and (b) A review of existing data, literature, policy and research illustrating ICT take-up The Review concludes that rural ICT policies need to balance top-down and bottom-up approaches. This entails the European Commission articulating bottom-up recommendations coherently and centrally in strategy plans and development programmes – and individual Directorate Generals (DGs) making their own grant mechanisms more accessible to ‘home-spun’ initiatives that have local potential for solving local access and take-up.

Title: Impacts of Climate Change on European Forests and Options for Adaptation
Abstract
This study compiles and summarizes the existing knowledge about observed and projected impacts of climate change on forests in Europe and reviews options for forests and forestry to adapt to climate change. It has been commissioned by the Directorate General for Agriculture and Rural Development of the European Commission as an initial exploration of this complex issue. Forests are particularly sensitive to climate change, because the long life-span of trees does not allow for rapid adaptation to environmental changes. Adaptation measures for forestry need to be planned well in advance of expected changes in growing conditions because the forests regenerated today will have to cope with the future climate conditions of at least several decades, often even more than 100 years.
