Title: Reclaiming city streets for people

Abstract
The challenge facing urban planners and politicians in many European towns and cities is that of balancing the demand for increasing personal mobility and economic growth, with the need to respect the environment and provide an acceptable quality of life for all citizens. While it is clear that provision for car-based mobility will continue to be an important part of traffic management planning, finding ways to encourage more use of alternative modes of transport (public transport, cycling and walking) is the goal of any sustainable urban policy. Where road space is restricted, providing adequate space for these alternative modes may require a reallocation of highway capacity. When the roads under consideration are already highly congested, it is typically assumed that reducing the capacity available for cars will result in increased traffic congestion in the surrounding streets. However, as the evidence in this document demonstrates, this is not necessarily the case. The experience in a number of European cities is that: u0095 traffic problems following the implementation of a scheme are usually far less serious than predicted; u0095 after an initial period of adjustment, some of the traffic that was previously found in the vicinity of the scheme 'disappears' or 'evaporates', due to drivers changing their travel behaviour; u0095 as a result the urban environment becomes more liveable in many respects. This handbook illustrates the concept of traffic evaporation using case studies from a selection of European cities. Many of these cities have gone ahead with road space reallocation schemes despite predictions that traffic chaos would result. However, in each case any initial problems of traffic congestion were short-lived, and after a 'settling-in' period a proportion of the traffic was found to have 'evaporated'.[Author vide copyright]

Abstract
This report was prepared by Environmental Resources Management (ERM) in the context of the European Commission DG Environment framework contract 'Financing Capacity for Implementation and Enforcement of Harmonizing Environmental Policy in the NIS'. The first draft of the report was developed in close co-operation with the EAP Task Force Secretariat.The objective of this assignment was to develop a 'road-map' for convergence of environmental legislation across the NIS towards EU directives. The report identifies preliminary priorities that could help to target further technical assistance at the regional or national level. The report therefore identifies the EU directives, or parts of those directives, that could feasibly be targeted for convergence in the next five to ten years, given the environmental priorities and existing implementation capacity in the NIS.[Author vide copyright]

Title: LIFE for birds
Title (other): 25 years of the Birds Directive : the contribution of LIFE-Nature projects
Abstract
Since its inception in 1992 LIFE-Nature has played a key role in the EU's strategy for bird conservation by supporting many conservation actions for Europe's most threatened bird species. The aim of this report is to give an overview of the results achieved by LIFE-Nature for endangered bird species in the European Union and how it has contributed to achieving the objectives of the Birds Directive. Selected success stories will be used to introduce the scientific, ecological, socio-economic issues addressed and give some insights into the diversity of solutions that have been identified by LIFE project managers. The Birds Directive, which was the first major EU law to address the issue of nature conservation at the continental scale, is still, 25 years after its adoption, the main legal reference for the protection of Europe's avifauna. While providing protection for all wild birds, the Directive requires Member States to take special conservation measures for the most threatened species and for migratory birds, also through the establishment of an EU wide network of Special Protection Areas (SPAs) where birds and their habitats have to be maintained in a good conservation status. To help achieve the objectives of the Birds Directive, EU Funds dedicated to projects for the conservation of birds and their habitats have been made available since 1984. Initially this was through the ACE and ACNAT programmes, which were succeeded in 1992 by the LIFE programme, almost half of which is dedicated to nature projects. This is at present the only dedicated financial source for bird conservation at the EU level. Up to 2003 LIFE-Nature has invested 367 million Euros in projects targeting threatened bird species. These are pilot and demonstration projects, aimed primarily at establishing the necessary conditions for the protection of Europe's most endangered bird species.[Author vide copyright]

Abstract
Invasion by alien species represents one of the greatest biological threats to biodiversity, second only to habitat destruction. In addition to affecting ecosystems and contributing to the extinction of native species, invasive alien species also cause major socio-economic damage. The European Union has no specific legislation on invasive alien species, but a number of regulations and directives include provisions to deal directly or indirectly with IAS. The most important are the Birds and Habitats directives, and the wildlife trade regulation. The problem of alien species has had tackled within many Natura 2000 sites, the EU network of protected areas aimed at protecting and conserving wild species of flora and fauna, and natural and semi natural habitats considered of Community importance. From 1992 to 2002, out of a total of 715 projects financed through the LIFE Nature program, the financial instrument aimed at the development of the Natura 2000 network, more than 100 include actions dealing with the management of exotic species.[Author vide copyright]

Abstract
Whether in the area of high sulphur dioxideconcentration, lead emissions or waste water1, environmental legislation in the European Community and the Member States has made decisive progress during the last 30 years. Much still needs to be done however, if we are to pass on a healthy environment, with its natural heritage safeguarded, to our descendants. Current trends in a number of areas ? such as transport, energy, industry, tourism, land management and use ? will exacerbate their detrimental effects even further if appropriate measures are not taken. To be completely effective, these measures must not only take the form of regulations or constraints to be observed. They must also be underpinned by a voluntary commitment. It was to encourage such commitment on the part of industries that the European Commission adopted the Community Eco-Management Audit Scheme, or EMAS2, in 1993. This scheme offers companies that are willing to commit themselves to a better management of their environment a flexible tool and a good cost-effective approach. Since it was reviewed in 2001, it has also been applicable to any public body which promotes ?good governance? in the environmental sphere. EMAS?s progress within the European Union is encouraging. Nevertheless, some organisations, particularly small and medium-sized enterprises, experience difficulties in carrying out its procedures. The LIFE programme, which has supported EMAS since it was launched, has a part to play in testing practical solutions. This can be considered complementary to the necessary legislative measures in favour of organisations that have committed themselves to this course. LIFE has the financial resources to set up a series of practical projects to promote EMAS more widely and to encourage its application through new approaches. This edition of LIFE FOCUS presents ten successful experiences selected from among the LIFE projects that have either prepared the way for EMAS or that have implemented it. Abstract
No-one doubts that industrial activity is essential for the economy, citizens' wellbeing and maintenance of employment. However, data from the European Environment Agency1 show that the state of the environment continues to deteriorate in various fields. Despite remarkable progress made in recent decades in virtually all industrial sectors in terms of ecological efficiency of production processes, a great deal remains to be done before we will have reached a sustainable standards. We need to reduce substantially atmospheric emissions - in particular those contributing to climate change - and water pollution, water and energy consumption, the use of toxic substances, the quantity of non-recyclable waste, etc. One of the key methods for meeting this challenge is through technological development. This involves improving the capacity of industry to innovate. In order to stimulate this preventive approach, the European Union's policy combines legislative requirements, R&D; and financial support for innovative projects, in particular LIFE-Environment projects. At the legislative level, every operator of a major industrial installation must apply the "best available techniques" (BAT) to prevent or substantially reduce adverse effects on the environment. This obligation - soon to be applicable throughout the Europe of the Twenty-Five - is laid down in the integrated pollution prevention and control directive. The European Commission recently published a communication on its implementation. It called upon the Member States to enhance their efforts and has organised large-scale consultation 2.LIFE provides industrial innovators with support that may be decisive, in particular within small and medium-sized industries, in demonstrating the feasibility of promising technologies and ensuring dissemination of positive results. Das Finanzierungsinstrument für die Umwelt LIFE wurde 1992 geschaffen und ist eines der wichtigsten Instrumente zur Förderung der gemeinschaftlichen Umweltpolitik. LIFE bietet finanzielle Unterstützung für Maßnahmen zugunsten der Umwelt in der Gemeinschaft und bestimmten Drittländern: Länder des Mittelmeerund Ostseeraums und Länder Mittel und Osteuropas, die Kandidaten für den Beitritt zur Europäischen Union sind und die beschlossen haben, Assoziierungsverträge mit LIFE abzuschließen. LIFE trägt im Dienste der nachhaltigen Entwicklung zur Entwicklung, Umsetzung und Aktualisierung von Umweltpolitik und Umweltrecht der Gemeinschaft bei und fördert die Einbeziehung von Umweltaspekten in politische Maßnahmen der Gemeinschaft. Ein weiteres Ziel besteht darin, neue Lösungen für Umweltprobleme von gemeinschaftlicher Dimension zu erkunden. Abstract
Recognising the importance of safeguarding biodiversity, in June 2002 the European Council of Göteborg set a target of halting its decline by 2010. Fulfilling this target has been adopted as one of the key aims of the 6th Community Action Plan for the Environment. The candidate countries have, by signing the El Teide declaration, also demonstrated their determination to stop the impoverishment of biodiversity. Entitled 'Natura 2000: A Partnership for Nature', this declaration marks a strong commitment to implementing the network. With sites covering more than 10% of the surface area of the EU, the Natura 2000 network is now of major importance for nature conservation. The purpose of this network of protected areas is to protect natural habitats and species of Community interest. The objective is innovative and ambitious; its implementation therefore requires broad-based mobilisation and appropriate means. LIFE-Nature, a specific Community financial instrument which has been targeting the conservation of natural environments since 1992, is a pilot for sustainable development serving Natura 2000. It is a flagship that mobilises stakeholders in the field around a large number of projects which constitute a veritable laboratory for the conservation of natural environments.[Author vide copyright]

Clean drinking water and good sanitation facilities are largely taken for granted in the European Union. However, much of the developing world is not so fortunate. At the World Summit on Sustainable Development (WSSD) held in Johannesburg in September 2002, the EU launched a water initiative. The EU water initiative is designed as a catalyst and a foundation on which future action can be built to contribute to meeting the millennium development goals (MDGs) for drinking water and sanitation, within the context of an integrated approach to water resources management.[Author vide copyright]

Abstract
The purpose of this report is threefold: The first objective is to provide an overview of the key issues relating to communicating on Natura 2000. This is presented in section one which looks at current perceptions of Natura 2000, the type of communication activities funded under LIFE-Nature and the reasons why communication is so important. The second objective is to provide a series of practical LIFENature examples of successful communication techniques used by LIFE projects to communicate with different interest groups (part 2). The final objective is to offer some basic guidelines and practical advice on how to communicate effectively on Natura 2000 with different audiences, based on the LIFE experiences. Abstract
Mit diesem Dokument soll die Position der Wälder und der Forstwirtschaft im Rahmen des ökologischen Netzes Natura 2000 erläutert werden, um die Akzeptanz von Natura 2000 in den Kreisen der Forstwirtschaft zu erleichtern. Das Dokument gibt einen Überblick über das Konzept von Natura 2000, den Rechtsrahmen für die Erhaltung der biologischen Vielfalt und die spezifischen Anforderungen der Habitat-Richtlinie. Darüber hinaus wird die Bedeutung der europäischen Wälder im globalen Zusammenhang der Naturschutzbestrebungen betrachtet. Anschließend stellt das Dokument vorläufige Leitlinien für die Waldbewirtschaftung in Natura-2000-Gebieten vor. Diese stützen sich auf die derzeitige Auslegung des gemeinschaftlichen Besitzstandes im Bereich Naturschutz, auf Initiativen zur Förderung einer nachhaltigen und multifunktionalen Waldbewirtschaftung (NWB - Ministerkonferenz zum Schutz der Wälder in Europa) sowie auf die einschlägige Fachliteratur.[Urheber s. copyright]

Title: Environment and sustainable development in the Mediterranean

Abstract
The Euro-Mediterranean partnership (EMP) was established by the Barcelona Declaration on 28 November 1995. Originally this was a joint initiative of 27 partners (15 EU Member States and 12 non-EU Mediterranean countries). The partnership has now expanded to 35 countries following the enlargement of the EU (1). The EMP is remarkable as the fi rst serious attempt to create lasting, powerful bonds between the countries located around the shores of the Mediterranean. In its first 10 years, the EMP has provided over EUR 8 billion in grant aid through the MEDA programme toward cooperation in infrastructural improvements, administrative reforms, preparation for investments, etc. In addition, the European Investment Bank (EIB) committed loans of EUR 6.1 billion to the region between 1996 and 2001 (of which EUR 2.3 billion in 1995-99) and is mandated to lend a further EUR 6.52 billion covered by the Community Guarantee Fund in the period 2000-07. In addition, the EIB established a further EUR 1 billion Mediterranean partnership facility at its own risk for large cross-regional transport, energy and environment projects.[Author vide copyright]
