Title (other): Report of the High Level Group on the future of social policy in an enlarged European Union | Rapport du Groupe de Haut
Niveau sur lavenir de la politique sociale dans une Union européenne élargie
Abstract
[...] [Hochrangige Gruppe] | The current social policy agenda of the European Union, outlined in the Commission communication of June 2000 and approved by the Nice European Council in December 2000, covers the period until 2005. The next social agenda will cover the period 2006-2010 and will be implemented within the framework of an unprecedented and continuing enlargement. The High Level Group1 was established by the Commission to identify the main challenges, opportunities and pathways for action for the European Union over the period 2006-2010 in the field of employment and social policy. The Group adopted a strategic approach, trying to identify key ideas for social policy in an enlarged Europe and to define some major policy orientations. [High Level Group]

Title: Implementing and interpreting the reasonable accommodation provision of the framework employment directive: learning
from experience and achieving best practice
Abstract
This study has been produced under the European Community Action Programme to combat discrimination (2001-2006). This programme was established by the European Commission's Directorate-General for Employment and Social Affairs as a pragmatic support to ensuring effective implementation of the two Directives on "Race" and "Equal treatment in the workplace" (2000) emanating from Article 13 of the Amsterdam Treaty. The six-year Programme primarily targets all stakeholders capable of exerting influence towards the development of appropriate and effective anti-discrimination legislation and policies, across the EU-25, EFTA and the EU candidate countries. Title: Definition of disability
Abstract
This paper is about the issue of defining disability in European discrimination law context. It is based on the research and discussions which have been undertaken within the European Group of Disability Discrimination Experts. The paper reviews the definition of disability in disability discrimination laws of those EU countries1 which have transposed the Framework Directive 2000/78/EC by the end of 2003. The main question of this review is whether the various definitions of disability perpetuate the medical/individual model of disability or support the social model of disability. According to the medical/individual model of disability the problems disabled person face in their daily life are mainly caused by their impairment, whereas the social model locates the problems in societal and environmental barriers outside the individual disabled person. The paper examines whether impairment related definitions of disability in disability discrimination laws perpetuate the medical model of disability. Secondly, the paper discusses whether a definition of disability is necessary within the context of disability discrimination law. [Author vide copyright]

Title: Pre-employment inquiries and medical examinations as barriers to the employment of persons with disabilities:
reconciling the principle of equal treatment and health and safety regulations under European Union law
Abstract
This Report presents a legal analysis of the coexistence between regulations seeking to protect health and safety at work and the requirement of non-discrimination in work and employment against persons with disabilities. Its asks whether health and safety regulations may constitute barriers to the employment of persons with disabilities, and, where such barriers exist, which legal responses they call for. It focuses especially on what the right to respect for private life and the rules protecting personal data may contribute to lowering such barriers. Drawing the consequences from the emergence of the principle of equal treatment with regard to persons with disabilities, and from the rise of the civil rights paradigm in disability law generally, it illustrates how the existing regulatory framework may be relied upon in order to effectuate the shift from a « fitness » approach to an «adaptation » approach in the regulation of preemployment inquiries and medical examinations. It insists in particular on the function of the obligation to provide an effective accommodation to persons with disabilities in alleviating the tension between regulations relating to health and safety at work and the prohibition of discrimination. Title: Ethnic minorities in the labour market: an urgent call for better social inclusion
Abstract
The report is drawn up to identify which barriers prevent members of ethnic minorities from fully participating in society and in the labour market. Moreover, it aims at analysing which policies have been developed and are applied by public policy and by businesses (as well as by public-private partnerships) to overcome these problems. Furthermore, it looks at successful strategies for diversity management applicable at all relevant levels. [Author vide copyright]

Title: Study on a conceptual framework for the purpose of measuring progress in combating discrimination and promoting equality
Title (other): Conceptual Framework Study Report: January 2008
Abstract
This analytical study targets a two-fold objective that we will present in two parts: -To develop a conceptual framework for evaluating progress in equality and anti-discrimination efforts and to formulate specific suggestions with a view to selecting a reasonable number of indicators for measuring performance of the two aforementioned goals in such areas as employment, education, access to goods and services, social protection and employee benefits (report Part 1). -To start examining the statistical data available at the international, European and national levels that might contribute to an evaluation of the progress made in equality and anti-discrimination efforts, and to identify existing shortcomings and propose a series of corrective measures (report Part 2) [Author vide copyrihgt]

Title: Investing in the future of jobs and skills : Financial services - Final report
Abstract
In 2007, 5.6 million persons were employed in EU27 financial services. 65% of these worked in banks, 20% in the insurance industry and 15% for intermediaries. The sector represented 2.7% of total employment in Europe. Between 2000 and 2006, data from the Labour Force Survey shows a shift of occupational structure from medium-skilled persons to highly-skilled persons. The need for a highly educated and trained workforce appears to be evident in all parts of the financial services sector and all European countries.[Eurofound]

Title: Skills scenarios for the textiles, wearing apparel and leather products sector in the European Union pparel and leather
products : Final report
Title (other): Investing in the future of jobs and skills : Textiles, wearing apparel and leather products ; Final report
Abstract
The European textiles, clothing and leather sector (TCL) lost 40% of its production volume and 40% of its jobs at the same time within a ten year period from 1996. It had to accept continuously rising import shares from low-cost countries – China in particular. The phasing out of the Agreement on Textiles and Clothing in 2005 gave a further push to this trend. Mass-production largely disappeared from high-wage areas in the EU while low-cost areas – the New Member States, Portugal and Greece – could keep at least some parts of TCL production.[Eurofound]
