Title: A comparison on the company level of manufacturing business sentiment survey data and realized turnover : discussion
paper 05007
Abstract
Using a classification method developed in this paper, the quality of qualitative survey data of the manufacturing industry at micro-economic level is investigated. For single companies, recent opinions on recent production developments are compared to quantitative results of industrial turnover. The results show that 57.6% of the analyzed companies give useful qualitative answers for calculating meaningful balance statistics such as producers’ confidence. The level of agreement between quantitative and qualitative data for companies with seasonal patterns in turnover on average is 10.6%-points higher than for companies without seasonal patterns. [C. Title: A monthly indicator of the business climate in the french service industry : applications of benchmarking techniques in
official statistics
Abstract
Since September 2004, Insee has published the results of its business survey in the services sector on a monthly basis together with a synthetic indicator. This indicator is extracted from both monthly and quarterly balances of opinion derived from the survey. The methodological framework is provided by dynamic factor analysis. Indeed, it is flexible enough to deal with both multi frequency series and changes in frequencies. This model has a state-space representation and can be estimated by a Kalman filter. Alternative models have been explored and yield very similar indexes, which emphasizes the robustness of the Insee indicator.This index can be obtained at a disaggregated level and provides an economic outlook of the services sector. Thus, it confirms the resurgence of activity in the services sector in France since mid-2003. More precisely, the activity appeared to be rather bumpy in 2004 and tends to decelerate in the beginning of 2005. [Author vide Copyright]

Abstract
The US, Japan and China appear to be heading towards a "new normal". However, the 2014-16 period will be critical to ensure that global growth is put on a sustainable path as ample challenges persist. The brief will first discuss what the new manual would look like in the US, Japan and China. It also analyses the downside risks and the challenges related to the transition to the new normal. The possible implications of the paths followed by these countries to move to a "new normal" for the growth outlook of the European Union and the Euro Area is briefly discussed in the final part of this brief. Title: At a turning point? Assessing the first positive signals for the euro-area economy
Abstract
The global economy is in the midst of its deepest and most widespread recession since WW II. The euro-area economy has not been spared. It has been in recession since the second quarter of 2008 with the fall in real GDP accelerating to 2.5% quarter-on-quarter (q-o-q) by the first quarter of this year. Compared to a year earlier, the corresponding slump is nearly 5%.The drop in activity has been sharper in some economies, but one important characteristic of this recession is its broad-based nature - not only across countries, but also across demand components. Thus, while countries are exposed to different degrees to the impact of the financial crisis, to the virtual collapse in global trade, to a substantial housing-market correction or to other imbalances, not a single euro-area country remains unaffected.However, recent high-frequency data indicate a certain improvement. This can be seen in some segments of financial markets, in trade data – particularly as regards emerging markets – and to a rebound in confidence in most sectors and economies during the second quarter of this year.This Economic Brief gives a snap-shot of the economic situation at the start of the summer of 2009 in the look out for an economic recovery or, at least, a stabilisation ahead. Title: Budgetary transfers between the EU and the new Member States: manna from Brussels or a fiscal drag?
Abstract
Member States receive funds for agriculture, structural development (e.g. infrastructure works) and internal policies (e.g. training, research, environmental protection), but in exchange have to make a contribution to the EU budget. Given the overall low level of income per head as compared to the rest of the EU, the ten new Member States receive a considerable amount of transfers with a view to fostering their catching-up process. While it is often argued that EU accession increases a country’s budget deficit, the calculations show that the fiscal impact of the EU financial flows in the medium-term should be favourable. Nevertheless, the challenges in restructuring budgetary and administrative procedures to be able to absorb the projected payments in the EU financial framework should be recognised.

Title: Business cycles, quality of economic policy and government revenues in Poland
Abstract
The volatility of general government tax revenues has increased in Poland in recent years. The correlation between GDP growth and revenue growth appears to be lower in Poland than in many other EU Member States, which suggests that the instability of its revenues has a different. This Country Focus argues that discretionary policy measures may be one such cause. This is supported by firm-level survey data on the quality of economic policy – tax policy in particular. It appears that economic policy in Poland has been less predictable, consistent and transparent than in other new Member States, and that this gap in the quality of policy is increasing.

Title: Business survey data: do they help in forecasting the macro economy?
Abstract
This paper examines whether data from business tendency surveys are useful for forecasting the macro economy (GDP, unemployment, price and wage inflation, interest rates, exchange-rate changes etc.) in the short run. The starting point is a so-called dynamic factor model (DFM), which is used both as a framework for dimension reduction in forecasting and as a procedure for filtering out unimportant idiosyncratic noise in the underlying survey data. In this way, it is possible to model a rather large number of noise-reduced survey variables in a parsimoniously parameterised vector autoregression (VAR). To assess the forecasting performance of the procedure, comparisons are made with VARs that either use the survey variables directly, are based on macro variables only, or use other popular summary indices of economic activity. Title: Ceilings and anchors: fiscal rules for Poland
Abstract
National fiscal frameworks can complement the EU budgetary surveillance procedure. Poland has traditionally had a debt rule, but it did not discourage governments from running high deficits. High expenditure (mainly on social benefits) has been identified as one of the main sources of large deficits. Hence, the introduction of an expenditure rule may be beneficial for Poland. Such a rule was proposed in recent years in Poland but not adopted: the so called “Belka rule” set a ceiling of 1% on real expenditure growth. It has, however, not been implemented, but recently a nominal ceiling (“anchor”) has been introduced on the deficit of the central government. This Country Focus argues that the implementation of an expenditure rule is a complementary safeguard and does not entail abandoning the existing control mechanisms or giving up ongoing expenditure reforms. The effectiveness of the expenditure rule depends on the degree of enforceability and comprehensiveness.

Title: Competing within global value chains
Abstract
The increasing spread of global value chains (GVCs) worldwide has been one of the most prominent features of the global economy for the last three decades. Production of goods and services is sliced into stages so that intermediate inputs are sourced from most efficient producers often located across the globe. Although this phenomenon is not new, the intensity with which it shapes the current economic reality has increased recently. The magnitude and geographical reach of the great trade collapse in 2008-2009 and a rapid rebound of trade flows thereafter proved the important role of GVCs as ‘the world economy's backbone and the central nervous system’ that magnified and accelerated transmission of the crisis. In this context, it is more and more evident that a trade analysis based on gross measures has become less accurate. Intermediate goods (parts, components) which cross the border several times as they are used for further processing are counted several times. Therefore additional ways of looking at world trade flows would allow deeper understanding of the true trade linkages between countries.The relatively stable evolution of the proportion of intermediate production in total imports over time in case of the EU contrasts with the outstanding increase in the case of China, due its role as a 'processing hub' in Asia. However, the increasing comparative advantage of China in research intensive goods partly reflects the gradual shift of its competitive position in the global production sharing. This change has an important policy implication for Europe going forward, as even more competitive pressures are to be expected. [Author vide Copyright]
