Title: (Co-)Governing after Maastricht: The European Parliament's institutional performance 1994-1999
Abstract
The study assesses the institutional performances of the European Parliament during the period between the coming into force of the Maastricht treaty and summer 1998. On the basis of the statistical and quantitative approach, it proves the time-effectiveness of Parliament's legislative work under the co-decision procedure and demonstrates the role of Parliament as a true co-legislator. It also shows the impact of Parliament's control function and its role in the procedure of appointment of Members of other institutions. [European Parliament]

Everyone believes that they know what an interest rate is. This study, however, examines some of the theoretical and practical complexities: the differences between interest, rent and profit; between nominal and real rates; between long and short rates; and how these interact. It looks, in particular, at how changes in short-term rates feed through into financial markets; and how the level of long-term rates influences the real economy. Abstract
Once the euro is a reality, participating Member States will be unable to alter exchange and interest rates. Nor will there be a large federal budget and significant labour mobility, as in the US. How will they then cope with 'asymmetric shocks' ? This study examines these questions in the light of 'optimum currency area' theory. Abstract
In 1992 Nobel Prize-winning economist James Tobin suggested a tax on currency operations 'to throw some sand in the wheels of speculation'. Interest in the proposal has now been re-kindled as governments search for 'a new international financial architecture'. A Tobin Tax would penalise short-term speculation, while leaving long-term investment relatively unaffected. But there are doubts as to whether it could ever be put into effective practice. The tax has an additional attraction, however: it could raise very large sums for development, humanitarian aid, international peace-keeping and operations to stabilise world financial markets. Title: Implications of REACH for the Developing Countries : Possible ways and means to preserve their interrests
Abstract
The study deals with the proposed regulatory framework for chemicals (REACH, COM (2003) 644 final of 29 Oct.2003), which causes considerable unease among developing countries on account of the burden that REACH may impose on them in terms of their market access to the EU. The study explains the functioning of REACH and examines the socio-economic impact on the developing countries with special focus on the ACP States, in particular on South Africa, Mozambique, Jamaica, Ghana and Tanzania. It investigates possible changes in the patterns of competitiveness and trade flows. Particular emphasis is placed upon the role of multinationals compared to local producers. Furthermore the study highlights the macroeconomic impact of REACH as far as employment and government revenue are concerned. It also examines the cost and benefit of REACH for the ACP States. Finally, technical assistance, capacity building, access to information and direct support for small and medium enterprises are examined.[European Parliament]

In recent years the number of professional and semi-professional athletes has grown significantly. Many of these athletes reach the end of their professional sports careers to find themselves without the necessary academic or other vocational qualifications to gain employment in other sectors. The aim of the study is to explore how the different EU Member States deal with this growing problem. It examines the following questions: provisions for the support of young athletes; quotas for the admission of athletes to universities; flexibility within the university system (i.e. regarding lecture timetables, assignement deadlines, exam schedules etc.); grants for retired professionals to study at universities; general support for athletes who wish to combine professional sports careers with study; long-term career prospects in both the public and private sector; special pension schemes for athletes. Title: Production Capacity of the Renewable Energies in the European Union
Abstract
The twofold aim of this study is, on the one hand, to outline the prospective production and capacity of renewable energy sources (RES) in the EU by 2010 in the context of current EU policies and targets and, on the other, to provide recommendations for policy makers to adopt adequate options and instruments for providing a vigorous and lasting impetus to RES development in the EU. The study is based on an analysis of trends in renewable energy technology (RET) development, available potentialities and costs, as well as current production and capacity levels. Policy recommendations are drawn from the gaps identified, the recognition of the barriers to RES development, and the clarification of potential policy options and tools. Title: The common foreign and security policy and the security of energy supplies
Abstract
This study recommends that the EU regard energy security as a foreign and security policy issue rather than an economic one. The current lack of cohesiveness and overall weakness of the EU's energy policy is counterproductive to European security, allowing Russia to strengthen its position as the dominant energy supplier. It also leaves Europe's neighbours in the Caucasus and Central Asia more vulnerable to political and economic interference from Moscow, hampering Western efforts at reform in those countries. A common solution to these problems is engagement with these states on the development of non-Russian-controlled oil and gas pipeline routes into Europe. The study argues that this will improve the EU's energy security as well as assist its efforts to foster democracy, rule of law and good governance in its neighbours.[...] [European Parliament]
