Title: Knowledge society barometer
Abstract
In recent years, new evidence and conclusions on the characteristics of innovation across the economy as a whole have given rise to new theories and new approaches to policy. There is a reference group of eight countries for this report: Denmark, Finland, Germany, Japan, the Netherlands, Sweden, the United Kingdom and the US. The report presents 12 measures, consisting of a large number of indicators, towards which an innovative society can strive. Foresight is an important tool in policy analysis, and encompasses a wide spectrum of methods and approaches. Title: A new organisation of time over working life
Abstract
Changes to traditional gender roles and the labour market are forcing a rethink of conventional work-life patterns. Individuals are calling for a better quality of life, while employers require greater flexibility in the workplace. The idea of reorganising time over the whole course of working is one possible response. This report offers a conceptual framework to consider time arrangements and working life, linking this to measures to improve quality of life. It reviews changing patterns and preferences for time use as well as a range of measures, such as the accessibility of more paid leave during the ?stress? phases of life in order to compensate for raising the retirement age, and the introduction of social security structures to fit new time arrangements. Title: Corporate responsibility towards society : A local perspective
Abstract
This report forms part of the research initiative taken by the Foundation into the area of corporate social responsibility (CSR). It brings into focus the responsibility of companies with regard to the local community and the environment. Exploring the initiatives adopted by companies today provides an interesting picture of current rationales, policies, practices and experiences. In the context of this report, 40 case studies have been carried out in 9 European countries: Ireland, UK, Denmark, Sweden, Germany, Belgium, France, Italy and Spain. The case studies reveal a multi-facetted picture of companies? involvement in the local community. Abstract
A summary is now available of the discussions which took place over the two-day conference, 'Employment and labour market insertion strategies as a tool for social inclusion', hosted by the Foundation and the Spanish Ministry of Employment and Social Affairs. The conference examined how active measures are developing for employment of vulnerable groups. Their needs demand more comprehensive approaches involving supportive policies and services in sectors such as social welfare, health and education as well as labour market measures. It looked at policies that increase employability and reduce barriers to labour market entry and also at measures which sustain employment for workers at risk of exclusion. [Herausgeber]

The development of policies and the delivery of services to promote the social inclusion of people with a chronic physical or mental illness or disability are crucial steps in achieving a more inclusive society. Title: Monitoring quality of life in Europe
Abstract
The challenges arising from low employment rates, an ageing population, changing family structures and social exclusion have pushed ?quality of life? issues to the front of the EU social policy agenda. The Foundation has launched an initiative to improve the monitoring and reporting of living conditions and quality of life in Europe. The first step was to develop a conceptual framework that would be appropriate for the Foundation?s mission to meet information needs of policy-makers among public authorities and social partners, specifically at EU level.This report examines key concepts, research and policy developments related to quality of life. It identifies gaps in information and develops a strategy for monitoring. It recommends focusing on a limited number of life domains and analysing the linkages between them, with time use regarded as a crucial aspect of the interrelationships. The conclusions prepare the way for a new survey of quality of life in 28 European countries. This survey will enable the Foundation to describe and analyse trends on a comparative basis and to identify emerging issues for future EU policy. [Herausgeber]

Abstract
This report forms part of the research initiative taken by the Foundation into the area of corporate social responsibility (CSR). It aimed to investigate and describe corporate policies designed to instigate social responsibility in the field of working conditions and employment. Two specific issues highlighted in the study were restructuring and subcontracting. The study showed that the handling of the CSR aspects of restructuring tends to be organised in an increasingly formalised manner, both in terms of problem prevention and problem solving. In contrast with the body of regulatory measures that exists for restructuring, there has been little legal regulation of subcontracting relationships although they play a major part in CSR, particularly in terms of the job quality and working conditions of employees of subcontracting companies. Title: Interactions between the labour market and social protection : Seminar report
Abstract
This report outlines the proceedings from a Foundation seminar on the theme of interactions between the labour market and social protection. The main conclusion to emerge is that interactions between the labour market and social protection are complex but very necessary in the current situation in Europe. Creative policy mixes are needed in order to make the trajectories of policy reform successful. They will lead to more sustainability of the European social model. The seminar expanded on work done previously by the Foundation such as the first Foundation paper on quality of work and employment. It referred also to a number of more specific projects, which are/have been carried out by the Foundation such as ?negotiating the conditions of flexibility?, ?pacts for employment and competitiveness?, and ?integrated approaches towards the activation of minimum-income recipients?. Abstract
The Foundation commissioned a project into violence and harassment in the workplace in 2002. This report publishes the findings of the project. It identifies the different forms and patterns of violence and harassment in the workplace in the EU and describes the recent upsurge in activity and initiatives with respect to violence and harassment within the legal arena, with new legislation addressing these problems recently enacted or in the pipeline in a number of countries. It also presents evidence of adverse effects on individuals, organisations and society, and assesses the potential financial costs. Finally, it analyses the factors that may contribute to and cause physical and psychological violence, and reviews a variety of good practices with respect to preventing and managing violence and harassment at work. Abstract
The third European survey on working conditions carried out by the European Foundation for the Improvement of Living and Working Conditions highlights the risks and dangerous working conditions that continue to pose a threat to workers' health, as well as the increase in time and organisational constraints at work. A study based on the statistical use of the data gathered from the survey provides a great deal of information on the organisation of working time. It also explores the links between the organisation of working time and the duration of working time, and the health risks to which workers in the European Union are exposed. Title: Work environment statistics in Sweden
Abstract
Working environment surveys have been carried out in Sweden every two years since 1989. Since 1991, the surveys have included questions on work-related health problems. These surveys are designed to provide information against which reported occupational illnesses and injuries can be compared. This information also helps streamline reporting procedures. Title: Work and health statistics in the Netherlands
Abstract
This report provides an overview of statistics relating to work and health issues in the Netherlands. A continuous rise in the pace of work of 1.5% per annum took place in the Netherlands over a 20-year period. This levelled off at national level in 1997, though some sectors show further increases. Trends regarding other risks show only minor changes. Over the last decade, work has become somewhat more autonomous, physical conditions have improved, but repetitive movements have increased. Health complaints, and more recently self-reported burnout in the Dutch workforce, have remained constant. In recent decades, however, the number of workers who retire into the disability system has been steadily rising, particularly those suffering from psychological disorders. [Herausgeber]

Part-time work has become increasingly commonplace in the European Union. This report explores the profile of part-time workers and analyses the main factors underlying the development of part-time work practices. It also analyses the quality of work and employment conditions faced by part-time workers, such as the level of satisfaction with working hours, employment tenure and contract conditions, wage conditions, job content and career development, and exposure to hazards and working time determinants. This report has been elaborated within the framework of the European Working Conditions Observatory. Title: Social dialogue and EMU in the candidate countries : Estonia, Hungary, Malta, Poland and Slovenia
Abstract
'This report examines the present situation and future challenges regarding social dialogue in five candidate countries in the run-up to EU membership and Economic and Monetary Union. It is based on joint research carried out by the Foundation in cooperation with the Swedish Work Life and EU Enlargement project. The first phase covers the following countries: Estonia, Hungary, Malta, Poland and Slovenia. The report describes the national development projects currently in operation in these countries, touching on the political and economic implications arising from the bid to fulfil the Maastricht criteria. Then it presents the five national reports, showing each country?s strategy for supporting the convergence process towards EMU by means of social dialogue. The overall aim of the project is is to show how social dialogue can be harnessed to generate economic growth in conjunction with employment and social protection in the candidate countries. This publication summarises the presentations and discussions which took place at the conference, 'Tripartism in an enlarged European Union', in Elsinore on 29 and 30 October 2002. Jointly organised by the Foundation and the Danish Ministry of Employment, the conference contributed to the theme 'social inclusion through social dialogue' which the Danish Presidency had chosen to highlight as its central message in the social policy field. The conference reviewed the present state of tripartism in the EU and discussed the challenges it will face in an enlarged Union. Conference workshops dealt in detail with such issues as employment policy and tripartism and how to enhance capacities for tripartism in the candidate countries. The Foundation was pleased to witness the full participation of governments and social partners from the candidate countries at the Elsinore conference. [Author vide copyright]
