Abstract
In the past attention has been paid to industrial relationships in micro and small firms both in analytical and trade union-political terms. Since the first achievement of the phenomenon of the micro and small firms, during the ?70s, there was the idea that the firm was a ?place without rules? in which workers? exploitation and non-compliance with fiscal and work regularisation laws were predominant. Such negative idea of smallfirms emerged mainly from the belief of the ?superiority of the large firm of mass production?, so that small firms had to adapt to the conditions and industrial relationships of large companies. This literature review traces the evolution of industrial relationships in the 1990s, and examines small business in Italy, including issues of collective representation and bargaining, working and employment conditions, arbitration procedures, size and sector considerations. Abstract
Among OECD countries, Japan - together with Italy - has the highest proportion of small and medium sized enterprises (SMEs). According to data published by the Management and Coordination Agency, in the manufacturing sector alone in 1996 were operating 665,540 SMEs - defined as enterprises with less than 301 regular employees. These firms accounted for 99.7 per cent of the total of Japanese manufacturing enterprises. In the same year, manufacturing SMEs employed 7,311,993 people, or the 62.1 per cent of the total. This literature review examines the role of small firms in the Japanese economy and the legislative framework. Title: Features of micro and small enterprises in the EU
Abstract
The first section of this paper provides a general overview of the economic and social role played by the European micro and small enterprises. Topics analysed include a description of the enterprise structure in the European Union (EU) by enterprise size (number of enterprises, employment and turnover), with special attention to country/sector considerations. In addition, attention is paid to the employment characteristics within the EU micro and small enterprises (i.e. sex and age considerations, education levels, type of contracts, duration of employment relations, etc). Finally, a comparison between the role of EU micro and small enterprises in comparison to their US and Japanese counterparts will be held. The second section sets out to provide a definition of the ?employment relations? concept. The section also looks into the European Member States? regulatory frameworks related to employment relations, always from an enterprise size perspective. Examples include legal provisions on staff representation, information and consultation to employees, employees? participation within the supervisory and administrative bodies and, finally, legal provisions related to collective bargaining and strikes. Since 1997, the European Industrial Relations Observatory (EIRO) has followed and analysed developments in industrial relations in the 15 EU Member States & Norway and at EU level. Coverage of the candidate countries started in 2002. This overview compares some key aspects of industrial relations systems in the 15 EU Member States and the 10 candidate countries for membership likely to be the first to join from 2004 onwards. It focuses on social partner organisations, collective bargaining and employee participation and also provides some basic comparisons between the current Member States and the candidate countries in terms of labour markets, pay, working time and employment/working conditions. Title: The 'Europeanisation' of industrial relations : Evaluating the quality of European industrial relations in a global
context : A literature review
Abstract
The process of Europeanisation of industrial relations has emerged as a key trend in the European Union since the ratification of the Treaty of Maastricht. Social dialogue has been fostered, new directives in the field of social policy have been issued, the sectoral social dialogue has been strengthened, and new governance methods are slowly emerging. Quality and benchmarking aspects have entered into the European discussion, first in the field of employment policy, then in working conditions issues. The present report seeks to evaluate the quality of European industrial relations in a global context based on the existing literature. The report identifies certain quality criteria for assessing the effectiveness of European industrial relations and engages in benchmarking the European industrial relation systems against those of Japan, the United States, Russia and the Candidate Countries. Specific issues dealt with are the quality of work, the changing role of industrial relations actors, and training and development. These factors have implications, not only for work organisation itself, but also for the quality of life in general. They also have implications for the welfare and global competitiveness of the Eurozone as a whole. This report proposes the application of a new method of governance, known as the 'open method of coordination' (OMC), to the field of industrial relations. [Herausgeber]

Abstract
The new system of industrial relations started evolving in the early 1990s in Bulgaria. In March 1990, the National Assembly adopted the Law on Collective Labour Dispute Settlement, which laid the foundations of new collective labour relations. The amendments in the Labour Code from 1992 provided the legal foundations for the setting up of the tripartite partnership mechanisms aiming to better regulate the labour relations and to settle the collective labour disputes in the enterprises. Title: Bargaining at European level? Joint texts negotiated by European Works Councils
Abstract
This report makes a first, exploratory attempt at examining the extent and nature of negotiating activity within EWCs. It focuses on examples of written joint texts concerning issues other than the EWC?s own constitution or internal affairs and looks in detail at 14 joint texts. The report concludes that the negotiation of joint texts by EWCs is a very restricted, if potentially important, phenomenon, which could be said to constitute a form of European-level bargaining.
