Title: Migration trends in an enlarged Europe
Abstract
The study concurs with the results of most methodologically acceptable micro and macro studies that the EU should not expect a tidal wave of emigrants from the eastern and Mediterranean acceding and candidate countries. All indicators point to a volume similar to that experienced after the southern enlargement of the EU in the 1980s. The volume of intended firm migration is likely to be around 1.0% of the population of 15 years and older in the 10 acceding countries and 3 candidate countries in the next five years. The largest, but relatively unrealistic, migration potential (people who expressed a general inclination) is around 4.5% in the same time span. The predictions of this study for migration from the 10 central and eastern acceding and candidate countries, excluding the three Mediterranean countries, concur with the latest results of an econometric study of the European Commission. That study predicts a gross migration of around 1.1 million within five years. The predicted volume between the 13 acceding and candidate countries varies significantly, however. According to this study, the highest migration potential within the 13 candidate countries is in Bulgaria and Romania. Turkish respondents were much less likely to be considering a move to Europe, with a narrow migration potential of less than half a percent and a wide migration potential of 6%. The figures for all larger acceding countries in the narrow potential band are around 1% in the next five years. [Urheber s. Copyright]

Title: Working conditions in the acceding and candidate countries
Title (other): Conditions de travail dans les pays adhérents et candidats
Abstract
The Foundation carried out its Third European Working Conditions Survey in the 15 Member States of the EU in 2000. In 2001, the survey was extended to cover the 12 acceding and candidate countries and the following year the survey included Turkey. The aim was to provide an overview for EU policymakers as they set about shaping the contours of the new European Union. This document summarises some of the main findings in the survey that was carried out in the 12 acceding and candidate countries in 2001. The 12 acceding and candidate countries comprise a total population of 96 million, with approximately 43 million persons in paid employment. Two countries alone - Poland and Romania - account for over half the total population and workforce of the candidate countries (25 million). There are considerable structural differences to be found in comparison with the EU labour market. For example, a higher proportion of workers are engaged in agriculture: this accounts for one fifth (21%) of all jobs in the acceding and candidate countries, in contrast to only one twentieth (5%) in the EU. Conversely, the services sector is less important in the acceding and candidate countries, accounting for 47% of all jobs, compared to 66% in the EU. This last fact has a bearing on the numbers of employees and self-employed workers in the workforce. In the acceding and candidate countries, 77% of workers are employees (compared to 83% in the EU), with 3% of these on temporary employment agency contracts (2% in the EU). Until recently, such contracts were unheard of in the former communist countries. It will be interesting to monitor the evolution of this kind of work in the future, given the recent rapid growth. A higher proportion of workers in the acceding and candidate countries hold down a second job (10%) than in the EU (6%). They also devote more time to their second job, on average 17.8 hours a week. Finally, the average age of workers in the acceding and candidate countries is higher: over half of all workers (51%) are above t

Title: Support measures for business creation following restructuring
Abstract
Company restructuring has become a constant feature of the economic landscape of the European Union, driven by market changes, increased competition and globalisation. One way of minimising the negative social effects of restructuring is to encourage people affected by restructuring to set up their own business. This report examines the critical elements that positively and negatively affect business creation and entrepreneurship following company restructuring in Europe. It looks at different strategies developed by public and private actors to foster business creation. It presents case studies from six countries of successful examples of company restructuring, outlining in detail the experiences of business creation and development following the restructuring process. Title: Key themes in global industrial relations: Minimum wages and relocation of production
Abstract
With economic globalisation growing ever deeper and international competition intensifying, it is increasingly clear that Europe's industrial relations systems do not exist in isolation, and cannot be studied as such. This report examines two topical issues - minimum wages and the crossborder relocation of production - from the perspective of industrial relations. Drawing on comparative analysis from the European Industrial Relation Observatory (EIRO), it looks at the situation in the 25 EU Member States, in two 'developed' countries - Japan and the USA - and two 'developing' countries - Brazil and China. Title: Working time options over the life course: New work patterns and company strategies
Abstract
Profound socio-economic, demographic and cultural changes currently under way in Europe are modifying the way in which people organise their time and income over the life course. The ageing population, globalisation, the transition from a standard working organisation model to more diversified and individualised structures and changes in the gender division of labour - these are all shifting the boundaries between people's work and personal lives. At the same time, changes in the timing of entry into and exit from the labour market have considerably reduced the time devoted to paid work. [Dominique Anxo]

Title: Working conditions and working time in an enlarged Europe (report)
Abstract
Working conditions and working time in an enlarged Europe presents a comparative study of working time in 10 central and eastern European countries (CEECs). Eight of these countries (the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia and Slovenia) are among the 10 new Member States (NMS) of the European Union, while Bulgaria and Romania are two candidate countries whose accession is set for 2007. The report makes extensive use of the Foundation survey data on working time and contrasts this with research available from other sources. [Mark Elsner]

Title: Combining family and full-time work
Abstract
Full-time work has become an increasingly common employment pattern in the European Union, for both sexes, since the enlargement of the EU to 25 countries in 2004. At the same time, there is widespread discussion about working time flexibility as a desired solution to enhancing the work-life balance of working parents. This report shows that such flexibility varies significantly between countries and sexes. However, to better understand the impact of this flexibility on work-life balance, it must be recognised that flexibility can be either positive or negative, and that predictable working time arrangements may also be a good solution for working parents. Title: Social inclusion: Local partnerships with civil society : Foundation paper No. 4 December 2003
Title (other): Insertion sociale Partenariats locaux avec la société civile : Cahier de la Fondation : No 4 Décembre 2003
Abstract
Supporting social inclusion through partnerships with civil society is the focus of this fourth Foundation paper. It draws largely on research carried out by the Foundation in this area over the past decade. This paper outlines the strategic and practical importance of civil society in supporting social inclusion. It looks at the role of partnerships in this area, for example between social partners and public authorities at local and regional level, and it proposes guidelines to assist policymakers in strengthening the role of civil society. Foundation papers aim to highlight knowledge and analysis emanating from the Foundation?s research themes: employment, equal opportunities, social inclusion, time use and diversity. The objective of the papers is to make past, present and future work of the Foundation relevant and accessible in a synthesised format. The subject of each paper will be linked to current social policy issues and offers therefore a timely contribution to the debate at European level. [Herausgeber]
