Title: The digital divide :a research perspective : report to the G8 opportunities task force.
Abstract
The establishment of the Digital Opportunities Task Force by the G8 within the Okinawa Charter in November 2000 indicates political perception of the importance of access to and availability of ICTs, and of participation in the development of the global information society. To find out whether this intuitive perception is supported by empirical research evidence is the objective of this paper. To achieve this, a review, analysis and synthesis of a representative range of research documents was undertaken.

Title: Electronic payment systems :strategic and technical issues.
Abstract
The first Background paper of the Electronic Payment Systems Observatory (ePSO) identifies the strategic and technical issues that will be discussed in the ePSO Forum – an online discussion group consisting of payment systems experts and a broad range of market players. The discussion will concentrate on electronic retail payment systems - focussing on the needs of consumers, merchants and SMEs. While in principle all electronic retail payment systems will be analysed, special emphasis will be given to payment methods in the context of electronic commerce on the Internet and the development of cross-border payment systems. The issues that have been identified are grouped around eight broad categories: e-money, enhanced access products, micropayment solutions, payment systems infrastructure, regulation and innovation, standardization and interoperability, consumer protection, anonymity, privacy and security and integration of payments into online transactions.

Title: Payment culture matters :a comparative EU-US perspective on Internet payments.
Abstract
This paper presents a cross-country comparison of Internet payment systems. It compares countries within the European Union, and the EU with the United States. The key concept of our approach is that of "payment culture", which consists basically of the payment behaviour of payers and payees and the regulatory framework (political and legal).

Title: Enlargement futures project :expert panel on economic transformation : final report.
Abstract
The report discusses the economic transformation of the candidate countries and its consequences for the enlarged EU. It gives a description of the economic implications of technological, economic and social change, such as the greater use of ICT; the shifting geography of economic activities; and the ageing of the society. The trade-offs between high growth and macroeconomic stability is highly relevant for the setting of economic objectives in catching-up countries. Innovation and R&D are crucial elements for future growth and, within fiscal constraints, will determine future growth. In all these respects there may be big differences between the candidate countries.

Title: The supply and demand of high technology skills in United Kingdom, Norway and Netherlands :a report from the European
Science and Technology Observatory (ESTO).
Abstract
Policy measures in a knowledge-intensive society should rely on solid information on the skill structures in the sectors of which the economy is composed. This was the underlying idea when IPTS launched the study. It attempts to find out how useful statistics from the Labour Force Survey are in the delineation of labour demand and supply in seven high technology sectors. It turned out that there are substantial differences in skill structures and with regard to the provision of training, also at national level, among the three countries covered. Furthermore, this phenomenon is observed in sectors that often are grouped together and considered as quite similar, like computer and telecommunication services. A “one size fits all" training strategy is therefore questioned by the authors. A comparison of how the seven high tech sectors contribute to the overall employment share in national economies, indicate that these sectors are not employment generators per se, with the exception of computer services characterised by rapid growth and high skill intensity. When interpreting these findings one should bear in mind that the study had a limited scope. However, the results are interesting for contemporary research and debate on the relationship between technology, economy and employment.

Title: Techno-economic impact of e-commerce :future development of value chains.
Abstract
The overall objective of the workshop was to explore the impact of e-commerce technologies on future development of value chains, with a horizon of 2005. This workshop was organised in the context of the OECD Electronic-commerce Business Impacts Project (EBIP). This project aims to improve understanding of the impact of ecommerce (essentially B2B) on economic sectors and of its policy implications. Ten OECD member countries, including six EU countries, participated in the project. Interviews, based on a common questionnaire, were conducted in these countries with more than 170 companies from about fifteen economic sectors, mostly in Year 2000. A final report is expected to be published by OECD in the autumn of 2001. As part of its contribution to EBIP, IPTS organised this workshop with a view to exploring the future impact of e-commerce. The workshop was held on 5-6 June 2001 at the IPTS-JRC institute of the European Commission in Seville, Spain. The experts participating in the workshop were from the following economic sectors: automotive, textile (clothing), travel and banking. The workshop discussions centred around the following stages: - First, identification of a list of the most important future drivers (2005 horizon) that will have an impact on adoption of e-commerce technologies by businesses, based on an initial list of drivers identified in the different EBIP national studies, and assessment of the magnitude of their impact on the four sectors represented. - Then, brainstorming on how value chains in the four sectors could evolve as a result of adoption of e-commerce technologies by companies. - Finally, drawing of conclusions on impact of e-commerce technologies on value chains.

The objective of this study is to analyse the feasibility of applying and integrated transport and land-use approach to assess the impact of transport related policies. In the current stage, the evaluation of 3 sets of policies will take place in two urban areas of the European Union: Bilbao and Helsinki. The 3 sets of policies that will be evaluated concern: - The internalisation of external costs: fuel taxes changes and cordon pricing (establishment of a cordon around the city centre to set up a toll in the links that cross such cordon when entering the city. - The stimulation of technology uptake: New vehicle and fuel technologies and fleet age issues (changes in fleet mix).- Organizational issues: Combination of parking prices and public transport.

Title: The impact of best available techniques (BAT) on the competitiveness of European industry.
Abstract
This report examines the impact of the implementation of BAT on the competitiveness of existing plants. The study focuses on three industries: cement, non-ferrous metals and pulp and paper. The principal methodology adopted is a case study approach contrasting the economic performance of plants that have adopted most of the elements of BAT with the performance of other ‘non-BAT’ plants in the various industries. Part A of this report examines the lessons that can be drawn from the findings of the three individual industry investigations and makes a number of recommendations, while Part B provides a summary of each industry study. All the background papers on which this report is based are available.

This study observes the internet based payment solutions evolution in Europe, based on consumer e-payment schemes taken from the e-Payment systems inventory, one of the deliverables of the electronic Payment Systems Observatory (ePSO) project. Title: ESTO general assembly 2002 proceedings.
Abstract
The document relates to the results of the General Assembly of the European Science and Technology Observatory Network (ESTO) held in Seville (E) on 7-8 February 2002. The General Assembly focused on its main mission: to inform, communicate, and discuss the main objectives and activities of ESTO in the evolving EU policies context. Fundamental questions answered were how to anticipate and respond to the needs of EU policy-makers in science and technology - and how to anticipate science and technology trends in general - through the support of specific and permanent network actions. In total almost 70 delegations from over 30 organisations and 15 countries attended the General Assembly. The result of such an event provided a useful input for the positive evolution of such an international network.

Title: Integration of electronic payment systems into B2C Internet commerce :problems and perspectives.
Abstract
The focus of this paper is on the integration of payment systems into B2C Internet-commerce. Currently there are hardly any payment systems that are truly integrated in online-shopping of physical and digital goods and services. The paper models the whole transaction process, addresses the merchant's and the customers' point of view, provides a picture of payment relevant B2C standards, and discuss standardization problems. Major findings are summarised in the light of potential policy relevance.

The assessment and development of methods and mechanisms to evaluate the socio-economic impact of public RTD policies constitutes a highly relevant component for the efficient articulation and improvement of science and technology policy. The EPUB - thematic network main objective is to provide a better understanding of the dynamics of science and technology by helping to investigate the socio-economic impact of private/public RTD policies at a micro/macro level.
