Title: Techno-economic impact of e-commerce :future development of value chains.
Abstract
The overall objective of the workshop was to explore the impact of e-commerce technologies on future development of value chains, with a horizon of 2005. This workshop was organised in the context of the OECD Electronic-commerce Business Impacts Project (EBIP). This project aims to improve understanding of the impact of ecommerce (essentially B2B) on economic sectors and of its policy implications. Ten OECD member countries, including six EU countries, participated in the project. Interviews, based on a common questionnaire, were conducted in these countries with more than 170 companies from about fifteen economic sectors, mostly in Year 2000. A final report is expected to be published by OECD in the autumn of 2001. As part of its contribution to EBIP, IPTS organised this workshop with a view to exploring the future impact of e-commerce. The workshop was held on 5-6 June 2001 at the IPTS-JRC institute of the European Commission in Seville, Spain. The experts participating in the workshop were from the following economic sectors: automotive, textile (clothing), travel and banking. The workshop discussions centred around the following stages: - First, identification of a list of the most important future drivers (2005 horizon) that will have an impact on adoption of e-commerce technologies by businesses, based on an initial list of drivers identified in the different EBIP national studies, and assessment of the magnitude of their impact on the four sectors represented. - Then, brainstorming on how value chains in the four sectors could evolve as a result of adoption of e-commerce technologies by companies. - Finally, drawing of conclusions on impact of e-commerce technologies on value chains.

Title: Transport and land-use interaction.Part A,Integrated modelling methodology.
Abstract
The objective of this study is to analyse the feasibility of applying and integrated transport and land-use approach to assess the impact of transport related policies. In the current stage, the evaluation of 3 sets of policies will take place in two urban areas of the European Union: Bilbao and Helsinki. The 3 sets of policies that will be evaluated concern: - The internalisation of external costs: fuel taxes changes and cordon pricing (establishment of a cordon around the city centre to set up a toll in the links that cross such cordon when entering the city. - The stimulation of technology uptake: New vehicle and fuel technologies and fleet age issues (changes in fleet mix).- Organizational issues: Combination of parking prices and public transport.

Title: The impact of best available techniques (BAT) on the competitiveness of European industry.
Abstract
This report examines the impact of the implementation of BAT on the competitiveness of existing plants. The study focuses on three industries: cement, non-ferrous metals and pulp and paper. The principal methodology adopted is a case study approach contrasting the economic performance of plants that have adopted most of the elements of BAT with the performance of other ‘non-BAT’ plants in the various industries. Part A of this report examines the lessons that can be drawn from the findings of the three individual industry investigations and makes a number of recommendations, while Part B provides a summary of each industry study. All the background papers on which this report is based are available.

Title: A trans-national analysis of results and implications of industrially-oriented technology foresight studies :France,
Spain, Italy & Portugal.
Abstract
The report presents the results of an ESTO study comparing industrially-oriented foresight exercises in four European countries: France, Italy, Portugal and Spain. The study directly involved national foresight programme leaders and some of the main protagonists. The comparison was conducted at three different interrelated levels: (i) methodological approaches, (ii) technical results in two chosen thematic areas (chemicals & new materials, and energy), and (iii) how the foresight initiatives relate to decision-making and the way in which the results were channeled and applied to policy and strategy. The study gives details on a wide variety of objectives, approaches, institutional design and methodologies as well as on some important common elements (such as raising awareness on the importance of forward thinking or the institutionalization and stabilization of foresight process).

Title: The impact of EU regulation on innovation of European industry :pre-packaging sizes and the influence on innovation.
Abstract
The European Commission has started a consultation with all main stakeholders of the pre-packaging chain with a view of publishing a green paper on pre-packaging. This green paper will be the basis for discussion on the review of current European regulation in the sector (pre-packaging directive). This study, requested by the European Commission Directorate-General for Enterprise has been coordinated by Joint Research Centre's (JRC's) Institute for Prospective Technological Studies (IPTS). It aims at investigating the relationship between innovation and regulation in the pre-packaging sector with a particular focus on pre-packaging size regulation. The study has been carried out by the European Science and Technology Observatory (ESTO). The ESTO is a network of organisations operating as a virtual institute under the European Commission DG JRC-IPTS. The main objective of this analysis is to validate two main hypotheses: 1. Mandatory pre-packed sizes do not hamper innovation in pre-packed sizes; 2. Not prescribing pre-packed sizes induces innovation in pre-packed sizes. The investigation is based on a narrow but fairly representative number of case studies complemented with an in-depth screening of European and non-European regulation concerning size of pre-packed products as well as a series of interviews and questionnaires addressed to the main stakeholders of the pre-packaging chain. The study is based on broad definition of innovation that includes products, processes and organisational changes, a system perspective that looks to the entire chain of actors and the life cycle of a product/service from raw material to disposal.

Abstract
This report was prepared by the International Centre for Economic Growth (ICEG EC), Hungary, on behalf of the Institute for Prospective Technological Studies2 as part of a broad foresight activity aimed at reaching a better understanding of the uncertainties and challenges associated with the Enlargement process over a 10-year horizon. It consolidates the findings of 13 country monographs3 that focus on the development of the Information Society in the New Member States and Candidate Countries. The main objectives of this report are to offer an integrated view IS developments in these countries and to suggest appropriate policy measures to support their further development in line with the Lisbon Strategy.

Title: Biometrics at the frontiers :assessing the impact on society (for the European Parliament Committee on Citizens'
Freedoms and Rights, Justice and Home Affairs (LIBE)).
Abstract
In June 2004, the Committee on Citizens’ Freedoms and Rights, Justice and Home Affairs of the European Parliament (the LIBE Committee) asked the JRC to carry out a study on the future impact of biometric technologies. The then Commissioner for Research, Mr. Philippe Busquin, passed this request to IPTS for implementation; IPTS had done previous work for the Parliament in this area of policy support, and as the JRC’s prospective studies institute, it was well-placed to address the matter. In the event, IPTS proposed a prospective approach examining the way in which biometric technologies could infl uence everyday life. Descriptive scenarios taken from everyday life help with a general appreciation of the issues, and intellectual rigour has been assured through an analysis of the socio-economic, technological, legal and ethical aspects of the large-scale introduction of biometrics. LIBE Committee members had the opportunity of hearing from a number of experts on these particular aspects at a preliminary meeting held in October 2004. The present report, entitled Biometrics at the Frontiers : Assessing the impact on Society, represents the output of the study. Its title underlines the purpose of the study to address biometrics beyond the immediate application for border control purposes, to their wider adoption and use in society. The study highlights a number of key issues to be taken into account when considering the large-scale implementation of biometric technologies. The overall message is that the introduction of biometrics poses a number of technological challenges, but more than that, it affects ways in which we organise some key aspects of everyday life. These challenges need to be addressed in the near future if Europe is to shape the use of biometric technologies so as to derive maximum benefi t from their deployment. The work was carried out by IPTS ICT Unit staff in collaboration with external experts whose contributions have been acknowledged in the text. In addition, colleagues from other European Commission services and from the European Parliament provided their own comments and ideas. The responsibility for the work remains of course entirely with the JRC.

Title: New case studies on the coexistence of GM and non-GM crops in European agriculture .
Abstract
This report analyses the need and feasibility of changes in agricultural practices to ensure coexistence between GM and non-GM crop production in the EU. The term coexistence refers to the ability of farmers to choose between conventional, organic or GM-based crop production, in compliance with the relevant EU legislation on labelling and/or purity standards. EU regulations have introduced a 0.9% labelling threshold for the adventitious presence of GM material in non-GM products. Since agriculture does not take place in a closed environment, suitable technical and organisational measures during cultivation, harvest, transport and storage may be necessary to ensure coexistence. Coexistence measures should make it possible for farmers growing non-GM crops to keep the adventitious presence of GM material in their harvest below the labelling thresholds established by Community law.

Title: Techno-economic feasibility of large-scale production of bio-based polymers in Europe .
Abstract
The overall aim of the study was to investigate the technical, economic and environmental potential of bio-based polymers in comparison with petrochemical plastics. The objectives and methodology of the study had been defined by JRC/IPTS with the aim to feed the results into the Thematic Strategy on the Sustainable Use of Natural Resources and the Environmental Technology Action Plan, ETAP. The management and supervision of the research activities, as well as the analysis of the findings and the editing of the final report were carried out by JRC/IPTS.

Title: Environmentally extended input-output tables and models for Europe .
Abstract
Environmentally extended input-output (EEIO) tables and models have become a powerful element in supporting information-based environmental and economic policies. Briefly stated, monetary input-output (IO) tables give insight into the value of economic transactions between different sectors in an economy, including output for exports, capital formation and final government and private consumption. They allow for calculating the added value that each sector contributes to the final output of an economy. Such monetary IO tables can be ‘extended’ with environment-related information for each sector, such as its emissions, primary (natural) resource use, land use and other external effects per sector. These environmental externalities may be expressed in monetary terms as well. The same framework can be used to add other information, for example related to the third pillar of sustainability, regarding social aspects, such as the number and quality of jobs per sector. And, last but not least, such EEIO tables can be integrated in broader models, such as computable general equilibrium (CGE) models.

Title: Pharmacogenetics and pharmacogenomics :state-of-the-art and potential socio-economic impact in the EU.
Abstract
It is often said that advances in pharmacogenetics (PGx) could positively impact the pharmaceutical and health care sectors facilitating drug development (i.e. better understanding of disease mechanism, improved drug safety and efficacy) and a system of personalized medical care. However, the high expectations surrounding the clinical application of PGx are still largely unmet. Thus its potential impact on health care and its socio-economic implications remain uncertain. To diminish some of these uncertainties, IPTS embarked on a prospective study of the field with a three-fold objective that included mapping the current R&D status (i.e. mapping key actors, trends and outputs of academic and industrial R&D activities in the field), assessing the clinical impact (in socio-economic terms) in four EU member states (Germany, Ireland, the Netherlands and the UK), using two case studies (HER-2 and TPMT testing), and finally a comparison of regulatory and quality assurance frameworks in the US, the EU and the four EU member states mentioned above.

Title: Revisiting eInclusion from vision to action.
Abstract
This report proposes a new policy strategy for eInclusion in support of European policy-making. First, it proposes a broad working definition for eInclusion based on recent research (Kaplan) and uses Armatya Sen's capability approach in order to identify priority areas for policy action. Secondly, it explores the role of IST take-up in inclusion, based on research into the socio-economic dimensions of ICT take-up so far. Thirdly, it explores the potential of IST-based applications in each of the priority areas in support of eInclusion. Finally, it draws up an agenda for specific policy recommendations and stakeholder action in these priority areas and offers some implementation guidelines derived from experience with previous eInclusion initiatives.

Title: A dynamic, technology-based air transportation model description and some applications.
Abstract
Civil aviation produces around 3% of the global greenhouse gas emissions. The Commission has issued recently an initiative aiming at including this sector under the EU emission trading scheme. The lack of availabIe tools has prompted the development of the IPTS Air Transport Model, described in this document. This new tool has been conceived as an extension of the POLES model, and it is aimed to project the global energy use and the corresponding emissions from the civil air transport sector during the period 2000-2050. The IPTS Air Transport Model is fed with an extensive database built mainly from IATA's statistics, and complemented with other data from NASA, EUROCONTROL, Airbus and Boeing. The information has been structured in a way fully compatible with POLES. This report describes the main hypothesis made, as well as the results of the reference scenario and four alternative scenarios. The results from the reference scenario are compared with those of other available studies in the literature. The four alternative scenarios focus on alternative schemes of emission trading that could potentially be implemented for the sector in the period 2013-2020.

Title: Towards the eGovernment vision for the EU in 2010 research policy challenges.
Abstract
Building on the eGov vision for 2010 developed in previous report (Centeno et al 2004), the study set out to validate, prioritize and analyze these eGovernment research challenges for the enlarged European Union, through an extensive survey, in-depth interviews of eGovernment stakeholders, and research activities. It also aims to examine how eGovernment research across Europe (both at national level and in EU programmes) could support major, especially EU, policy goals up until 2010, in line with the Lisbon objectives. Additionally, the study projected an eGovernment vision for 2020 and considered its implications for eGovernment research policy in support of the European Research Area (ERA).

The Common Agricultural Policy SIMulation (CAPSIM) model is one of the European Commission's Joint Research Centre, Institute for Prospective Technological Studies (JRC-IPTS) in-house models used for impact analysis of the Common Agricultural Policy (CAP). It is a calibrated, comparative static, partial equilibrium model which was developed in the early 1980s by the European Centre for Agricultural, Regional and Environmental Policy Research and the University of Bonn on behalf of the Directorate General Eurostat (DG ESTAT) for agricultural policy analysis. In 2006, CAPSIM was transferred from DG ESTAT to JRC-IPTS. The CAPSIM model has a disaggregated coverage of items and individual European Union Member States and Candidate Countries. The present JRC-IPTS Technical Report describes the model structure of CAPSIM in its version from 2005 with several applications. The first part of the report focuses on explaining the model specification, particularly: supply and demand side, processing, labour, different policy regimes as applied in the CAP, trade regimes and welfare calculations. The second part describes the CAPSIM programme code in order to provide a guided tour through the technical aspects of the model for potential users.

Title: The internationalisation of European ICT activities .
Abstract
This report provides a synthesis of the results of a research project on the Internationalisation of European ICT Activities. It starts by overviewing the theoretical frameworks applicable, then proceeds to evaluate available evidence based on trade, foreign direct investment and patent data. This macro-data is followed by micro-data supplied by case studies. Finally, the report draws conclusions and makes suggestions for policy.

Title: What can social capital and ICT do for inclusion? .
Abstract
This paper presents the concept of Social Capital as a potentially very useful guiding principle to inform the design and implementation of eInclusion strategies. Its purpose is therefore twofold. First, it represents a stand-alone contribution to the academic and policy-oriented debate on the relationship between social capital, ICT and social inclusion. Second, it provides direct research input to the consultative process in the development of the Communication and Action Initiative on eInclusion, focusing on the priority themes for a European eInclusion agenda as defined in the Riga Ministerial Declaration of June 2006.

Abstract
Modern biotechnology is considered as one of the key enabling technologies of the 21st century to support the sustainable development of the European Union. The Biotechnology for Europe Study (Bio4EU) provides the first comprehensive evaluation of the contributions that modern biotechnology is making in the context of major European Union policy goals. The present report, the Bio4EU synthesis report, sets out the main findings of the study.

Title: Sustainability of the farming systems global issues, modelling approaches and policy implications.
Abstract
The interest related to agricultural sustainability in general, and farming systems in particular, gained recently in importance on the research agenda of the Institute for Prospective Technological Studies of the Directorate-General Joint Research Centre of the European Commission. Within the series of activities related to positioning the Institute with respect to this topic, two expert workshops were organised in 2004 and 2005. This report brings together the contributed papers the speakers to the two workshops were invited to submit in support of their oral presentation. The papers reflect the opinions of the corresponding authors and do not represent the official position of the European Commission.
