Title: Is Europe in the driver's seat? :the competitiveness of the european automotive embedded systems industry.
Abstract
This report is one of a series resulting from a project entitled ‘Competitiveness by Leveraging Emerging Technologies Economically’ (COMPLETE), carried out by JRC-IPTS. Each of the COMPLETE studies illustrates in its own right that European companies are active on many fronts of emerging and disruptive ICT technologies and are supplying the market with relevant products and services. Nevertheless, the studies also show that the creation and growth of high tech companies is still very complex and difficult in Europe, and too many economic opportunities seem to escape European initiatives and ownership. COMPLETE helps to illustrate some of the difficulties experienced in different segments of the ICT industry and by growing potential global players. This report reflects the findings of a study conducted by Egil Juliussen and Richard Robinson, two senior experts from iSuppli Corporation69 on the Competitiveness of the European Automotive Embedded Software industry. The report starts by introducing the market, its trends, the technologies, their characteristics and their potential economic impact, before moving to an analysis of the competitiveness of the corresponding European industry. It concludes by suggesting policy options. The research, initially based on internal expertise and literature reviews, was complemented with further desk research, expert interviews, expert workshops and company visits. The results were ultimately reviewed by experts and also in a dedicated workshop. The report concludes that currently ICT innovation in the automotive industry is a key competence in Europe, with very little ICT innovation from outside the EU finding its way into EU automotive companies. A major benefit of a strong automotive ICT industry is the resulting large and valuable employment base. But future maintenance of automotive ICT jobs within the EU will only be possible if the EU continues to have high levels of product innovation.

Title: Envisioning digital Europe 2030 :scenarios for ICT in future governance and policy modelling.
Abstract
The report Envisioning Digital Europe 2030 is the result of research conducted by the Information Society Unit of IPTS as part of the CROSSROAD Project – A Participative Roadmap on ICT research on Electronic Governance and Policy Modelling (www.crossroad-eu.net ). After outlining the purpose and scope of the report and the methodological approach followed, the report presents the results of a systematic analysis of societal, policy and research trends in the governance and policy modelling domain in Europe. These analyses are considered central for understanding and roadmapping future research on ICT for governance and policy modelling. The study further illustrates the scenario design framework, analysing current and future challenges in ICT for governance and policy modelling, and identifying the key impact dimensions to be considered. It then presents the scenarios developed at the horizon 2030, including the illustrative storyboards representative of each scenario and the prospective opportunities and risks identified for each of them. The scenarios developed are internally consistent views of what the European governance and policy making system could have become by 2030 and of what the resulting implications for citizens, business and public services would be. Finally, the report draws conclusions and presents the proposed shared vision for Digital Europe 2030, offering also a summary of the main elements to be considered as an input for the future development of the research roadmap on ICT for governance and policy modelling.

Abstract
The 2nd European Conference on Corporate R&D; – "CONCORD 2010 – An engine for growth, a challenge for European policy" was organised jointly by the JRC's Institute for Prospective Technological Studies (IPTS) and the Spanish Centre for Development of Industrial Technology (CDTI) under the auspices of the Spanish Presidency of the EU Council. The Conference was held over two days; with the first day constituting a forum for a more technical and academic discourse and the second devoted to the policy dimension of corporate R&D;, based on the most policy relevant outcomes of the first day. This report, provides a compilation of the individual reports of the Conference' rapporteurs (members of the Scientific Committee of the Conference) and highlights the most important ideas resulting from the papers presented and the discussions held dur-ing the academic forum.

Title: Food quality assurance schemes in Turkey.
Abstract
In 2008 and 2009, JRC-IPTS cooperated with Akdeniz University (UNIAKD) to analyse food quality assurance schemes in Turkey. The governance structure of food quality assurance in Turkey is explained, which includes public, semi-public and private institutes, laws and legislations, policies and research. Lack of consumer and producer quality awareness is determined as the main problem by SWOT and logical framework matrix (LFM) studies. A rapid rural appraisal (RRA) study was conducted by interviewing local stakeholders. Turkish producers' knowledge is limited and their quality perception focuses mainly on food safety. There are barriers in exports due to quality that reduce the Turkish share in world food markets. The study concludes with several recommendations on how problems in Turkish food quality assurance schemes could be effectively overcome.

Title: Non-tariff measures affecting agro-food trade between the EU and Africa :summary of a workshop.
Abstract
This report contains the presentations and the summary of the IPTS workshop "Non Tariff Measures (NTMs) affecting agro-food trade between the EU and Africa" held in September 2010 in Seville. The workshop brought together experts from research, policy making and business in order to exchange knowledge and discuss about NTMs and the issues associated with them. The workshop first gave an overview of NTM classifications as well as the methods in the analysis of NTMs. With this background case studies were presented, focusing on NTMs from the perspective of African exporters of agro-food products.

Title: ICT for the social and economic integration of migrants into Europe .
Abstract
This is the final report on a study carried out by IPTS on 'The potential of ICT for the promotion of cultural diversity in the EU: the case of economic and social participation and integration of immigrants and ethnic minorities'. The study explores ICT supply and demand aspects for and by immigrants and ethnic minorities in Europe and the related policy implications in their integration context. This report selectively analyses the main findings from 5 previous publications from the study: an overview of digital support initiatives for/by IEM in the EU27 (Kluzer, Haché, and Codagnone 2008); a more detailed analysis of ICT supply and demand in IEM communities in France, Germany, Spain and the UK (Codagnone et al, eds. 2009) and three reports on case studies in France, Germany and Spain. It puts these findings into theoretical perspective, indicates the policy implications and makes recommendations.

Title: Workshop on the dynamics of EU industrial structure and the growth of innovative firms :summary.
Abstract
The workshop on "Dynamics of EU industrial structure and the growth of innovative firms" has been implemented as part of the European Commission's ongoing analytical work to support policy initiatives in the context of the Europe 2020 strategy. It aimed at taking stock and presenting relevant pieces of analysis in the field of corporate R&D; investment and industrial dynamics (carried out by the Commission or other entities) with an ultimate objective of identifying potential synergies between relevant studies as well as for determining the gaps and possible areas where further analysis would be necessary. The present summary reports the relevant findings of the presentations and discussions elaborated by the participants, according to the main workshop' streams, i.e.: opening session; dynamics of the economic structures and corporate research & innovation in the EU; the relevance of the growth of innovative companies for the competitiveness of the EU; the perspective of practitioners and the role of policy. A concluding session of this report summarises the most significant messages which arose from the implementation of the event and streamlines the foreseen follow up actions.

Title: Analysis of networks in European framework programmes (1984-2006) .
Abstract
In line with the Europe 2020 vision, there is an increasing need for adequate analytical tools to monitor progress towards the European Research Area (ERA). The Framework Programme (FP) is the main instrument of EU research policy. With 17.5 billion euros devoted to FP6 (rising to 51billion euros in FP7), it funds a substantial proportion of collaborative research activity in the EU and is, by far, the most prominent funding mechanism for transnational research globally. Therefore, the analysis of the structure of European networks of collaboration in the FPs, from FP1 to FP6, is a valuable tool in understanding the contribution of European policies in transforming the fabric of research within the ERA, as well as in identifying a possible backbone of research actors in the ERA. Within this context, the projects "Network analysis study on participations in Framework Programmes" conducted by ARC sys (now Austrian Institute of Technology) and "Centrality Analysis in Research Networks" carried out by the Knowledge for Growth Unit of the Institute for Prospective and Technological Studies (IPTS), Joint Research Centre (JRC), European Commission, respond to the on-going need for data and analysis on the characteristics and evolution of the ERA. This report presents findings of the above-mentioned studies and discusses them in a policy context. In addition, it applies novel methodological tools for analysing data on FP participations and improving our understanding of transnational networks of collaborative research.

Title: New plant breeding techniques :state-of-the-art and prospects for commercial development.
Abstract
Harmonised EU legislation regulating organisms produced by modern bio-techniques (GMOs) goes back to the year 1990 and the definition of GMOs was not up-dated since. During the last decade new plantbreeding techniques have been developed. The Institute for Prospective Technological Studies (IPTS) of the Joint Research Centre (JRC) of the European Commission in cooperation with the JRC’s Institute for Health and Consumer Protection (IHCP) has reviewed the state-of-the-art of these technologies, their level of development and their current adoption by the breeding sector and prospects for a future commercialisation of crops based on them. The technologies discussed included cisgenesis, intragenesis (technologies using transformation with genetic material restricted to the species’ own gene-pool), emerging techniques to induce controlled mutagenesis or insertion (ODM, Zinc Finger Nuclease technologies 1-3) and other applications such as grafting on GM rootstocks or reverse breeding. The following methods were used in the study: literature and patent searches, search in a database of field trials, a survey directed to plant breeders and a workshop with participants from public and private sector. Additionally challenges for the detection of these techniques were evaluated. The study showed that the development of these techniques is differently advanced. Technical advantages, but also challenges for the commercialisation (technical constraints, acceptance and regulation) have been identified.

Title: Assessing the impact of integrated personal health and care services :the need for modelling.
Abstract
This report contains the main findings of the scoping and exploratory research carried out in the course of 2010 by the SIMPHS research team (part of the TIESC Action within the Information Society Unit at IPTS) on the broadly defined issue of assessing the micro and macro impact of Integrated Personal Health and Social Care Services. SIMPHS, which stands for Strategic Intelligence Monitor of Personal Health Systems, is a three-year project collaboration between IPTS and Unit H1 (ICT for Health) of the European Commission’s Directorate General Information Society. While this work is an integral part of ongoing research activities at IPTS, its strategic relevance has increased in the run up to the launch of the 2011 European Innovation Partnership on Active and Healthy Ageing, for which the SIMPHS project is expected to provide input during the impact assessment phase. While one of the key results we present is the need for a modelling approach for the ex ante assessment of the potential impact of IPHS, the focus of this work is more broadly that of considering what evidence is available on the impacts of IPHS in particular and eHealth in general. In this respect, the material presented in this technical report represents a one-off contribution in terms of an updated, exhaustive, and interdisciplinary critical review of the state of the art. It is worth stressing that this report brings together, in a coherent framework, different strands of literature. It goes beyond the more specific sub-field dealing with the evaluation of eHealth and spans health economics, clinical studies, general approaches in economics, and general modelling and health-specific studies.

Title: The value of EU agricultural landscape .
Abstract
The present paper provides a meta-analysis of agricultural landscape valuation studies and, through the estimated benefit transfer function, projects the value of EU landscape. The analyses are based on information from more than thirty European and non-European studies which use a stated preference approach to uncover society's willingness to pay (WTP) for agricultural landscape. Our calculations show that, the WTP in the EU varies between 134 and 201 €/ha with an average value of 149 €/ha in 2009. Furthermore the calculations indicate that the total value of EU landscape in 2009 is estimated to be in the range of €24.5 – 36.6 billion per year, with an average of €27.1 billion, representing around 8 percent of the total value of EU agricultural production and roughly half of the CAP expenditures.

Title: Performance of ICT R&D; .
Abstract
This report provides evidence on the inventive output of ICT R&D; activity in the EU, the US and other regions and proposes an economic modelling framework for analysing the impact of the R&D; processes. It uses patent statistics as a measure of output of the R&D; process. According to the presented evidence, the annual number of ICT priority patent applications steadily increased in the period from the early 90s until 2001, and, since the burst of the dot.com bubble, it has remained stable. This pattern can be observed for both the EU and the US, though the US absolute values are about twice the EU ones. Since the early 90s, the annual number of Asian (excluding Japan) ICT priority patent applications strongly increased due to two countries: South Korea and China.

Title: External cost calculator for Marco Polo freight transport project proposals.
Abstract
The Marco Polo programme of the European Commission aims to shift or avoid freight transport off the roads to other more environmentally friendly transport modes. The programme is implemented through yearly calls for proposals. The proposals received to each call are selected for financial support inter alia on the basis of their merits in terms of environmental and social benefits. The evaluation of each proposal's merits in terms of environmental and social benefits is based on the external costs for each transport mode. On the Commission’s request the Joint Research Centre, Institute for Prospective Technological Studies (JRCIPTS) modified and updated the methodology underlying the calculation of external costs and the software application that automates the estimation of the impact on external costs for specific projects. The work was based on a combination of data and model results that allow the estimation of transport volumes, fleet mixes, levels of utilisation and resulting externalities with up-to-date methodologies for the economic valuation of these externalities. Title: External cost calculator for Marco Polo freight transport project proposals .
Abstract
The Marco Polo programme of the European Commission aims to shift or avoid freight transport off the roads to other more environmentally friendly transport modes. The programme is implemented through yearly calls for proposals. The proposals received to each call are selected for financial support inter alia on the basis of their merits in terms of environmental and social benefits. The evaluation of each proposal's merits in terms of environmental and social benefits is based on the external costs for each transport mode. On the Commission’s request the Joint Research Centre, Institute for Prospective Technological Studies (JRCIPTS) modified and updated the methodology underlying the calculation of external costs and the software application that automates the estimation of the impact on external costs for specific projects. The work was based on a combination of data and model results that allow the estimation of transport volumes, fleet mixes, levels of utilisation and resulting externalities with up-to-date methodologies for the economic valuation of these externalities. Title: The OURSE model :simulating the world refining sector for 2030.
Abstract
The development of a model of the World Refining for the POLES model (Contract n°151559-2009 A08 FR – with the Joint Research Centre Institute for Prospective Technological Studies of Commission of the European Union) aims to represent the oil product's supply at a world-wide level in a global energy model. The World oil refining industry faces to several challenges such as the increasing oil derivatives demand in the transport sector, the improvement of the specifications of these products, the crude oil availability and the limitation of carbon emissions. An aggregated refining model linked to the POLES energy model has been developed to study these questions. The OURSE (Oil is Used in Refineries to Supply Energy) model is a world-wide aggregated refining model which is designed to simulate the world oil product supply for the POLES (Prospective Outlook for the Longterm Energy System) model. OURSE is able to simulate the impact on the world refining industry of changes in the crude oil supply (in costs and qualities) as well as in the oil product demand (in terms of level, structure and specifications). OURSE also enables to assess the consequences of a carbon emission regulation (caps and taxes) as the adoption of various kinds of alternative fuel policies. More precisely, these impacts are evaluated as regards the world refining structure (investments), but also its balance (production and trade of petroleum products), its pollutant emissions (CO2 and SO2) and its costs (of production, investments, etc.). Simulations for 2030 were performed. Thus, the paper presents the results of a prospective exercise for the oil refining industry which has been carried out with the worldwide refining model OURSE according to the oil product demand projections of European Commission for Europe with the PRIMES model (European Commission, 2010) and the IFP projections for the rest of the World.

The platform contains selected partial equilibrium and general equilibrium models, used in stand-alone mode or in combination.

Title: Fertilizer markets and their interplay with commodity and food prices .
Abstract
This study analyses the drivers behind the recent price evolution of fertilizers and their interplay with energy and food commodity market prices. First, evidence of speculative behaviour on fertilizer markets is found. However, speculation on derivative markets can hardly be considered as the cause. The recent rapid expansion of this new derivative market might be due to the growing volatility of international fertilizer prices, especially urea, and it is probable that most of the fertilizer derivative products may be used as hedging tools and not as speculative ones. Indeed, the peak in fertilizer prices first occurred on the physical market due to the uncertainty of the grain and fertilizer markets (high volatility). Second, the prices of food commodities have influenced the fertilizer market and not vice versa. The results show that there is substantial co-movement between fertilizers' and food prices, but that the food prices are among the causes of the fertilizer price movements. Higher food prices induced a higher demand for fertilizers, again boosting prices to higher levels. Third, the energy sector triggered the increase in fertilizer prices through the input cost channel. Energy represents a key input in the production of fertilizers. Rising oil and natural gas prices provoked a spark for the nitrogen nutrients whose production depends heavily on energy inputs for production and transport. The same occurred to phosphate and potash, where energy input is less important in their respective production cost structures. Fourth, given the oligopolistic fertilizer supply chain and the inelasticity of the supply of fertilizers (there is a 5 to 10 year delay before new production plants can be put into the supply chain), this created an upward adjustment of the expectations in the fertilizer market causing an upward spiral effect of the price. This eventually might have provoked a price peak in 2007 due to the uncertainty surrounding the low levels of global fertilizer stocks (nitrogen and phosphate). Over the previous 15 years, the excess nitrogen supply has nearly vanished while phosphate and potash have remained at marginal levels, meaning that no buffer could protect the market when an adverse shock occurred in 2007. Fifth, the volatility of energy, food and fertilizer prices move closely together in an environment of rising energy prices. In the opposite scenario, food and fertilizer volatility do not move together with the volatility of energy prices in an environment of decreasing energy prices. Consistent with other studies, the volatility of fertilizer, energy and food prices was lower during the commodity price peak of 2007/08 than during the 1973/74 oil price shock.
