Title: Strategic intelligence monitor on personal health systems, phase 2 :interim report on RMT for disease management:
country studies summary.
Abstract
The SIMPHS 2 project has carried out in-depth studies in eight EU countries. Deliverable 3.1 ‘Interim Report on RMT for Disease Management – Country Studies Summary’ summarises the methods used and the rationale for selection of the countries for deeper analysis. It also highlights the main findings of the studies. The annexes include the eight reports in alphabetical order: Denmark, Estonia, France, Germany, Italy, Spain, The Netherlands and the United Kingdom.

Title: Towads a mapping framework of ICT-enables innovation for learning .
Abstract
ICT is regarded as a key enabler of innovation and creativity in both Education and Training and learning in general. Based on desk research and on previous JRC-IPTS studies, this report provides a definition and classification of ICT-enabled innovation for learning that has significant scale and/or impact at system level, both within formal Education and Training and outside formal settings. A mapping framework is also proposed that can be used for an in-depth analysis of existing initiatives showing how ICT-enabled innovation is implemented on a large scale. Finally, the report provides a preliminary application of four diverse initiatives on the proposed mapping framework.

Title: External cost calculator for Marco Polo freight transport project proposals .
Abstract
The Marco Polo programme of the European Commission aims to shift or avoid freight transport off the roads to other more environmentally friendly transport modes. The programme is implemented through yearly calls for proposals. The proposals received to each call are selected for financial support inter alia on the basis of their merits in terms of environmental and social benefits. The evaluation of each proposal's merits in terms of environmental and social benefits is based on the external costs for each transport mode. On the Commission’s request the Joint Research Centre, Institute for Prospective Technological Studies (JRC-IPTS) modified and updated the methodology underlying the calculation of external costs and the software application that automates the estimation of the impact on external costs for specific projects. The work was based on a combination of data and model results that allow the estimation of transport volumes, fleet mixes, levels of utilisation and resulting externalities with up-to-date methodologies for the economic valuation of these externalities. The new external cost methodology and calculator covers road, rail, inland waterways and short sea shipping. External cost coefficients are provided for environmental impacts (air quality, noise, climate change) and socio-economic impacts (accidents, congestion). The methodology permits the estimation of external cost coefficients for specific mode subcategories based on fuel technology, cruising speed, vehicle size, and cargo type.

Title: Bridging ideas with markets :the impact of training, marketing and design on innovation.
Abstract
This Policy Brief presents recent results on the impact of training, marketing and design expenditures on European firms' innovative performance. The new evidence drawn from recent JRC research suggests that these expenditures, in combination with R&D, are crucial drivers of innovation. Drawing on these results, policy implications for the European Research and Innovation Agenda are discussed and additional research questions identified.

These reports were originally produced in November - December 2011, focusing on policy developments over the previous twelve months. The reports were produced by the ERAWATCH Network under contract to JRC-IPTS. Title: State of play of digital games for empowerment and inclusion :a review of the literature and empirical cases.
Abstract
This report presents the 'state of play' of knowledge of how digital games can work as empowerment tools to support social inclusion processes and policy. The report brings together for the first time a review of theoretical and empirical research in a variety of disciplines, especially from learning, social inclusion, e-inclusion and innovation studies to build a framework to help understanding of the potential of games for inclusion and empowerment. It uses this framework to analyse seven welldocumented case studies from across the spectrum of digital games for empowerment and inclusion to understand between the factors contributing to their success or failure. It draws conclusions as to the principal challenges, identifies knowledge gaps, and recommends potential action by stakeholders to address these challenges.

Title: Analysis of the Iran oil embargo .
Abstract
This report analyses the macro-economic, sectoral, and energy effects of an Iranian oil embargo. Five scenarios are analysed reflecting various degrees of oil scarcity on the global market and different sizes of embargo coalitions. The report estimates the macro-economic impacts using the global general equilibrium model GEM-E3. The international oil and energy markets are assessed with the POLES model. This provides the impacts in prices and quantities in the international energy (oil) market. Impacts on trade flows regarding refined oil products are estimated with the OURSE model.

Title: The digital shift in the media and content industries :policy brief.
Abstract
This policy brief offers a structured review of the major transformations the MCI industries have been going through. It provides some insights into the policy questions these transformations are raising. New ways of implementing policies are suggested and their effectiveness in a digital world is discussed. The first section gives some figures showing the significance of the MCI industries. The second section follows the digital shifts and its impact. The third section reviews the policies.

Title: R&D and non-linear productivity growth of heterogeneous firms .
Abstract
The present paper studies the relationship between R&D investment and firm productivity growth by explicitly accounting for non-linearities in the R&D-productivity relationship and inter-sectoral firm heterogeneity. In order to address these issues, we employ a two step estimation approach, and match two firm-level panel data sets for the OECD countries, which allows us to relax both the linearity and homogeneity assumptions of the canonical Griliches (1979) knowledge capital model. Our results suggest that: (i) R&D investment increases firm productivity with an average elasticity of 0.15; (ii) the impact of R&D investment on firm productivity is differential at different levels of R&D intensity – the productivity elasticity ranges from -0.02 for low levels of R&D intensity to 0.33 for high levels of R&D intensity; (iii) the relationship between R&D expenditures and productivity growth is non-linear, and only after a certain critical mass of R&D is reached, the productivity growth is significantly positive; (iv) there are important inter-sectoral differences with respect to R&D investment and firm productivity – high-tech sectors’ firms not only invest more in R&D, but also achieve more in terms of productivity gains connected with research activities.

Title: ERAWATCH country reports 2011 :Norway.
Abstract
The main objective of the ERAWATCH Annual Country Reports is to characterise and assess the performance of national research systems and related policies in a structured manner that is comparable across countries. EW Country Reports 2011 identify the structural challenges faced by national innovation systems. They further analyse and assess the ability of the policy mix in place to consistently and efficiently tackle these challenges. The annex of the reports gives an overview of the latest national policy efforts towards the enhancement of European Research Area and further assess their efficiency to achieve the targets. These reports were originally produced in November - December 2011, focusing on policy developments over the previous twelve months. The reports were produced by the ERAWATCH Network under contract to JRC-IPTS. The analytical framework and the structure of the reports have been developed by the Institute for Prospective Technological Studies of the Joint Research Centre (JRC-IPTS) and Directorate General for Research and Innovation with contributions from ERAWATCH Network Asbl.
