Abstract
In recent years, the European Commission has continuously developed the tool of cost-benefit analysis to better inform decision-makers in the process of settling on new directives and regulations concerning the environment. However, according to the Terms of Reference of this assignment 'most studies in the field of waste have been restricted to an analysis of costs and, at best, a relatively superficial description of benefits'. This study aims at reviewing and presenting in an easily comprehensible way the parts of the methodological toolkit of cost-benefit analysis where information is not readily available, i.e. environmental externalities from landfill disposal and incineration. More specifically, the study aims to provide 'an overview of the environmental externalities that need to be taken into account when evaluating different waste management policies and how they can be integrated into cost-benefit analysis.' The study was launched by the European Commission in late 1999, and it has been conducted by COWI Consulting Engineers and Planners AS1. The study was carried out as a desk-study where the essential inputs were identified through and provided by an essential and thorough literature review.[Author vide copyright]

Title: Governance, Finance and Capacity : a review of waste management practices in the 12 EU Accession Candidates
Abstract
The report concentrates on two major challenges facing municipalities in the central and eastern European countries: how to meet the strict requirements of EU accession, and how to deal with the rising waste burden.The report was prepared within the framework of the European Commission LOGON II project. In the last two decades, significant progress has been made in the field of waste management in the existing 15 EU member states. Today, policy innovations, coupled with new and improved technologies provide a better spread of options to decision makers. Networks of best practice and organisations with mandates to build capacity at the local level support the development of integrated waste management strategies throughout the EU. Unfortunately, many of these advances have not yet taken root in the 12 EU acession candidate countries. The information presented in this report provides a mixed view of waste management in the EU accession candidates. There are great differences between and often even within candidate countries. There are some recurring deficiencies that are common to all 12 countries to one extent or another. The most striking problem is the failure to communicate. Local authorities rarely communicate with each other, have poor internal co-ordination between municipal departments, and have insufficient systems of consultation with local stakeholder groups. These problems, if left unchecked, will seriously undermine the efforts to implement and enforce environmental legislation. Efficient waste management comes at a cost and this cost is presently too large for most municipalities in the central and eastern European countries. The provisions contained within waste legislation (especially those relating to taxes and charges) do not adequately cover the cost of providing quality waste management. Moreover, despite the influx of foreign aid and investment, most notably from the European Union, the bulk of this money remains tied up at the central level. Abstract
The EEA and its Topic Centre on Resource and Waste Management has carried out a survey of municipal waste policies and trends across the EU-25, and has consolidated the results into one easily-referenced source: a set of 25 country factsheets, freely available at http://waste.eionet. europa.eu/etcwmf/publications/factsheet. The factsheets contain information about: u0095 national legislative frameworks on waste; u0095 national policies, implemented or planned, to shift waste management practices in a less environmentally harmful direction according to the waste hierarchy; u0095 data on waste generation and management; u0095 list of tools and instruments, implemented or planned at national or regional level that aim to manage municipal waste and used tyres according to the waste hierarchy.[Author vide copyright]

Available information on the implementation of the ELV Directive suggests that there is still room for improvement regarding management of end-of-life vehicles in Europe. The study evaluates and discusses fundamental aspects of ELV management such as arisings, legal and illegal shipment, de-pollution and recycling & recovery of end-of-life vehicles.
