Title: Advancement of the knowledge society : Comparing Europe, the US and Japan
Abstract
This report provides results on the advancement indicators of the knowledge-based society for EU countries, enhanced where possible by data from the EU acceding and candidate countries, the US and Japan. It is based on available statistical information and can be used as a starting point in the foresight process. The purpose of the project, now in its second phase (2002?2003), is to increase understanding of the drivers of the knowledge society and to anticipate the potential impact on living conditions, working conditions and industrial relations. Title: A new organisation of time over working life
Abstract
Changes to traditional gender roles and the labour market are forcing a rethink of conventional work-life patterns. Individuals are calling for a better quality of life, while employers require greater flexibility in the workplace. The idea of reorganising time over the whole course of working is one possible response. This report offers a conceptual framework to consider time arrangements and working life, linking this to measures to improve quality of life. It reviews changing patterns and preferences for time use as well as a range of measures, such as the accessibility of more paid leave during the ?stress? phases of life in order to compensate for raising the retirement age, and the introduction of social security structures to fit new time arrangements. Abstract
Neuere Untersuchungen haben ergeben, dass sich die Arbeitsbedingungen der Arbeitnehmer in der Europäischen Union im Laufe der letzten Jahre im Allgemeinen nicht verbessert haben. Die Anzahl befristeter Arbeitsverträge hat jedoch nicht dramatisch zugenommen. In der EU zeigt sich im Hinblick auf die Beschäftigung ein vielfältiges Bild: in Bezug auf die Verteilung der verschiedenen atypischen Arbeitsformen, die Aufteilung auf die Sektoren und die rechtlichen Rahmen und Überwachungsmechanismen für diese Beschäftigungsart bestehen große Unterschiede zwischen den Ländern und innerhalb der Länder. Eine wichtige Rolle spielen entsprechende Arbeitsmarktpolitiken, da geeignete Schutz- und Präventionssysteme Schlüsselelemente bei der Sicherstellung besserer Arbeitsbedingungen sind, die sich idealerweise auf alle Beschäftigungsformen gleichermaßen erstrecken sollten. In jüngster Zeit gibt es Anzeichen dafür, dass zwischen Arbeitnehmern in unbefristeten Arbeitsverhältnissen und solchen in befristeten Arbeitsverhältnissen im Hinblick auf die Kontrolle über die Arbeitszeiten, die Abstimmung der Arbeit auf die jeweiligen Fertigkeiten und die Bereitstellung von Ausbildungsmöglichkeiten große Unterschiede bestehen. Abstract
Exposition gegenüber physikalischen Risikofaktoren am Arbeitsplatz, steigende Arbeitsintensität und flexible Beschäftigungspraktiken zählen nach wie vor zu den Hauptursachen für Gesundheitsprobleme bei Arbeitnehmern in der Europäischen Union. Von 159 Millionen Erwerbspersonen in der EU im Jahr 2000 waren 83 % abhängig Beschäftigte und 17 % Selbständige. Die Europäische Stiftung zur Verbesserung der Lebens- und Arbeitsbedingungen führte im Jahr 2000 ihre Dritte Europäische Umfrage über die Arbeitsbedingungen durch (die beiden vorangegangenen Umfragen wurden 1990 und 1995 durchgeführt). Insgesamt wurden 21 500 Arbeitnehmer in allen Mitgliedstaaten der EU ? abhängig Beschäftigte und Selbständige ? zu ihren Arbeitsbedingungen befragt. Die Umfrage macht deutlich, dass es in den zehn Jahren seit der ersten Umfrage über die Arbeitsbedingungen weder bei den Risikofaktoren noch bei den Bedingungen am Arbeitsplatz insgesamt zu einer wesentlichen Verbesserung gekommen ist. Title: Working conditions in the acceding and candidate countries

Abstract
The Foundation carried out its Third European Working Conditions Survey in the 15 Member States of the EU in 2000. In 2001, the survey was extended to cover the 12 acceding and candidate countries and the following year the survey included Turkey. The aim was to provide an overview for EU policymakers as they set about shaping the contours of the new European Union. This document summarises some of the main findings in the survey that was carried out in the 12 acceding and candidate countries in 2001. The 12 acceding and candidate countries comprise a total population of 96 million, with approximately 43 million persons in paid employment. Two countries alone - Poland and Romania - account for over half the total population and workforce of the candidate countries (25 million). There are considerable structural differences to be found in comparison with the EU labour market. For example, a higher proportion of workers are engaged in agriculture: this accounts for one fifth (21%) of all jobs in the acceding and candidate countries, in contrast to only one twentieth (5%) in the EU. Conversely, the services sector is less important in the acceding and candidate countries, accounting for 47% of all jobs, compared to 66% in the EU. This last fact has a bearing on the numbers of employees and self-employed workers in the workforce. In the acceding and candidate countries, 77% of workers are employees (compared to 83% in the EU), with 3% of these on temporary employment agency contracts (2% in the EU). Until recently, such contracts were unheard of in the former communist countries. It will be interesting to monitor the evolution of this kind of work in the future, given the recent rapid growth. A higher proportion of workers in the acceding and candidate countries hold down a second job (10%) than in the EU (6%). They also devote more time to their second job, on average 17.8 hours a week. Abstract
The Foundation project 'Attractive workplace for all: A contribution to the Lisbon Strategy at company level' aims at identifying pioneer company practices, policies and agreements and showing how the Lisbon strategy is being implemented on the ground at company level. Examples of innovative company practice were gathered from several Member States. In this report, case examples for the Netherlands are organised under the following six thematic headings: fostering employability; increasing labour market participation of underemployed groups; integration into the labour market of people at risk of exclusion; make work pay, make work attractive; towards a balanced flexibility; and business creation and entrepreneurship.
