Seit der Errichtung des EU-"Binnenmarktes" vor einem Jahrzehnt sind die Fortschritte besonders ausgeprägt. Nationale Grenzen zwischen EU-Ländern wurden im wahrsten Sinne des Wortes abgebaut. Der dadurch entstandene Binnenmarkt bringt es mit sich, dass Waren, Personen und Dienstleistungen innerhalb der EU frei beweglich sind, und er hat Geschäfts- und Beschäftigungsmöglichkeiten geschaffen, die das Leben von vielen Millionen Europäerinnen und Europäern geändert haben. Title: A background to European economic policy 2003
Abstract
This study provides a background for the preparation of the Broad Economic Policy Guidelines (BEPG) 2003 and assists the EP in putting forward recommendations in supply-side issues covered in the BEPGs. The report looks at investment, progress in opening markets, integration of financial services, the labour market and taxation, as well as the macroeconomic policy mix. The conclusions are that the Member States should take more seriously the spirit of reform recommendations and the call for policy co-ordination. Social partners should have a stronger role in the various co-ordination processes. Some novel measures could also be introduced in the BEPGs. [European Parliament]

Title: EU Enlargement: Benefits of the Single Market Expansion for Current and New Member States
Abstract
The study suggests that the EU's eastward enlargement will be beneficial to the new members, while most EU countries will record minor welfare gains. Poland is expected to gain 3.4% of GDP, and Hungary almost 7%. The new members will experience production increases across almost all sectors, while the impact on EU production in some sectors is foreseen to be negative, but very small. In Poland and Hungary, real wages will rise, with wages of unskilled workers increasing at a faster pace than wages of skilled workers. The welfare implications of accession are smaller than those found in other studies on this subject. Lejour, de Mooij and Nahuis (2001) found that the gains from the Single Market are equivalent to 9% of GDP in Hungary and 5.8% in Poland. Despite significant differences in methodology, the main reason for divergence of the results is that Lejour, de Mooij and Nahuis employ higher trade protection data, which does not incorporate provisions of the Europe Agreements and other trade policy changes. This study focuses on the impact of trade liberalisation and reduction of technical barriers to trade. A complete analysis of the impact of enlargement on existing and prospective members should clearly also include the implications of accession on the CAP and transfers from the EU budget such as Structural Funds. Title: Growth and prosperity in Europe - an agenda
Abstract
Enlargement will provide major impulses for economic integration and new possibilities for the division of labour in the enlarged EU will offer additional opportunities for growth. At the same time, ensuring a more or less uniform regulatory framework in a single market comprising 25 or more countries with very different standards of living will be an enormous challenge. The catch-up process would be threatened if countries were to enter the European Economic and Monetary Union too early. The economic integration of the accession countries with the EU is already far advanced. After they join the Union, the ties will become even closer through increased trade and direct investment. All the studies that have looked into the economic effects of the enlargement conclude that it will lead to prosperity gains, albeit moderate, for the EU owing mainly to a better, Union-wide allocation of resources. Therefore, the more abundant (and at present cheaper) supply of labour must be used efficiently (i.e. full freedom of movement immediately upon entry), trade in goods and services must be freed from barriers (i.e. exceptions for particular sectors should be kept to a minimum), and capital must flow unimpeded if the Union is to take full advantage of the growth opportunities offered by enlargement. The EU-15 countries will have to adjust in some areas in response to the new competition; in their labour markets, for example, they will need greater wage flexibility and higher mobility. Title: Misleading practices of ?directory companies? in the context of current and future internal market legislation aimed at
the protection of consumers and SMEs
Abstract
Executive summary This study by Civic Consulting provides an overview of the extent of the problem of directory companies reported to apply misleading practices. It describes judicial and nonjudicial measures taken by affected enterprises and discusses initiatives by Member States aimed at tackling these practices. The study further presents an overview of the current EU legal framework and its national implementation. Finally, the study presents overall conclusions with a discussion of options for EU-level action. The analysis of this study has been based on several resources. Stakeholders and competent authorities have been involved throughout the process of the data analysis by means of interviews and surveys. Several case studies were carried out for the report to document court cases and actions taken against directory companies reported to apply misleading practices. A detailed legal analysis for three Member States was carried out (for Austria, the Netherlands and Spain). The country reports examine the transposition of the Directive concerning Misleading and Comparative Advertising and the Unfair Commercial Practices Directive into national legislation, and possible resulting loopholes, as well as jurisprudence and other measures taken by the respective Member States. Title: Trans Fatty Acids and Health : a Review of Health Hazards and Existing Legislation
Abstract
Trans fatty acids (TFA) are a type of fat that is found in foodstuff such as commercial baked goods, fried foods, frozen foods, margarines, red meat and dairy products. While TFA are naturally present in dairy and meat, they are also industrially produced used as an ingredient in processed foods. Originally, the industrial production of TFA aimed at lengthening storage times for liquid fats and facilitating their transport, while today they are used to lengthen the shelf-life and enhance the texture of processed foods. There is a considerable body of scientific evidence that associates the ingestion of TFA with disease. In particular, the evidence for TFA as causative factor in cardiovascular disease is strong. Abstract
On 23 January 2013, the Coordinators of the Committee on Industry, Research and Energy (ITRE) requested a Cost of Non-Europe report with regard to the Single Market for Energy to support the preparation of an own-initiative report entitled ‘Making the internal energy market work’ (2013/2005(INI) – Rapporteur: Jerzy Buzek). This paper has been drawn up by the European Added Value Unit of the Directorate for Impact Assessment and European Added Value, within the European Parliament’s Directorate-General for Internal Policies (DG IPOL). The study collates information on discrimination against consumers on grounds of place of residence or nationality in the Digital Single Market (DSM). Collected evidence indicates such practices as refusals to sell or discriminatory conditions depriving consumers of access to goods and services on DSM or obliging consumers to pay higher prices. The study assesses discrimination from the perspective of different areas of European law including Article 20 (2) of Services Directive, Private International Law, Competition Law and Intellectual Property Law, and provides for policy recommendations. Abstract
This document will be of interest to all stakeholders involved in the securities markets. It is primarily of interest to competent authorities and firms that are subject to MiFID II and MiFIR – in particular, investment firms, credit institutions performing investment services and activities, data reporting services providers and trading venues. Title: Addendum consultation paper : MiFID II/MiFIR
Abstract
The European Securities and Markets Authority (ESMA) has published today a consultation paper (CP) which complements the transparency section of the CP on MiFID II/MiFIR published on 19 December 2014. This CP covers the following non-equity asset classes: 1. foreign exchange derivatives; 2. credit derivatives; 3. other derivatives; 4. contracts for difference (CFDs). For each asset class two sections are provided: the first presents the analysis on the definition of a liquid market and the second includes the calculations on the pre-trade and post-trade transparency large in scale (LIS) and size specific to the instrument (SSTI) thresholds. The last section of the CP completes draft RTS 9 (Transparency requirements in respect of bonds, structured finance products, emission allowances and derivatives) published in Annex B of the CP on MiFID II/MiFIR on 19 December 2014, where rules and tables were included for bonds, structured finance products, emission allowances and derivatives not covered in this more recent analysis. This CP should be read in conjunction with ESMA’s CP on MiFID II/MiFIR and the related Annex B published on 19 December 2014. This consultation runs until 20 March 2015. ESMA will use the input received to finalise its draft RTS which will be sent for endorsement to the European Commission in mid-2015. Title: Representativeness of the social partners in the European cross-industry social dialogue
Abstract
This study aims to provide an overview of European social partners at the cross-industry level. In common with all the studies in the representativeness study series, it adopts both a bottom-up and a top-down approach. It therefore includes all social partner organisations which are involved in cross-industry industrial relations within each country, including those engaged in collective bargaining, as well as those which take part in consultations on economic and social policies. At the same time, it covers all member organisations of the relevant EU-level social partner organisations which are currently involved in EU cross-industry social dialogue. These include, BUSINESSEUROPE, UEAPME and CEEP on the employer side and ETUC, EUROCADRES and CEC on the employee side.
