Title: Ensuring democracy and effective human rights protection in the Black Sea Region
Abstract
The completion of the fifth enlargement of the European Union (EU) with the accession of Bulgaria and Romania transformed the union into a Black Sea actor. Irrespective of whether we choose not to question the statute of the Black Sea area as a region or attempt to grasp its complexity, it remains a strategic cross-road and a cultural melting pot at the confluence of Europe, Central Asia and the larger Middle East. The area is marked by longstanding human interaction beyond shifting political borders. However, given its legacy of a strategic buffer zone, as well as its reputation of important transportation hub, the Black Sea region is being primarily regarded from the angle of geo-strategic considerations. Title: The Electoral System of the Russian Federation
Abstract
This report examines the development of the electoral system in Russia, with a particular emphasis on the evolution of political parties, after the collapse of the Soviet Union in 1991. It analyses changes during the Russian Federation’s three presidential administrations (Yeltsin, Putin, Medvedev) and assesses what role successive presidents have played in moulding the constitutional and legal system to suit their interests. The financing of political parties and election campaigns is discussed, as is the issue of party membership. The sometimes controversial role of the media is examined. The report also considers how the international community has responded to elections in Russia, taking into account reports and statements of the EU, Council of Europe and the ODHIR/OSCE. Finally, it considers the prospects for the future of politics in Russia. This study shows that Russia is far from being a fully functioning democracy. This study points out, how since 1991, the political party system has undergone many changes and parties have emerged and disappeared with great frequency and the electoral system has been manipulated by Russia’s leaders to ensure maintenance of the status quo. Title: The Triangular Relationship between Fundamental Rights, Democracy and Rule of Law in the EU - Towards an EU Copenhagen

Abstract
This study examines the triangular relationship between fundamental rights, democracy and the rule of law in the EU and the challenges that arise in reflecting on ways to strengthen EU competences in these terrains. It analyses the current ‘state of play’ and provides a map of EU-level mechanisms assessing respect for rule of law, democracy and fundamental rights, and Article 2 TEU general principles, by EU Member States. Special attention is paid to crosscutting dilemmas affecting the operability and effective implementation of these principles. The study thinks ahead and offers possible ‘ways forward’ in EU policy-making for ensuring a more optimal respect, protection and promotion of the Union’s principles by Member States and the EU. It proposes the creation of a new supervisory mechanism – the Copenhagen mechanism – to effectively address the current rule of law deficits facing the concept of ‘democratic rule of law with fundamental rights’ in the Union. Title: Albania Country Strategy paper : European Community CARDS Programme
Abstract
As provided for in the CARDS regulation, the Country Strategy Paper (CSP) provides the strategic framework in which EC assistance will be provided in the period 2000-2006. It sets out EU co-operation objectives, policy response, and priority fields of co-operation based on a thorough assessment of the partner country’s policy agenda and political and socio-economic situation. The multi-annual indicative programme (MIP) and forming an integral part thereof attached to the strategy sets out the EU response in more detail, highlighting programme objectives, expected results and conditionality in the priority fields of co-operation for the period 2002-2004.Albania is a full participant in the Stabilisation and Association Process. Albania is a Parliamentary Republic which undertook the road of reform in late 1991. Initial steps were adversely affected by a severe socio-economic crisis in 1997, which led to the collapse of the institutional order and caused a serious setback to the reform process. The difficult regional situation, particularly the Kosovo crisis in 1999, which provoked a huge flow of refugees into Albania (almost 500,000), together with an extremely divisive political scene and rather weak state institutions, has prevented Albania achieving a greater degree of reform and development during the last decade. Notably after the 1999 Kosovo crisis, the reform process resumed. Albania experienced a period of strong economic growth from 1992 to the downturn caused by the 1997 pyramid scheme crisis, before reviving again in early 2000. The main challenges facing the country over the medium-term are: ensuring public order and efficiently combating organised crime, fraud and corruption, enhancing the implementation of the rule of law through an improved judiciary and state administration, improving the socio-economic situation and ensuring progressive approximation towards the EC acquis....[Author vide copyright]

Abstract
The evaluation of the European Commission (Commission)’s co-operation with Egypt over the period 1998-2008 has two main objectives: - to provide the relevant external Co-operation Services of the Commission and the wider public with an overall independent assessment of the Commission’s past and current cooperation relations with Egypt; and - to identify key lessons in order to improve the current and future strategies and programmes of the Commission.This evaluation undertaken in 2009 covers the Commission’s co-operation strategies with Egypt and their implementation during the period 1998-2008, focusing on their relevance, effectiveness, impact, sustainability and efficiency. Their coherence, complementarity and coordination and the Commission’s value added are also analysed. It should be noted that the analysis of the cooperation strategy is limited to the period 2002-2008 due to the unavailability of early documents whilst the CSP 2007-2013 has been taken into account for the intended effects of implementation rather than its realisations. Abstract
The current report is part of the evaluation of the European Instrument for Democracy and Human Rights (EIDHR) 2014-2020, which itself is part of a series of evaluations of the European Union’s (EU) External Financing Instruments (EFIs) designed to feed into the Mid-Term Review of the EFIs required by the Common Implementing Regulation (CIR) before the end of 2017.The purpose of the evaluation is: To identify key lessons to improve current and inform future choices.To provide an overall independent assessment of the instrument.The specific objectives are to:Provide the relevant external relations services of the EU and the wider public with an independent assessment of the EU's EFIs, including complementarities/synergies between the EIDHR and each of the other EFIs.Inform the programming and implementation of the current EFIs, as well as the next generation of the EFIs.[Author vide copyright]
