Title: Linking the EU?s Emissions Trading System to any Future US Emissions Trading Scheme
Abstract
As the worlds largest economy, the United States is also the largest consumer of fossil energy sources and the largest per capita emitter of greenhouse gases. Although the climate and energy policies adopted over the past decade have been insufficient to reverse continued emissions growth, a number of recent developments may cause this situation to change. A newly appointed administration and changed majorities in Congress are likely to create the most favourable conditions for ambitious federal legislation on climate policy in over a decade, while the regional, state and local levels continue to see vibrant initiatives to mitigate global warming. Title: Application of the Emissions Trading Directive by EU Member States

Abstract
A new chapter summarising some information for the entire trading period has been added in this year's report. There is a supplementary analysis on impacts of the EU ETS on industrial competitiveness, the intention of which is to provide background information and more detailed analysis on this specific issue. It is not based on information provided by Member States in their questionnaire but on independent research undertaken by the EEA-ETC/ACC. The information in the other chapters contained in this report is similar to previous years. Some clarifications on the institutional set-up have been made by some Member States but, in general, the implementation of the ETS Directive has not changed much from 2006 to 2007. One major change did occur in Bulgaria and Romania, where, as the newest EU Member States, emissions trading only started in 2007 and their initial practical experiences have been reported, in contrast to last year's report which only contained institutional information from these two countries[Author vide copyright]

Title: Assessment of ground-level ozone in EEA member countries, with a focus on long-term trends
Abstract
In this study, long-term measurements of rural background ozone levels are analysed and compared with modelling results and sensitivity analyses. Rural background stations are used in order to rule out the influence of local conditions close to sources of ozone precursors (mainly traffic). Reference is also made to several national and regional studies of ozone levels in Europe, which have generally reached the same conclusions as the present Europe-wide analysis.[Author vide copyright]

Title: Spatial assessment of PM10 and ozone concentrations in Europe (2005)
Abstract
This report presents particulate matter (PM10) and ground?level ozone concentration maps covering the whole of Europe. The interpolated maps are based on a combination of measurement and regional modelling results. 2001 on national emission ceilings for certain atmospheric pollutants
Abstract
This report presents the most recent information provided under the National Emission Ceilings Directive (NECD) (1). The directive requires all 27 Member States of the European Union to report information annually concerning emissions and projections for four main air pollutants: sulphur dioxide (SO2), nitrogen oxides (NOX), non?methane volatile organic compounds (NMVOCs), and ammonia (NH3). These pollutants harm both human health and the environment by contributing to formation of ozone and particulate matter and by causing acidification and eutrophication. To help protect human health and the environment, NECD sets pollutant-specific and legally binding emission ceilings for each of these pollutants and for each country, which must be met by 2010.[Author vide copyright]

Abstract
The EMEP/EEA air pollutant emission inventory guidebook (formerly referred to as the EMEP CORINAIR emission inventory guidebook) provides guidance on estimating emissions from both anthropogenic and natural emission sources. It is designed to facilitate reporting of emission inventories by countries to the UNECE Convention on Long-range Transboundary Air Pollution and the EU National Emission Ceilings Directive. The EEA publishes the Guidebook, with the UNECE’s Task Force on Emission Inventories and Projections having responsibility for the technical content of the chapters. A list of corrections and changes made to individual chapters since the 2009 version of the Guidebook was published can be found in the revision logfile.[Author vide copyright]

Abstract
Wichtigster Bestandteil der EU-Strategie zur kosteneff ektiven Senkung der Treibhausgasemissionen ist das von der Europäischen Union entwickelte EU-Emissionshandelssystem (EU ETS). Es wurde 2005 eingeführt und ist das erste internationale „Cap-and-trade“-System für den Handel mit Emissionsrechten für Kohlendioxid (CO2) und andere Treibhausgase auf Ebene der Unternehmen. Dieses gesetzlich verbindliche System basiert auf den innovativen Mechanismen des Kyoto-Protokolls: dem internationalen Emissionshandel, dem Mechanismus für umweltverträgliche Entwicklung (Clean Development Mechanism - CDM) und der gemeinsamen Umsetzung (Joint Implementation - JI) und hat sich schnell zur treibenden Kraft für die Ausweitung eines globalen CO2-Emissionsmarktes entwickelt. Durch die Festsetzung eines Preises für jede ausgestoßene Tonne werden durch das Emissionshandelssystem der EU Investitionen in CO2-arme Technologien angestoßen. Damit wurden die Emissionskosten auf die Tagesordnung der Unternehmensleitungen gesetzt und der Einfallsreichtum und die Kreativität der Unternehmen bei der Suche nach innovativen und kostengünstigen Möglichkeiten zur Bekämpfung des Klimawandels aktiviert. Im Rahmen des Systems sind viele neue Dienstleistungen in den Bereichen Handel, Finanzierung, Verwaltung und Überprüfung von CO2 entstanden. Mit dem EU ETS könnte die Europäische Union ihre Emissionssenkungsziele im Rahmen des Kyoto- Protokolls mit einem Aufwand von weniger als 0,1 % des BIP erreichen. Andere Formen wären weitaus teurer. Das System wird auch eine Schlüsselrolle bei der Erfüllung der anspruchsvolleren Ziele der EU für 2020 und darüber hinaus spielen..[Author vide copyright]

Abstract
The EU emitted close to 5 billion tonnes (Gt) of CO2-equivalent emissions in 2008. It contributes today around 12 % of annual global anthropogenic direct greenhouse gas emissions. The EU is making good progress towards achieving its emission reduction targets. Abstract
Ozone levels during summer 2009 were as low as during summer 2008 and according to several indicators were among the lowest since reporting of Europe-wide data commenced in 1997. In contrast to previous summers, in 2009 there were no pan-European multi-day episodes. Summer 2009 was characterised by ozone episodes of two to five days followed by spells with few exceedances. A typical episode usually contained approximately 7-13 % of the total number of exceedances of the information threshold experienced during the summer. [Author vide copyright]

Title: Tracking progress towards Kyoto and 2020 targets in Europe
Abstract
This report presents an overview of the progress achieved so far by the EU, its Member States and other EEA member countries towards their respective targets under the Kyoto Protocol and the EU burden-sharing agreement. The assessment is based on greenhouse gas emission data in Europe for 2008, the first year of the Kyoto Protocol's first commitment period which runs from 2008 to 2012. The recent availability of 2009 emissions estimates for the EU and a limited number of countries broadens, in these cases, the basis of the assessment to two years of the five-year commitment period. This European Environment Agency (EEA) report assesses the damage costs to health and the environment resulting from pollutants emitted from industrial facilities. 2001 on national emission ceilings for certain atmospheric pollutants
Abstract
This report documents the most recent emissions and projections information requested under the National Emission Ceilings Directive (NECD) by the end of 2010. The directive requires all 27 Member States of the European Union to report information annually concerning emissions and projections for four main air pollutants: sulphur dioxide (SO2), nitrogen oxides (NOX), non-methane volatile organic compounds (NMVOCs) and ammonia (NH3). These pollutants harm both human health and the environment by contributing to formation of ozone and particulate matter and by causing acidification and eutrophication. To help protect human health and the environment, the NECD sets pollutant?specific and legally binding emission ceilings for each of these pollutants and for each country, which must be met by 2010 and thereafter.[Author vide copyright]
