Abstract
ECORYS has been contracted through the framework contract on Evaluation and Evaluation-related services (BUDG N°06/PO/01/Lot N°3) of DG Budget of the European Commission to prepare a thematic evaluation on the assistance provided by the EC to Turkey through the Twinning instrument.The object of this evaluation report is the Twinning instrument as it has been applied in Turkey in the period 2002 - 2009. In this period, 92 Twinning projects in Turkey were initiated and financed under the Pre-accession assistance and IPA programmes by the European Commission.[Author vide copyright]

Abstract
This evaluation aims to provide an overall independent assessment of the European Union’s cooperation and partnership relations with the Pacific region over 2006-2012. On the basis of this assessment, it provides recommendations to improve the EU’s current and future strategies, programmes and actions. The evaluation scope covers regional cooperation implemented in 15 Pacific island states and four Overseas Countries and Territories of the EU Member States. Country-level cooperation is also considered, but only insofar as it aides assessment of the coherence and complementarity of the regional cooperation. The key challenge faced by the evaluators was to provide an accurate assessment of EU regional cooperation across such a diverse and disparate range of partner countries and territories.[Author vide copyright]

Abstract
This evaluation assesses the Commission of the European Union’s regional cooperation with the two European Neighbourhood Policy (ENP) Regions (East and South)” over the period 2004-2010. It aims at providing an overall independent assessment of the regional cooperation strategy and support in the two regions through regional programmes and to draw out key lessons to help improve current and future Commission strategies and programmes.The evaluation focuses on the analysis of regional support provided by the Commission in the following areas: i) economic regional integration; ii) transport; iii) energy; iv) environment / water; v) migration / security; vi) good governance / justice; and vii) civil society. In addition, the analysis also tackled issues related to coherence, value added of coordination and complementarity of EU regional cooperation.[Author vide copyright]

Abstract
This report provides an account of the activities of the Support Group for Ukraine in the course of its first eighteen months of full operation (from approximately September 2014 to the first half of this year). The Support Group was created in Spring 2014 on the initiative of the President of the European Commission, in response to the appointment of a reform-minded government following the dramatic events of the previous Winter. Abstract
PURPOSE AND SCOPEThe specific objective of the evaluation is to assess the relevance, value addedand cost effectiveness of the Western Balkans Investment Framework (WBIF). The evaluation considered findings from past and ongoing WBIF activities and from the Transport and Energy sectors, for a selected number of WBIF partner countries.MAIN CONCLUSIONSOverall, the WBIF provides a relevant and highly important response to the development needs of the Western Balkans (WB) region, however strategic fine-tuning would be desirable. Prospects for effective delivery of technical assistance projects are good in general, but vary from case to case. The WBIF’s efforts to pool grant resources in order to leverage loans for priority infrastructure and socio-economic development can be considered largely effective.Most of the investment projects realised are likely to maintain their results and impacts in a sustainable way assuming legislative frameworks have been amended to meet EU-related provisions under each project.MAIN RECOMMENDATIONSThe report provides recommendations in line with two actions: 1) Strengthen the overall strategic orientation of the WBIF, particular in the light of recently introduced measures; and 2) Improve aspects of the implementation of WBIF, particularly in view of further increasing efficiency, effectiveness and impact.[Author vide copyright]

This evaluation of the Greenland Decision (GD) will feed into the Mid-Term Review of the European Union’s 2014-2020 External Financing Instruments (EFIs), taking place in 2017. The evaluation assesses whether the instrument is fit for purpose to deliver EU resources in keeping with the EU‘s external policy, both at the start of the planning period (2014) and currently. It also considers the place of the instrument ? its complementarities and synergies ? within the wider set of external financing instruments.The GD (Council Decision 2014/137/EU), which is the instrument governing relations between Greenland, Denmark and the EU, is unique. Its foundation is a political agreement by the Council, with the aim of preserving the close and lasting ties between the parties after Greenland left the European Community and became associated with the EU as an Overseas Country and Territory (OCT) in 1985.During the period 2014-2020, the EU will use the GD framework to channel €217.8 million to Greenland. The potential areas for policy dialogue and collaboration mentioned in the GD are education, natural resources (including raw materials), energy, climate, Arctic issues, social sector, and research/innovation. Abstract
This report presents the external evaluation of the European Union's (EU) strategy of cooperation with the West Africa region and of its implementation over the period 2008-2016. Its main objectives are: i) to provide both the EU institutions and a broader audience with an independent and global analysis of EU’s past and present cooperation relations with West Africa;and ii) to identify the key lessons and make recommendations with a view to improving current and future strategies, programmes and activities of the EU. These recommendations relate to the time frame up to 2020, which is the end of the period covered by the Regional Indicative Programme (RIP) of the 11th European Development Fund (EDF). They also provide food for thought on regional cooperation strategy post-2020.[Author vide copyright]
