Abstract
This evaluation commissioned by the European Commission aims at providing an overall independent assessment of its aid delivery through Development Banks and the EIB during the period 1999-2006. It concerns financial flows or “channelling” from the Commission to the aforementioned institutions and covers all geographical areas where such aid delivery took place, except for OECD countries and countries within the mandate of Directorate General Enlargement. It focuses on the funding provided by the Commission’s Directorate General for External Relations (DG RELEX), Directorate General for Development (DG DEV), and EuropeAid Co-operation Office (AIDCO) to the World Bank (WB) and the European Investment Bank (EIB).[Author vide copyright]
