Abstract
Ce rapport s'ouvre sur un bref historique des politiques engagées par l'Union européenne. Trois périodes sont distinguées: 1992-1996, mise en place des premières Orientations communautaires du développement du RTE et des instruments financiers correspondants, 1996-2000, mise en œuvre des politiques de soutien aux projets RTE dans les pays membres, préliminaires de leur extension aux pays candidats (processus TINA et mise en place des politiques de préadhésion), enfin, la période actuelle où se prépare une révision densemble des politiques de développement et de financement du RTE, dans la perspective des premières adhésions prévues pour 2004. Abstract
This evaluation commissioned by the European Commission aims at providing an overall independent assessment of its aid delivery through Development Banks and the EIB during the period 1999-2006. It concerns financial flows or “channelling” from the Commission to the aforementioned institutions and covers all geographical areas where such aid delivery took place, except for OECD countries and countries within the mandate of Directorate General Enlargement. Abstract
This note seeks to provide an initial analysis of the European Commission's Impact Assessment (IA) accompanying its proposal for a Decision of the European Parliament and of the Council on granting an EU guarantee to the European Investment Bank against losses under financing operations supporting investment projects outside the Union (COM (2013) 293), adopted by the Commission in May 2013. It analyses whether the principal criteria laid down in the Commission’s own Impact Assessment Guidelines, as well as additional factors identified by the Parliament in its Impact Assessment Handbook, appear to be met by the IA. Abstract
The Mapping of sector strategies in Western Balkan countries (the former Yugoslav Republic of Macedonia, Montenegro, Bosnia and Herzegovina, Kosovo2, Serbia, Albania) and Turkey is a study and an evaluation on the sectors’ readiness (maturity) for a Sector Approach. Based on qualitative and quantitative data, sectors that are considered priority or might become priority for the EU support in the programming period 2014-2020 have been analysed. This report provides findings and recommendations on the national sector strategies, the existing institutional structures and the mechanisms for strategic planning in priority sectors in the beneficiary countries in the application of a sector approach and recommendations to assist the DG Enlargement of the European Commission in improving programming and performance of IPA II financial assistance.
