Title: Bewirtschaftung Von Tiefseebeständen
Abstract
Zusammenfassende Schlussfolgerungen und Empfehlungen auf der Grundlage der Vorträge und Diskussionen anlässlich des Workshops über die Bewirtschaftung von Tiefseebeständen am 22. November 2007 in Brüssel. Die besondere Schutzbedürftigkeit von Tiefseefischarten und Tiefseeökosystemen gegenüber der Fischerei hat die Europäische Kommission und die EU-Mitgliedstaaten veranlasst, zulässige Gesamtfangmengen (TAC) für die Hauptzielarten festzulegen, den Fischereiaufwand zu verringern, die Kapazität der Fischereifahrzeuge zu begrenzen und zusätzliche technische Maßnahmen wie Sperrzonen festzulegen. Die Wirksamkeit der derzeitigen Bewirtschaftung ist umstritten, wobei die Mehrheit der Akteure anerkennt, dass weitere Anstrengungen unternommen werden sollten, um den Schutz- und Vorsorgewert der bestehenden Regelung zu erhöhen. Wissenschaftlich gesehen ist die Datenlage zur Tiefseefischerei nach wie vor unzureichend. Die am Workshop teilnehmenden Sachverständigen und Politiker erörterten Maßnahmen zur Verbesserung des Wissens über den Zustand der Bestände und über den Einfluss der Fischerei auf die Ökosysteme sowie Bewirtschaftungsmaßnahmen zur Begrenzung des Fischereiaufwands (und möglicherweise ein Verbot der Schleppnetzfischerei in Tiefen von mehr als 2000 m), eine bessere Überwachung der Anlandungen und der Rückwürfe (die ein Verbot der Rückwürfe einschließen kann), die Bewirtschaftung von mehr Arten, für die TAC gelten (um falsche Meldungen und die Entwicklung neuer Fischereien zu verhindern), die Verbesserung der Qualitätskontrolle von Probenahmeplänen und Probenahmeleistung der Mitgliedstaaten, die Aufstockung der finanziellen Mittel für Forschungserhebungen zur Bereitstellung von Daten für die Abstimmung von Bewertungen, die Förderung einer besseren Verfügbarkeit von mit Schiffsüberwachungssystemen (VMS) gewonnenen Daten und die Festlegung von Sperr- und Schutzgebieten. Gegenstand dieser Studie ist das aktuelle EU-Fischereirecht und dessen Wirksamkeit bei der Realisierung politischer Zielsetzungen wie der Steigerung der Fanggerätselektivität, der Reduzierung der Auswirkungen von Rückwürfen, dem Schutz mariner Lebensräume und Ökosysteme sowie der Umsetzung des MSY-Konzepts. Darüber hinaus wird die Effektivität von Mindestanlandegrößen und Sperrgebieten als Erhaltungsinstrumente beleuchtet, und es werden die jeweiligen Vorzüge des Top-down- und des Bottom-up-Ansatzes für die Festlegung von technischen Maßnahmen erörtert. ECORYS has been contracted through the framework contract on Evaluation and Evaluation-related services (BUDG N°06/PO/01/Lot N°3) of DG Budget of the European Commission to prepare a thematic evaluation on the assistance provided by the EC to Turkey through the Twinning instrument.The object of this evaluation report is the Twinning instrument as it has been applied in Turkey in the period 2002 - 2009. Abstract
This evaluation aims to provide an overall independent assessment of the European Union’s cooperation and partnership relations with the Pacific region over 2006-2012. On the basis of this assessment, it provides recommendations to improve the EU’s current and future strategies, programmes and actions. The evaluation scope covers regional cooperation implemented in 15 Pacific island states and four Overseas Countries and Territories of the EU Member States. Country-level cooperation is also considered, but only insofar as it aides assessment of the coherence and complementarity of the regional cooperation. Abstract
The development of maritime policy requires a number of key issues to be addressed,including an understanding of the employment impact and trends of activities related to thesea or using sea resources. For example, in the past the economic and employmentimpact of activities related to the sea have been underestimated because of the rathernarrow definition of the maritime cluster (including mainly activities related to shipping,ports and shipbuilding). The maritime cluster concept has not traditionally comprisedactivities such as coastal tourism, cruise tourism, offshore and coastal wind energy – all ofwhich are strong growth sectors in Europe. Furthermore, an effective implementation ofEuropean policies in the maritime field requires an assessment of the policies aimed atboosting sea related employment. (Autor s.Copyright)

Abstract
The ad hoc EIFAC/EC Working Party on Market Perspectives of European Freshwater Aquaculture met to address the current situation of the freshwater aquaculture sector in the EIFAC region with particular focus on problems in marketing. The outcome of the workshop aims to provide key information and strategic advice on how to fulfil the production potential of the sector to (i) policy makers, administrators and legislators; (ii) future investors; (iii) consumers, and, particularly, (iv) producers. Trout and carp (about 94 per cent) dominate European aquaculture, whereas there are other promising candidates for culture that have not been profitably exploited. The freshwater aquaculture industry in Europe is product or producer driven along traditional lines and suffers particularly from a lack of vertical integration, linking producers to consumers through the marketing chain. The producers will remain at a disadvantage unless they develop better links through association or cooperation. While the preparation and implementation of marketing plans is a responsibility of the industry, and must be financed from this source, additional progress and great benefit could be derived from a comprehensive policy framework. Aquaculture as a food producing system in some cases has been perceived as being in conflict with other parts of the ecosystem. This can best be addressed by the development and dissemination of codes of good aquaculture practice. While the demand for organically produced aquaculture products is growing, certification is still largely based on the standards of private certification bodies.[Author vide copyright]

All EU countries (except Luxembourg) plus three associated countries, Norway, Iceland and Israel, have contributed with a national presentation of their research scheme.
