Title: A Synthesis of the Mid-Term Evaluations of the FIFG 2000-2006 : Report to European Commission / Directorate General For
Fisheries
Abstract
The remainder of the FIFG programmes show various rates of progress. But, most should be able achieve a reasonable level of activity by the end of FIFG 2000-2006. The reasons for the relatively slow take-up of FIFG-funded programmes are multiple. A late start of the programmes in many instances and other administrative issues (cumbersome application processes, slow payments, lack of administrative resources, occasional problems with the availability of the State co-financing funds, etc) explain part of the lower-than-expected progress. More critically, a number of deeper systemic factors also appear to be at play. A lack of financially robust project sponsors, the uncertain economic prospects for the fisheries sector and the fragmentation of the industry tended to dampen the take-up of the programmes and it is not clear whether the promotion activities recommended by many mid-term evaluations will be sufficient to overcome the hesitancies of potential project sponsors. Abstract
The development of maritime policy requires a number of key issues to be addressed,including an understanding of the employment impact and trends of activities related to thesea or using sea resources. For example, in the past the economic and employmentimpact of activities related to the sea have been underestimated because of the rathernarrow definition of the maritime cluster (including mainly activities related to shipping,ports and shipbuilding). The maritime cluster concept has not traditionally comprisedactivities such as coastal tourism, cruise tourism, offshore and coastal wind energy – all ofwhich are strong growth sectors in Europe. Furthermore, an effective implementation ofEuropean policies in the maritime field requires an assessment of the policies aimed atboosting sea related employment. (Autor s.Copyright)

Abstract
This report evaluates impact criteria of projects from FAIR Area 5 (Fisheries and aquaculture) and from FAIR Area 3 (Generic science and advanced technologies for nutritious foods) pertaining to fisheries and aquaculture. Since impact measurements are ambiguous and no proper protocol had been established, the methodology with which these projects were evaluated is described below in detail. The basis for this report were 134 research projects from FAIR Area 5 and 24 from Area 3. Objective: The main objective of this report was to assess output variables related to impact of the FAIR programmes’ projects. The projects were classified by domains and data provided by each projects’ coordinator was compiled and analyzed in order to determine the scope and range of impact on the scientific community, the Community level, legislation and advisory boards. Abstract
Research proposals of direct interest for DG Fish in the 5th Framework Programme (FP5) concern three key actions (KA) of the thematic programme "Quality of Life" (QoL): KA 1 (Food, nutrition and health), KA 2 (Control of infectious diseases)and KA 5 (Sustainable agriculture, fisheries and forestry). Most of the selected projects (88%) were funded under the specific Key Action 5 “Sustainable agriculture, fisheries and forestry, and integrated development of rural areas including mountain areas”. As all the calls covering QoL thematic programmes are closed, it is now possible to make an assessment of the accepted projects.The present analysis covers the field of fisheries and aquaculture under KA 5.Objectives: The main objective of the present study was to analyze the research projects funded under KA 5 and to classify them by specific scientific domains in orderto establish to what extent they covered the research objectives of the QoL Work Programme in the field of fisheries and aquaculture. Title: Bewirtschaftung Von Tiefseebeständen
Abstract
Zusammenfassende Schlussfolgerungen und Empfehlungen auf der Grundlage der Vorträge und Diskussionen anlässlich des Workshops über die Bewirtschaftung von Tiefseebeständen am 22. November 2007 in Brüssel. Die besondere Schutzbedürftigkeit von Tiefseefischarten und Tiefseeökosystemen gegenüber der Fischerei hat die Europäische Kommission und die EU-Mitgliedstaaten veranlasst, zulässige Gesamtfangmengen (TAC) für die Hauptzielarten festzulegen, den Fischereiaufwand zu verringern, die Kapazität der Fischereifahrzeuge zu begrenzen und zusätzliche technische Maßnahmen wie Sperrzonen festzulegen. Die Wirksamkeit der derzeitigen Bewirtschaftung ist umstritten, wobei die Mehrheit der Akteure anerkennt, dass weitere Anstrengungen unternommen werden sollten, um den Schutz- und Vorsorgewert der bestehenden Regelung zu erhöhen. Wissenschaftlich gesehen ist die Datenlage zur Tiefseefischerei nach wie vor unzureichend. Die am Workshop teilnehmenden Sachverständigen und Politiker erörterten Maßnahmen zur Verbesserung des Wissens über den Zustand der Bestände und über den Einfluss der Fischerei auf die Ökosysteme sowie Bewirtschaftungsmaßnahmen zur Begrenzung des Fischereiaufwands (und möglicherweise ein Verbot der Schleppnetzfischerei in Tiefen von mehr als 2000 m), eine bessere Überwachung der Anlandungen und der Rückwürfe (die ein Verbot der Rückwürfe einschließen kann), die Bewirtschaftung von mehr Arten, für die TAC gelten (um falsche Meldungen und die Entwicklung neuer Fischereien zu verhindern), die Verbesserung der Qualitätskontrolle von Probenahmeplänen und Probenahmeleistung der Mitgliedstaaten, die Aufstockung der finanziellen Mittel für Forschungserhebungen zur Bereitstellung von Daten für die Abstimmung von Bewertungen, die Förderung einer besseren Verfügbarkeit von mit Schiffsüberwachungssystemen (VMS) gewonnenen Daten und die Festlegung von Sperr- und Schutzgebieten. Title: Classification and analysis of the scientific domains covered by the the biological studies 1997-2000 in support of the

Abstract
The over-exploitation of fish stocks has had a significant negative effect on fishermen's income, the balance of the marine ecosystem and the supply of fish to the EU market. Reliable scientific advice is necessary to achieve sustainable fisheries. To improve the basis for advice, particular attention has been devoted to support studies on data collection by direct measures (research surveys) and indirect methods (market sampling, statistical analysis, biological sampling) and other areas such as gear selectivity, discards, CPUE, monitoring and control. The Community Financial Support provided by DG FISH for the biological studies during the 1997-2000 period amounted to nearly u008076 millions, corresponding to 182 RDT projects, selected on a yearly basis. The selection of proposals in response to the calls for proposals was carried out by independent experts. The scientific quality of the research, the relevance to the call and the potential impact for the CFP were considered in priority allowing a certain degree of innovation in the proposals. Das vorliegende Grünbuch soll eine Debatte über die künftige Meerespolitik der EU anstoßen, die von einer ganzheitlichen Betrachtung der Ozeane und Meere ausgeht. Diese werden uns nur dann weiter Nutzen bringen können, wenn wir achtsam mit ihnen umgehen in einer Zeit, da ihre Ressourcen durch verschiedene negative Einflüsse, nicht zuletzt durch unsere wachsenden technischen Nutzungsmöglichkeiten, ernsthaft bedroht sind. Die beschleunigte Abnahme der biologischen Vielfalt der Meere durch Umweltbelastungen, Auswirkungen des Klimawandels und Überfischung sind Warnsignale, die wir nicht ignorieren können. Das Grünbuch baut auf den bestehenden EUPolitiken und -Initiativen auf und fügt sich in die Strategie von Lissabon ein, wobei ein angemessenes Gleichgewicht zwischen wirtschaftlicher, sozialer und ökologischer Dimension im Rahmen einer nachhaltigen Entwicklung angestrebt wird. Das Grünbuch soll unter den europäischen Bürgern auch ein neues Bewusstsein wecken für den Wert ihres maritimen Erbes, die Bedeutung des Meeres in unserem Leben und dessen dauerhaftes Potenzial für gesteigertes menschliches Wohlbefinden und wirtschaftliche Möglichkeiten.[Author vide copyright] | This Green Paper aims to launch a debate about a future Maritime Policy for the EU that treats the oceans and seas in a holistic way. Title: Dissemination of the results of biological studies 1997-2000
Abstract
Fisheries, including aquaculture, provide a vital source of food, employment, recreation, trade and economic well-being for people throughout the European Union. Decisions under the Common Fisheries Policy are taken on the basis of scientific advice provided by fisheries advisory bodies such as the International Council for the Exploration of the Sea, the International Commission for the Conservation of Atlantic Tunas and the General Fisheries Commission for the Mediterranean, which provide the best available information on the state of fisheries resources. This synopsis has been set up following a comprehensible classification of the 182 biological studies into scientific domains. The studies are allocated into 10 different domains (sections) according to the methods employed and their primary objectives. Each domain is then divided into sub-domains.[Author vide copyright]

Abstract
Fischerei und Aquakultur sind eine lebenswichtige Quelle für Nahrung, Beschäftigung, Erholung, Handel und wirtschaftlichen Wohlstand. Deshalb hat der Beratende Ausschuss für Fischerei und Aquakultur (CCPA) beschlossen, sich für eine verantwortungsvolle und nachhaltige Fischerei einzusetzen. Der vorliegende Kodex legt eine Reihe von Verhaltensstandards für die Fischwirtschaft fest mit dem Ziel, gesunde marine Ökosysteme zu erhalten und zu fördern und die Fischereitätigkeiten in verantwortungsvoller Weise auszuüben. Dieser Verhaltenskodex richtet sich an Fischereiunternehmen der Gemeinschaft innerhalb und außerhalb der Gemeinschaftsgewässer, also auch in internationalen und Drittlandgewässern. Er baut auf dem Rahmen auf, den der FAOVerhaltenskodex (3) für die Fischereibehörden abgibt, er bezieht sich besonders auf die EUFischerei und ist hauptsächlich für Fischereiunternehmen bestimmt. Ziel ist es, internationale, europäische und nationale Rechtsvorschriften durch freiwillige Standards zu ergänzen und die bestehenden Vorschriften zur Förderung der nachhaltigen Entwicklung des Fischereisektors zu vervollständigen.[Urheber s. Abstract
This evaluation aims to provide an overall independent assessment of the European Union’s cooperation and partnership relations with the Pacific region over 2006-2012. On the basis of this assessment, it provides recommendations to improve the EU’s current and future strategies, programmes and actions. The evaluation scope covers regional cooperation implemented in 15 Pacific island states and four Overseas Countries and Territories of the EU Member States. Country-level cooperation is also considered, but only insofar as it aides assessment of the coherence and complementarity of the regional cooperation. The key challenge faced by the evaluators was to provide an accurate assessment of EU regional cooperation across such a diverse and disparate range of partner countries and territories.[Author vide copyright]

Title: Farmed fish and welfare
Abstract
Traditionally, the welfare of fish compared to welfare of other, land farmed animals has not been an important topic to consumers, producers and legislators, an attitude which is reflected in past research projects and legislation directed towards welfare, which hardly ever took fish into consideration. So why was and is fish, compared to other animals, not a hot topic regarding welfare concerns? First, there is a lack of tradition in perceiving fish as sentient beings as fish do not evoke compassion and concern in humans in the same way other, warm-blooded animals do; second, there is still no consensus among scientists wether fish are able to perceive pain and to suffer; third, large scale, industrialised aquaculture is a relatively recent farming method. Nevertheless, an increased concern for the welfare of fish in general and especially in aquaculture can be noticed in recent year, stimulated by research results suggesting awareness of pain and suffering, and reports on farming conditions detrimental to health and welfare. A Norwegian study done by the National Institute for Consumer Research in 2002 reveal that only 49% of the consumers considered welfare of aquacultured fish to be acceptable. About 40% pinpointed that they avoided buying certain fish types because they are sceptical regarding what the flesh might contain of medicines and feed additives.
