The fundamental requirement for stock assessments is to provide a rational basis for the management of fishery resources. Data-deficient fisheries present a challenge as they only provide a limited basis for management decisions. The nature and extent of data-deficient fisheries in European waters is presented and the assessment and management procedures for data-deficient fisheries in European waters evaluated. This evaluation aims to provide an overall independent assessment of the European Union’s cooperation and partnership relations with the Pacific region over 2006-2012. On the basis of this assessment, it provides recommendations to improve the EU’s current and future strategies, programmes and actions. The evaluation scope covers regional cooperation implemented in 15 Pacific island states and four Overseas Countries and Territories of the EU Member States. Country-level cooperation is also considered, but only insofar as it aides assessment of the coherence and complementarity of the regional cooperation. The key challenge faced by the evaluators was to provide an accurate assessment of EU regional cooperation across such a diverse and disparate range of partner countries and territories.[Author vide copyright]
