Title: Synopsis of selected R&D projects in the field of fisheries and aquaculture |

Abstract In the reform of the common fisheries policy (CFP) adopted in December 2002, emphasis was put on the improvement of the scientific basis for the advice needed by the EU for fisheries management. Today, more than ever before, when so many fish stocks are heavily exploited, decisions on fisheries management need a solid basis in science. The relevance and effectiveness of measures taken under the CFP depend to a large extent on the quality and timeliness of the scientific advice on which they are based. The European Commission also recognises the importance of aquaculture in the framework of the reform and the necessity to develop a strategy for the sustainable development of this sector supported by EU-wide research. Finally, assuring the quality and safety of the seafood supply in response to consumer needs while enhancing the competitiveness of the European seafood industry is also a priority for the Fisheries DG. Research activities carried out under the fifth framework programme in the field of fisheries concerned three key actions of the thematic programme 'Quality of life' (QoL): 'Food, nutrition and health', 'Control of infectious diseases' and 'Sustainable agriculture, fisheries and forestry, and integrated development of rural areas including mountain areas'. Special attention was given to quality monitoring and traceability throughout the food chain, to the development of strategies to identify and control infectious diseases, to the improvement of the scientific basis for fisheries management, to the improvement of aquatic production, to the integration of environmental requirements, and to the investigation of the economic dimension of sustainable fishing and aquaculture.[Author vide copyright] |

Abstract Gegenstand dieser Studie ist das aktuelle EU-Fischereirecht und dessen Wirksamkeit bei der Realisierung politischer Zielsetzungen wie der Steigerung der Fanggerätselektivität, der Reduzierung der Auswirkungen von Rückwürfen, dem Schutz mariner Lebensräume und Ökosysteme sowie der Umsetzung des MSY-Konzepts. Darüber hinaus wird die Effektivität von Mindestanlandegrößen und Sperrgebieten als Erhaltungsinstrumente beleuchtet, und es werden die jeweiligen Vorzüge des Top-down- und des Bottom-up-Ansatzes für die Festlegung von technischen Maßnahmen erörtert. The study also reviews the effectiveness of minimum landing sizes and area closures as conservation instruments, and also discusses the relative merits of top-down and bottom-up approaches to establishing technical measures. Abstract Employment data, including gender differentials, for each main discrete occupation within the fisheries sector i.e.: fishing, aquaculture, marketing & distribution, processing, administration & management and informal (especially unpaid spouses support). Legal and social status; womens legal position concerning involvement in the sector, and problems inherent in this. Organisational, concerning how women are organised within the industry (e.g. unions), what formal support systems there are (e.g. childcare) and how education serves women in the sector. Socio-cultural constraints, resolved into three aspects external social factors that effect womens decisions, the social status (thus desirability) of fisheries occupations and internal psychological factors related to womens interests, aspirations and concerns. Abstract This guidance document is aimed at national authorities in charge of programming 2007- 2013 EFF interventions and specifically at those responsible for organising the ex ante evaluation. It provides guidance which will also be of use for the evaluators who are appointed to carry out the ex ante evaluation. The working paper clarifies, in an indicative way, the content and organisation of an ex ante evaluation. It builds on the practice gained in the ex ante evaluation during the 2000-2006 programming period while taking into account the new regulatory context for the 2007-2013 period, in terms of the content of the Operational programmes and requirements for their evaluation. Member States should use the guidance flexibly, adapting it to their specific requirements in order to ensure that the ex ante evaluation meets their needs. Copyright authors. |
