Abstract
Mit diesem Dokument soll die Position der Wälder und der Forstwirtschaft im Rahmen des ökologischen Netzes Natura 2000 erläutert werden, um die Akzeptanz von Natura 2000 in den Kreisen der Forstwirtschaft zu erleichtern. Das Dokument gibt einen Überblick über das Konzept von Natura 2000, den Rechtsrahmen für die Erhaltung der biologischen Vielfalt und die spezifischen Anforderungen der Habitat-Richtlinie. Darüber hinaus wird die Bedeutung der europäischen Wälder im globalen Zusammenhang der Naturschutzbestrebungen betrachtet. Anschließend stellt das Dokument vorläufige Leitlinien für die Waldbewirtschaftung in Natura-2000-Gebieten vor. Diese stützen sich auf die derzeitige Auslegung des gemeinschaftlichen Besitzstandes im Bereich Naturschutz, auf Initiativen zur Förderung einer nachhaltigen und multifunktionalen Waldbewirtschaftung (NWB - Ministerkonferenz zum Schutz der Wälder in Europa) sowie auf die einschlägige Fachliteratur.[Urheber s. copyright]

Title: Study of the Effects of Globalization on the Economic Viability of EU Forestry
Abstract
Globalization is not a purely contemporary phenomenon. According to Chanda (2007) it has “worked silently for millennia without being given a name.” Indeed, globalization processes are continuously evolving, driven by the economic aspirations of millions around the globe— the more people involved, the faster the globalization is. This study’s goal is to analyze the effects of globalization—defined as the integration of economic activities, primarily via markets—on the economic viability and global competitiveness of the European Union (EU) forest sector, in particular forestry. It covers the entire EU, including the accession and the western Balkans countries, from the present to 2030. It also includes a (limited) review of cultural, social, and political globalization.

Title: Impacts of Climate Change on European Forests and Options for Adaptation
Abstract
This study compiles and summarizes the existing knowledge about observed and projected impacts of climate change on forests in Europe and reviews options for forests and forestry to adapt to climate change. It has been commissioned by the Directorate General for Agriculture and Rural Development of the European Commission as an initial exploration of this complex issue. Forests are particularly sensitive to climate change, because the long life-span of trees does not allow for rapid adaptation to environmental changes. Adaptation measures for forestry need to be planned well in advance of expected changes in growing conditions because the forests regenerated today will have to cope with the future climate conditions of at least several decades, often even more than 100 years.

Title: Study on the Development and Marketing of Non-Market Forest Products and Services
Abstract
The importance of sustainable management of non-market forest goods and services has increased during the last few years. This is also reflected in a number of policy documents within the EU. The new EU Rural Development Regulation speaks about the “non-productive investments", as investments to enhance the public amenity value of forests. The stakeholder consultation process within the EU Forestry Strategy and the report of the strategy’s implementation identify the issue of creating markets for currently non-market forest goods and services as an emerging issue. Finally, the EU Forest Action Plan (2007-2011) places the valuation and compensation for non-market forest goods and services as one of its 18 key actions.The issues related to non-market forest goods and services involve social and economic dimensions. Unlike market forest goods and services, non-market ones are not traditionally traded and their value is not defined by the market price. At the same time the access to non-market forest goods and services is largely unlimited and free in most of the EU Member States. These characteristics of non-market goods and services, combined with their growing importance and social demands, can lead to an un-sustainable management of these goods and services.

Title: Shaping forest communication in the European Union: public perceptions of forests and forestry
Abstract
Over the last few decades, crucial changes have taken place in the views and demands on forests by society at large. This includes the increased environmental awareness and recreational interests of society. These changes also affect the public’s way of looking at the traditional role of forests as producers of raw materials. At the same time the urge to re-orient societies towards increasingly “bio-based economies” results in higher demands for raw material, not only for increasingly sophisticated products, but also for renewable energy. These changes in public opinion and related societal demands have profound effects on the forest sector, including forest policy makers, forest owners and managers, and the forest industry. Forest owners increasingly cease to be the suppliers of a crude raw material and become service providers, with a multitude of needs to respond to, including the provision of a highly regarded renewable resource. Forest owners face new opportunities to respond to and become engaged in increasingly integrated value-added production and the appropriate governance of resource use. It requires new knowledge and new capabilities to adequately respond to such changing structural conditions and the opportunities that arise with them. These groups experience the need for increased communication and improved marketing and public relations skills to meet the new demands of society. First and foremost, however, it requires an increased understanding of and an effort to listen to society, both consumers and the public at large.

Title: Prospects for the market supply of wood and other forest products from areas with fragmented forest-ownership structures
Abstract
Based on the EU Forestry Strategy, the overall aim of the EU Forest Action Plan is to support and enhance sustainable forest management and the multifunctional role of forests. It provides a framework for the implementation of forest-related actions at Community and Member States level, and serves as an instrument of co-ordination between Community actions and forest policies of the Member States. Within Action 5 (Foster the cooperation between forest owners and enhance education and training in forestry), Activity 5.2 of the work programme for implementation of the Action Plan indicates that a study on the market supply of wood and other forest products, in particular on obstacles to mobilisation due to fragmented ownership structures, will be carried out.

Abstract
A team of eight experts has conducted an independent evaluation of eleven years (2004-2014) of implementation of the EU Action Plan on Forest Law Enforcement Governance andTrade (FLEGT), commissionedby the European Commission through the European Forest Institute.The Evaluation Report comprises two volumes: Volume 1, the Main Report, presents the evaluation approach and methodology, gives an overview of the Action Plan, its genesis, objectives and structure, and documents the state of play of implementation in the seven Action Areas, against initial expectations. It then answers the ten evaluation questions around which the evaluation has been structured, which relate to the five OECD/DAC evaluation criteria (relevance, effectiveness, efficiency, impact, sustainability) and two criteria that apply to EC policies (coherence/ complementarity and Community value added).Volume 2 contains all supporting documentation, in particular Survey results and (24) Aide-memoires on FLEGT in EU Member States, VPA countries and other timber producer and consumer countries. It also presents a detailed report on VPAs, covering two key areas of the Action Plan in more detail: (1) Support to timber-producing countries and (2) Trade in timber.The report draws lessons and conclusions and presents ten key messages and detailed corresponding recommendations to guide future EU efforts on FLEGT and, more broadly, on reversing the loss of forest cover and promoting sustainable management of forest resources.[Author vide copyright]

Abstract
Les objectifs principaux de l’évaluation sont de:Rendre des comptes et fournir aux services de l'Union européenne (UE) ainsi qu'à un public plus large une évaluation indépendante et globale de ses relations de coopération et de partenariat passées et présentes avec la République du Cameroun;Identifier des leçons clés et formuler des recommandations en vue d'améliorer les stratégies, les programmes et les activités, actuelles et futures, de l'Union européenne.Le champ de l’étude couvre la période 2007-2012, ce qui correspond à la dernière année du 9ème Fonds européen de développement FED (2007) et le 10ème FED (2008-13) jusqu’en 2012. Cette évaluation prend aussi en compte, et évalue, les instruments de coopération de l’UE hors FED, notamment l’appui à la filière banane et l’appui à la société civile à travers les lignes thématiques. Les questions d’évaluation couvrent l’appui de l’UE dans les domaines de la justice, la gestion des finances publiques, la participation des organisations de la société civile (OSC), la gouvernance forestière, le sous-secteur des routes, le développement rural dans le Grand Nord et la filière bananière. Deux questions transversales sur la cohérence et la coordination sont aussi traitées.
