Abstract
This report reviews relevant knowledge and identifies issues for consideration in implementing the European Environment Agency's new mission to facilitate the dissemination of policy-relevant environmental scientific research. It begins by examining and analysing literature relating to researchpolicy interactions, primarily from the social sciences; it then relates experiences from disseminating the research of the UK Global Environmental Change program. After summarising existing European environmental research and dissemination efforts, it concludes by offering recommendations to the European Environment Agency on how to proceed with its mandate.[Alister Scott]

Title: Could a hard core run the enlarged EU?
Abstract
Member States are permanently excluded. However, there remains a risk that France and Germany will use the idea of a core Europe to cajole others into accepting their demands. Such a strategy would be deeply divisive for the Union. Franco-German cooperation is welcome if - and only if - it leads the way forward to the benefit of the whole EU and its citizens. The supporters of core Europe must prove that this concept is useful for the Union. So far, their case is far from proven - whether the core is driven by France and Germany or led by a trilateral grouping including the UK. The future of core Europe depends on Germany. The idea of a core Europe still has enormous appeal in Germany, given its long intellectual tradition and its distinguished backers from a range of political parties. But the current conception of the core pursued by the chancellery and the French president's office makes many Germans uneasy. It is fundamentally based on inter-governmental cooperation, not the political union that German federalists wanted to see at EU level. And its policy content is mostly bilateral initiatives, not projects to galvanise European integration for the whole Union. The idea will not go away, because the current leaders in Berlin and Paris are drawing on a long tradition of joint Franco-German leadership of the EU. For both countries, this idea is very attractive in a period of great uncertainty, when enlargement and economic problems seem to threaten traditional ideas of European unity. But the context of an EU of 25 countries is utterly different from a community of six members. It was easy in the 1950s for France and Germany to dominate a small group of wealthy countries; but an extremely diverse Union of 25 will be much harder to lead. The establishment of a core Europe is not a way out of the current impasse in the constitutional debate. The Big Three should concentrate on finding a constitutional compromise that is acceptable to all Member States, rather than trying to create a core group

Title: EU Enlargement: not all it's cracked up to be
Abstract
The paper argues that the familiar pro-enlargement arguments deserve a critical examination. It investigates the impact of enlargement on British business; on the prospects for EU reform; and on the accession states themselves. From each perspective, the study finds that the supposed benefits of enlargement are much less than are often claimed. At the same time, there are significant difficulties that have received very little attention in the public debate. The paper cites several downsides to enlargement, such as the threat of further manufacturing job losses; the redistribution of EU structural funds; the expansion of the EU bureaucratic machinery; and the imposition of page after page of EU regulations on the newly liberalised economies of the east. The paper concludes that overall, enlargement is a poor deal for Britain; a poor deal for the EU itself; and a poor deal for the new member states. Abstract
The object of this report is to present an outline on the central features of the private international law rules relating to matrimonial property in England and Wales. In the United Kingdom there are several distinct legal systems: England and Wales, (one legal territory, referred to hereafter simply as England), Scotland, Northern Island and the Channel Islands. While the laws of Northern Island and the Channel Islands are basically not dissimilar from English law, the law of Scotland is markedly different. This report only covers the laws of England. The report follows the general scheme suggested in the directions to National Experts. However, as there are no primary and secondary property regimes in England, some adaptation of the suggested scheme has been necessary. [Author vide Copyright]
