Abstract
The purpose of this evaluation is to provide policy-makers and managers of the Commission’s relevant external co-operation Services as well as other relevant DGs (such as DG Trade and DG Environment), and the EC Delegations in Chisinau and Kiev, with an independent assessment of the EC programme of co-operation with Moldova. The quality of EC assistance is assessed on the basis of the Organisation for Economic Co-operation and Development (OECD) Development Assistance Committee (DAC) criteria of relevance, effectiveness, impact, efficiency, and sustainability. The "3Cs" of coordination, complementarity, and coherence are also covered. The period covered by the evaluation is 2000-2006. Abstract
The purpose of the study was to:Analyse the current legal framework in all Member States including the definitions of specific offences relating to firearms trafficking, the sanctions, the liability of legal and natural persons and the notions of intent, negligence and aggravating or mitigating circumstances; Analyse the implementation of the above-mentioned offences in practice and identify possible obstacles in police and judicial cooperation due to the existence of different legal systems; Make recommendations as to the advisability of the approximation of certain offences and sanctions and suggest specific provisions if appropriate. The purpose of this study was to provide DG Home with information required for the Impact Assessment to determine the most appropriate policy option within the context of possible changes to the 2008 Directive. The research involved desk research to examine legal frameworks and other information, a survey of key stakeholders, an interview programme, and three workshops covering the Benelux countries, Baltic States and the Western Balkans, Austria and Hungary, which were attended by representatives from a total of 11 Member States. and marking procedures of firearms in the EU, as well as on alarm weapons and replicas
Abstract
Being the security of citizens a key concern of the European Union (EU), and because of the potential of firearms to cause harm, the acquisition, possession and import/export of firearms for civilian use is subject to a comprehensive EU regulatory framework. However, gaps in the current legislation and shortcomings in its implementation at national level risk creating several vulnerabilities to criminal activity. This report, supporting an Impact Assessment study, investigates the possible actions for the improvement of rules on marking, deactivation and destruction of firearms, and the better regulation of alarm weapons (i.e. weapons designed to fire blank ammunitions) and replicas (imitation firearms) that can be easily convertible. The evidence collected during the study pointed out several threats that challenge EU citizens’ security and that need to be addressed, and some legal and administrative obstacles related to the effective and efficient implementation of the EU legislative framework. The result is the definition of a set of recommended actions, aimed at strengthening the understanding of rules to be applied to certain types of weapons, such as alarm weapons and replicas, and at promoting the further harmonization and effective implementation of the current legal framework on deactivation and marking of firearms in the EU.[Author vide copyright]

Abstract
A team of eight experts has conducted an independent evaluation of eleven years (2004-2014) of implementation of the EU Action Plan on Forest Law Enforcement Governance andTrade (FLEGT), commissionedby the European Commission through the European Forest Institute.The Evaluation Report comprises two volumes: Volume 1, the Main Report, presents the evaluation approach and methodology, gives an overview of the Action Plan, its genesis, objectives and structure, and documents the state of play of implementation in the seven Action Areas, against initial expectations. It then answers the ten evaluation questions around which the evaluation has been structured, which relate to the five OECD/DAC evaluation criteria (relevance, effectiveness, efficiency, impact, sustainability) and two criteria that apply to EC policies (coherence/ complementarity and Community value added).Volume 2 contains all supporting documentation, in particular Survey results and (24) Aide-memoires on FLEGT in EU Member States, VPA countries and other timber producer and consumer countries. It also presents a detailed report on VPAs, covering two key areas of the Action Plan in more detail: (1) Support to timber-producing countries and (2) Trade in timber.The report draws lessons and conclusions and presents ten key messages and detailed corresponding recommendations to guide future EU efforts on FLEGT and, more broadly, on reversing the loss of forest cover and promoting sustainable management of forest resources.[Author vide copyright]

Abstract
The report consists of four distinct parts, which provide a description and a quantitative assessment of the impact of preferential access schemes on the growth and diversification of exports from developing countries to the EU over time. Each part of the report can be read individually. The report is organised as follows:Part I: Mapping of trade and FDI flows between the EU and developing countries. This part consists of descriptive analysis of the evolution of exports from developing countries to the EU over the last 40 years across trade regimes, regions and sectors as well as a descriptive analysis of FDI flows.Part II: Changes in EU trade policy regimes and developing countries’ export performance. This part contains a causal econometric analysis of the effect of GSP preferences on the growth of exports from developing countries to the EU.Part III: EU trade regimes and economic diversification. This part comprises a causal econometric analysis of the effect of GSP preferences on the number of products exported from developing countries to the EU.Part IV: Export performance and poverty reduction. This part contains an assessment of the impacts of exporting on poverty reduction in developing countries, based on a literature review and an econometric cross-country analysis.[Author vide copyright]
