Abstract
This evaluation aims to provide an overall independent assessment of the European Union’s cooperation and partnership relations with the Pacific region over 2006-2012. On the basis of this assessment, it provides recommendations to improve the EU’s current and future strategies, programmes and actions. The evaluation scope covers regional cooperation implemented in 15 Pacific island states and four Overseas Countries and Territories of the EU Member States. Country-level cooperation is also considered, but only insofar as it aides assessment of the coherence and complementarity of the regional cooperation. The key challenge faced by the evaluators was to provide an accurate assessment of EU regional cooperation across such a diverse and disparate range of partner countries and territories.[Author vide copyright]

Abstract
This report presents the findings of the 2011 Regional Level Evaluation of the Commission of the European Union’s co-operation with the Caribbean Region. The evaluation was carried out to provide meaningful feedback to the Commission and the European External Action Service (EEAS), but also to the general public on the results achieved by the Commission’s co-operation strategies and their implementation for the period 2003-2010 at regional level of the Caribbean Region. This means that this evaluation covered the Regional Strategy Papers for the ninth European Development Fund (EDF9; 2003-2007) and EDF10 (2008-2013), but also taking into consideration activities during the evaluation period that had been financed with resources from EDF8. It covered the different sectors that the Commission supported and all financing modalities used in this period. Thematically, the focus was on regional economic and political integration but also private sector development, human resources development, natural disaster prevention and mitigation, and reduction of drug related crime. Lessons from this evaluation shall improve the current and future strategies of the European Union in co-operating with the Caribbean Region. It has been checked if the recommendations of the previous regional level evaluation covering the period 1996-2002 have been taken into account.[Author vide copyright]

Abstract
The evaluation covers the cooperation of the Commission of the European Union (EC) with Jamaica during the period 2002-2009, although it has also taken account of subsequent developments. It covers two EDF periods, the 9th EDF (2002-07) and the 10th EDF (2008-13). In addition, it covers FLEX, V-FLEX and STABEX funding and support to the sugar and banana sectors, provided through instruments outside the EDF. It is part of the 2010 evaluation programme, approved by External Relations and Development Commissioners.[Author vide copyright]

Abstract
The main objectives of the evaluation are: (i) to be accountable and to provide the relevant external co-operation services of the EC and the wider public with an overall independent assessment of the EC’s past and current co-operation relations with Nepal; and (ii) to identify key lessons in order to improve the current and future strategies and programmes of the EC.The evaluation covers aid delivery over the period 2002-2010 and mainly corresponds to the 2002-2006 strategic cycle (Country Strategy Paper) and the first National Indicative Plan of the 2007-2013 cycle. The evaluation is forward-looking and has paid specific attention to the following areas of co-operation: Support to Nepal’s poverty reduction strategy, particularly in (i) Education, (ii) Rural Development, (iii) Renewable Energy and the Environment, (iv) Peace Building and Consolidation of Democracy, and (v) Trade facilitation and integration in the international economy.[Author vide copyright]

Abstract
This report presents the results of the evaluation of the cooperation strategies adopted by the European Commission (EC) with the Republic of the Congo (RC)over the period 2000-2009. The main aims of the evaluation are to provide the services of the EC and a broader public with an independent and global evaluation of the past and present relations in the field of cooperation with the RC and to identify key lessons with a view to improving the strategies as well as the current and future programmes of the EC. Numerous changes have occurred since the end of the period assessed, both in the economic context of the country and in the content of RC-EC cooperation. The evaluation team has endeavoured to take these changes into account in its analysis, in particular with regard to the recommendations, while complying with the timeframe (2000-2009)designated within the framework of the present evaluation.[Author vide copyright]

Abstract
This evaluation of the European Commission?s (EC) co-operation with Malawi was carried out in 2010 and 2011. The main objectives of the evaluation were provision of an independent assessment to the Commission of the EU and to the wider public of the Commission`s past and current co-operation relations with Malawi and to identify key lessons in order to improve the current and future strategies and programmes of the Commission of the EU.The evaluation covers co-operation strategies and implementation including a mix of all activities and modalities during the period 2003-2010 (implementation of the European Development Fund (EDF8 & EDF9, and programming of EDF10). During this period the support of the Commission included focal sectors (regional development, agriculture and food security, regional inter-connection – local and regional road transport), non-focal sectors (support to trade and investment, fight against HIV/AIDS and governance (civic education, justice and support to Non-State Actors) and cross-cutting issues (including environment, sustainability and gender issues).[Author vide copyright]

Abstract
The evaluation of the Commission’s co-operation with the Philippines is part of the 2009 evaluation programme as approved by External Relations and Development Commissioners and aiming at ensuring accountability for the management of the allocated funds as well as promoting a lesson-learning culture throughout the organisation.The main objectives of the evaluation are: to provide the relevant external co-operation services of the European Commission and the wider public with an overall independent assessment of the Commission’s past and current cooperation relations with the Philippines (2002-2009); and to identify key lessons in order to improve the current and future strategies and programmes of the Commission.[Author vide copyright]

Abstract
The overall purpose of this evaluation is to ensure accountability for the use of allocated resources as well as to promote a lesson-learning culture in EC development cooperation. The main specific objectives of the evaluation were: •to provide the relevant external co-operation services of the EC and the wider public with an overall independent assessment of the Commission’s past and current cooperation relations with the Lao PDR; •to identify key lessons in order to improve the current and future strategies and programmes of the Commission.[Author vide copyright]

Abstract
The main objectives of this evaluation are: (i) to provide an overall independent and accountable assessment of the European Commission’s cooperation relations with Malaysia during the 1997-2007 period, (ii) to identify lessons learnt from past cooperation in order to enhance the implementation of the current strategy and the preparation of future strategies. During the period 1997-2007, EC commitments in terms of bilateral co-operation amounted to approximately € 6.7 million, and disbursements totalled to € 6.05 million. Abstract
The evaluation covers the Commission’s co-operation with the Mediterranean Partner Countries (MPC) implemented under the MEDA II Regulation over the period 2000-2006. It includes Commission funds managed by the European Investment Bank (EIB). Geographically it covers the MEDA-8 countries (Algeria, Egypt, Jordan, Lebanon, Morocco, Syria, Tunisia, WB&GS;) and Israel (eligible for regional cooperation only). Its objective is twofold: (i°) to analyse the performance of the Commission’s assistance to the Mediterranean Partner Countries in the framework of the MEDA II Regulation ; (ii°) to draw lessons from past co-operation so as, first, to improve implementation of the current strategy and, second, to aid preparation of the future strategy and indicative programmes under the European Neighbourhood Policy Instrument (ENPI) that succeeds and replaces the MEDA II Regulation.[Author vide copyright]

Abstract
This report presents the findings of the 2008 Country Level Evaluation of EC support to the Republic of Namibia. The evaluation was carried out to provide meaningful feedback to the European Commission but also to the general public on the results achieved by the Commission’s cooperation with Namibia between 2001 and 2007 since the previous Country Level Evaluation in 2001. This means that this evaluation covered the Country Strategy Papers for the 9th EDF, but also taking into consideration activities that had been financed with resources from 8th EDF and intended effects of the 10th EDF. It covered the different sectors that the European Commission supported and all financing modalities used in this period, including education, rural development, regional integration and trade, HIV and AIDS and organisational capacity development. Lessons from this evaluation are meant to be used to inform the current and future strategies of the EC in cooperating with Namibia.[Author vide copyright]

The main objectives of this evaluation is to provide an overall independent and accountable assessment of the European Commission’s cooperation relations with Thailand during the 1997-2007 period, to identify lessons learnt from past cooperation and thus to assist the implementation of the present strategy and preparation of future strategies.
