Title: Phare ex post evaluation of country support implemented from 1997 – 1998 to 2000 – 2001 : Consolidated Summary Report
Abstract
This ex post evaluation focuses on the assessment of the Phare Programme support allocated by the European Community to ten central and eastern European candidate countries. The evaluation covers the country support allocated in the years 1997–1998 and implemented until the end of 2001. The European Commission, Directorate General for Enlargement launched the evaluation with three purposes: - assisting candidate countries in drawing lessons by supporting a series of ten country evaluations implemented in partnership with their administrations; - providing, for the purposes of the Commission’s reporting, external accountability on the use of the Phare funds; and - supporting the building of evaluation capacity in the candidate countries by involving and training local consultants and evaluation managers from the partner country administrations.[Author vide copyright]

Title: Evaluation of Transport Projects in Central and Eastern Europe
Abstract
The report covers the European Investment Bank's (EIB) portfolio of completed transport projects in central and eastern Europe financed between 1990 and 1999, inclusive. During this period, the Bank financed 58 projects for a total disbursed amount of some u00804.9 billion. Of this, approximately 65% went to roads, 27% to railways, 6% to air transport and 2% to ports. The distribution between countries reflected their size, population and economic importance, with most funding going to the Czech Republic, Poland and Romania. All projects contributed significantly to the EU's key transport policy objectives, with a particular focus on infrastructure in urgent need of rehabilitation. Most of the ten projects examined in-depth were completed to specification, largely on time and on budget, with cost overruns of less than 15% of the original estimate. Only two projects suffered from much higher costs than forecast; attributable to a combination of inaccurate unit prices, latent road foundation problems and rampant domestic inflation. There were problems with bureaucratic and administrative delays in establishing guarantees, and procurement: delays of more than one year to the start of construction were not uncommon. The works were generally carried out to a high standard and should have a full working life if properly maintained. However, there are concerns that available funds for maintenance from central government may not be adequate, which would affect the sustainability of seven out of the ten projects. Nine out of the ten projects benefited from technical assistance, which was an EIB funding condition, and which facilitated the implementation of the projects. Five of these promoters, all in the roads sector, still rely on external assistance to implement EIB funded projects. Most of the projects were affected by significant changes in the pattern of transport demand during the transition. Title: Infrastructure networks in Central Europe and EU enlargement
Abstract
The paper draws attention to the spatial dimension of sustainability, where spatial self-defence is an important part of control over local assets that have to be preserved. In the existing European Union, where the national infrastructure networks have been relatively developed, the formation of a single market called first for concentration of efforts on the overlapping or inter-regional backbone level of networks. In the area now acceding to the EU, it is important to note that this programme cannot be applied with unchanged priorities in regions still lacking appropriate local networks, where great attention needs to be devoted to internal networks. In the integration process, the transition countries have to understand the importance of a multilayered network and pay equal attention to every layer of the transport network. The other issue that has been criticised is the structure of the backbone network. While the development of the trans-European networks in western Europe was governed by internal considerations - the intention of connecting national networks - the starting point in the eastern half of Europe was the external consideration of extending Trans-European Networks to the transition countries. Even the backbone elements of the Transport Infrastructure Needs Assessment network, which enjoy priority today, still reflect this approach. Evaluation ; Executive Summary
Abstract
The period covered by the evaluation, 1996-2007, was a time of political-military crises and worsening poverty and insecurity for the Central African Republic. This continued the trend which started immediately after Independence and which led the Central African Republic into a situation of chronic structural crisis.The management of the revenues from the exploitation of the local natural resources by the country’s leaders only benefited the very few. Over the reporting period the human development indicators worsened, and no sustainable economic growth was generated by the private sector. Hardly any new infrastructures were developed, and those that existed continuously deteriorated.The country remained almost fully dependent on Official Development Assistance (ODA) flows, which have gradually become scarcer with the increase in military conflicts and political crises. Systematic ODA flows were not reinstated until 2005 in the wake of the elections that followed the coup d’état of 2003.For years the European Commission was therefore faced with a large number of challenges, with an obligation to react rapidly and put in place responses both adapted to the country’s needs and consistent with Community rules. Between 1997 and 2007, the Commission mobilised €128m - that is €28 per inhabitant. More than two-thirds (68%) of disbursements were for macroeconomic support (€52.5m) and transport (€35.1m).[Author vide copyright]

Abstract
The primary goal of this project was to propose a Risk Governance Framework for European CIs in the interface between the ICT and energy sector, based on the analysis of actors, regulatory, market and technical factors, decision processes, problem framing, development of risk scenarios and application to them of a Risk Governance Framework. In addition we were asked to provide suggestions on how to implement the results of this study.A Risk Governance Framework based on the International Risk Governance Council (IRGC) model has been developed. This report describes how the framework was developed, including significant involvement of stakeholders, and describes the framework. The framework is presented, in an Annex, as a stand-alone format that can be used by stakeholders when they are carrying out the risk governance process. Finally the report draws out conclusions and makes recommendations for the implementation of the framework.[Author vide copyright]
