Evaluation of the Cooperation between the European Commission and the Central African Republic : Country Level
Evaluation ; Executive Summary
Abstract
The period covered by the evaluation, 1996-2007, was a time of political-military crises and worsening poverty and insecurity for the Central African Republic. This continued the trend which started immediately after Independence and which led the Central African Republic into a situation of chronic structural crisis.The management of the revenues from the exploitation of the local natural resources by the country’s leaders only benefited the very few. Over the reporting period the human development indicators worsened, and no sustainable economic growth was generated by the private sector. Hardly any new infrastructures were developed, and those that existed continuously deteriorated.The country remained almost fully dependent on Official Development Assistance (ODA) flows, which have gradually become scarcer with the increase in military conflicts and political crises. Systematic ODA flows were not reinstated until 2005 in the wake of the elections that followed the coup d’état of 2003.For years the European Commission was therefore faced with a large number of challenges, with an obligation to react rapidly and put in place responses both adapted to the country’s needs and consistent with Community rules. Between 1997 and 2007, the Commission mobilised €128m - that is €28 per inhabitant. More than two-thirds (68%) of disbursements were for macroeconomic support (€52.5m) and transport (€35.1m).[Author vide copyright]

Abstract
This report presents the results of the evaluation of the cooperation strategies adopted by the European Commission (EC) with the Republic of the Congo (RC)over the period 2000-2009. The main aims of the evaluation are to provide the services of the EC and a broader public with an independent and global evaluation of the past and present relations in the field of cooperation with the RC and to identify key lessons with a view to improving the strategies as well as the current and future programmes of the EC. Numerous changes have occurred since the end of the period assessed, both in the economic context of the country and in the content of RC-EC cooperation. The evaluation team has endeavoured to take these changes into account in its analysis, in particular with regard to the recommendations, while complying with the timeframe (2000-2009)designated within the framework of the present evaluation.[Author vide copyright]

Abstract
L’Union européenne (UE) a commandité au bureau d’études ADE une évaluation indépendante de sa coopération avec la République Togolaise durant la période 2007-2013. L’objectif principal est de renseigner l’UE sur les résultats de son engagement au Togo et sur les leçons à tirer pour améliorer sa coopération actuelle et future.L’évaluation s’est principalement centrée sur les questions de pertinence de sa stratégie d’engagement et sur les thèmes clés de la coopération : la gouvernance démocratique, les réformes économiques et institutionnelles, la stabilité macroéconomique et l’appui aux infrastructures. Elle a également abordé les questions de la coordination, du mix d’instruments et de modalités d’aide, ainsi que de l’effet des changements institutionnels au niveau de l’Union européenne.[Author vice copyright]

Abstract
This evaluation of blending as an EU aid delivery mechanism aims to:provide an overall and independent assessment of blending.identify key lessons and recommendations to improve and inform future choices on blending.The scope includes EuropeAid support through seven investment facilities over the period 2007-2014: EU-Africa Infrastructure Trust Fund (ITF); Neighbourhood Investment Facility (NIF); Latin American Investment Facility (LAIF); Caribbean Investment Facility (CIF); Investment Facility for Central Asia (IFCA; Asian Investment Facility (AIF) and, Investment Facility for the Pacific (IFP). Geographically the scope is the regions covered by the seven facilities.Total EU funding allocated to the investment facilities during 2007-2014 reached more than 2 billion Euros, representing 4% of DEVCO’s funding. The amount effectively contracted (at 31/12/2014) reached 1.7 billion Euros and covered just over 200 projects in 46 countries.[Author vide copyright]

Abstract
This evaluation covers the European Union’s cooperation with Kenya during the period 2006-2012. The objectives of the evaluation as defined in the terms of reference are (i) to be accountable and to provide the relevant external co-operation services of the European Union (EU) and the wider public with an overall independent assessment of the EU’s past and current co-operation relations with Kenya, and (ii) to identify key lessons and recommendations in order to improve the EU’s current and future strategies, programmes and actions. The following sectors and types of support have been studied in detail: transport and infrastructure; agriculture and rural development; macro-economic support, and; governance, with a focus on support to local governance and Non-State Actors (NSAs). The design and methodology of this evaluation are based on the methodological guidelines of the DG DEVCO Evaluation Unit, which was also responsible for managing this evaluation. A Reference Group in which all main stakeholders were represented, including various EU directorates, the Delegation of the European Union (DEU) in Kenya and the Government of Kenya (GoK) guided the evaluation.[Author vide copyright]

Abstract
This evaluation of the EU’s cooperation with the Eastern Africa, Southern Africa and the Indian Ocean region (EA-SA-IO) aims to: - Provide an overall and independent assessmentof the past and current cooperation. - Identify lessons learned and make recommendations to inform current and future cooperation strategy and delivery.The context and scope of the evaluation includes EU support through the EDF 10 and 11 Regional Indicative Programmes (RIPs) during 2008-2015, taking into account the Economic Partnership Agreements (EPAs), the cooperation framework and other official commitments. Geographically, the scope is the five EA-SA-IO Duly Mandated Regional Organisations (DMROs) (COMESA, EAC, IGAD, IOC, and SADC), and their 25 Member States eligible for EDF support. Total EU funding allocated through the RIPs exceeds € 2.6 billion.[Author vide copyright]

Title: Evaluation of Transport Projects in Central and Eastern Europe
Abstract
The report covers the European Investment Bank's (EIB) portfolio of completed transport projects in central and eastern Europe financed between 1990 and 1999, inclusive. During this period, the Bank financed 58 projects for a total disbursed amount of some u00804.9 billion. Of this, approximately 65% went to roads, 27% to railways, 6% to air transport and 2% to ports. The distribution between countries reflected their size, population and economic importance, with most funding going to the Czech Republic, Poland and Romania. All projects contributed significantly to the EU's key transport policy objectives, with a particular focus on infrastructure in urgent need of rehabilitation. Most of the ten projects examined in-depth were completed to specification, largely on time and on budget, with cost overruns of less than 15% of the original estimate. Only two projects suffered from much higher costs than forecast; attributable to a combination of inaccurate unit prices, latent road foundation problems and rampant domestic inflation. There were problems with bureaucratic and administrative delays in establishing guarantees, and procurement: delays of more than one year to the start of construction were not uncommon. The works were generally carried out to a high standard and should have a full working life if properly maintained. However, there are concerns that available funds for maintenance from central government may not be adequate, which would affect the sustainability of seven out of the ten projects. Nine out of the ten projects benefited from technical assistance, which was an EIB funding condition, and which facilitated the implementation of the projects. Five of these promoters, all in the roads sector, still rely on external assistance to implement EIB funded projects. Most of the projects were affected by significant changes in the pattern of transport demand during the transition. Abstract
PURPOSE AND SCOPEThe specific objective of the evaluation is to assess the relevance, value addedand cost effectiveness of the Western Balkans Investment Framework (WBIF). The evaluation considered findings from past and ongoing WBIF activities and from the Transport and Energy sectors, for a selected number of WBIF partner countries.MAIN CONCLUSIONSOverall, the WBIF provides a relevant and highly important response to the development needs of the Western Balkans (WB) region, however strategic fine-tuning would be desirable. Prospects for effective delivery of technical assistance projects are good in general, but vary from case to case. The WBIF’s efforts to pool grant resources in order to leverage loans for priority infrastructure and socio-economic development can be considered largely effective.Most of the investment projects realised are likely to maintain their results and impacts in a sustainable way assuming legislative frameworks have been amended to meet EU-related provisions under each project.MAIN RECOMMENDATIONSThe report provides recommendations in line with two actions: 1) Strengthen the overall strategic orientation of the WBIF, particular in the light of recently introduced measures; and 2) Improve aspects of the implementation of WBIF, particularly in view of further increasing efficiency, effectiveness and impact.[Author vide copyright]

The EURO-SOLAR Programme (Financing Agreement 2006/17-223) was designed in 2006 and implemented in eight Latin American countries as from 2007, focusing its activities in the poorest countries of the subcontinent (Guatemala, Honduras, El Salvador, Nicaragua, Ecuador, Peru, Bolivia and Paraguay). The specific aim was to provide a decentralised, independent infrastructure to supply electrical energy to remote communities, and in this way develop community services using the connectivity tool, so that local organisations improve their conditions in terms of education, healthcare, communication/information and development of social and productive uses.[Author vide copyright]
