Title: Le « grand élargissement » et le respect du droit communautaire
Title (other): Comment assurer l'effectivité des décisions dans l'Union élargie ?
Abstract
It is widely recognised that the enlargement of the European Union to ten new member states in May 2004 represents great institutional and political challenges both for the 'old' and 'new' member states. The EU has tried already three times to prepare its decision-making mechanisms for the near doubling of its membership: with the Treaties of Amsterdam, Nice and the Constitutional Treaty. However, the effectiveness of the EU's governance is also endangered if the member states are not capable of implementing EU rules correctly. The post-enlargement situation is characterised by a huge gap between the capacity of the new member states to implement EU rules and the growing complexity of the post-decisional phase. This study analyses the risks that this situation entails for the governance of the enlarged Union. It also proposes necessary reforms to ensure the effectiveness of this governance in the future. Abstract
The purpose of this evaluation is to provide policy-makers and managers of the Commission’s relevant external co-operation Services as well as other relevant DGs (such as DG Trade and DG Environment), and the EC Delegations in Chisinau and Kiev, with an independent assessment of the EC programme of co-operation with Moldova. The quality of EC assistance is assessed on the basis of the Organisation for Economic Co-operation and Development (OECD) Development Assistance Committee (DAC) criteria of relevance, effectiveness, impact, efficiency, and sustainability. The "3Cs" of coordination, complementarity, and coherence are also covered. The period covered by the evaluation is 2000-2006. However, as it is intended to be a forward-looking document, the team did not abruptly truncate the analysis at the end of 2006.[Author vide copyright]

Abstract
ECORYS has been contracted through the framework contract on Evaluation and Evaluation-related services (BUDG N°06/PO/01/Lot N°3) of DG Budget of the European Commission to prepare a thematic evaluation on the assistance provided by the EC to Turkey through the Twinning instrument.The object of this evaluation report is the Twinning instrument as it has been applied in Turkey in the period 2002 - 2009. Abstract
This evaluation report covers CARDS assistance to the former Yugoslav Republic of Macedonia, with a special focus on the Economic Development, Local and Municipal Development and Justice and Home Affairs (JHA) sectors for the period 2000-2006. The interventions concerned the support to Integrated Border Management (IBM), fight against crime, corruption and police reform, education and training, institution building, decentralisation and economic development. They also focused on the overall business climate to foster development of Small and Medium-size Enterprises (SMEs).
