Title: Sustainability of the Estonian macroeconomic performance in the light of the EU membership
Abstract
For the new member states of the EU, the question of choosing the optimal macroeconomic policy mix is rather complicated as these countries are all in the dynamic movement towards joining the European Economic and Monetary Union (EMU). This implies a considerable change in macroeconomic policy environment. Many of the countries have to change their macroeconomic framework in order to meet the strict criteria set in the Maastricht Treaty and the accompanying legislative acts. Although currency board arrangements and sound government finances have helped to stabilise the Estonian economy during the transition, the aim of the current paper is to evaluate the sustainability of the Estonian macroeconomic policy in the light of the future developments, especially participation in the EMU. The analysis is based on the comparative performance of Estonia with the EU-15 and the former accession countries. It gives an overview of the nominal convergence according to the rules laid down by EC Treaty on EMU convergence criteria. In the context of real convergence the set of criteria provided by the theory of Optimum Currency Areas are analysed, as these are expected to be fulfilled in order to guarantee sustainability and success of the region participating in the monetary union. The paper highlights the dilemmas to be faced between the nominal criteria and real expected performance of the acceding country using the example of Estonia. [Urheber s. Copyright]

Title: Convergence of real GDP per capita in the EU15: How do the accession countries fit in?
Abstract
The EU15 countries' real GDP per capita levels adjusted for purchasing power converged in 1960-2001. Convergence occurred in two spells, in 1960-73 and 1986-2001, with an interim period of stagnation. In this paper, we analyse both s and b convergence and discuss the impact of EU membership, trade and investment. We also analyse how seven accession countries fit into the historical picture of the EU15 area. The CEE countries are well positioned to catch up with the incumbent EU countries. After the mid-1990s, an increase in productivity and high investment rates have supported economic growth in the accession countries. Still, the experience of the EU15 countries shows that convergence cannot be taken for granted. [Urheber s. Copyright]

Title: Convergence and reunification in Cyprus: Scope for a virtuous circle
Abstract
The issue of Cyprus reunification did not lapse with the No vote on the Annan plan in the Greek Cypriot community in April 2004. Reunification remains a central challenge – not only for political reasons but because economic convergence offers important gains for both the Greek Cypriot South and the Turkish Cypriot North. Productivity and income levels in the North are much lower than in the South. However, changing external circumstances, with the right policies, could trigger strong and sustained convergence, bridging the wide economic gap between the two communities. Given synergies and complementarities between North and South, the scope for a virtuous circle is clear: both would benefit from sustained convergence and reunification.
