Abstract
This report contains environmental profiles for the 25 Overseas countries and territories (OCTs) associated with the European Union. These environmental profiles are set in a socio-economic developmental perspective so that the findings can be used to assist in programming projects in the framework of the EU 2014-2020 cooperation programming. A specific regime is applied to OCTs as specified in the Overseas Association Decision adopted on November 2013. Greenland is also in a special position in so far as it receives budget support from the General budget. The OCTs, the EU Member States to which they are linked and the European Commission hold an annual forum to discuss progress.[Author vide copyright]

Title: Study on Renewable Energies and Green Policy in the Overseas Countries and Territories : Final report
Abstract
The main challenge that OCTs face consists in putting their economies and societies on a sustainable development path by increasing their competitiveness, reducing their vulnerability to external shocks, increasing environmental resilience, cooperating with their neighbours and, where possible, integrating their economies into the regional and/or global economy. For the European Union, the challenge lies in supporting the OCTs in achieving these goals as well as the main purpose of the Association of the Overseas Countries and Territories, as defined in Article 198 of the Treaty on the functioning of the European Union, via a framework that is adapted to OCT needs, realities, particularities and diversity.The report provides an update on the current situation of the OCTs’ existing energy profiles, reviews and analyses progress made by the OCTs over the last few years, assesses the evolution of the energy mix and potential for additional diversification, analyses development of further adoption of sustainable energy technologies, and maps out the experience gained to date in island states with regard to sustainable energy technologies.[Author vide copyright]

The aim of this paper is to identify the key challenges in relation to youth employment in developing countries and provide recommendations on how EU development cooperation could support the youth employment agenda. Abstract
Recently, EU Commission adopted a decision to fund a Technical Cooperation Facility for OCTs in order to improve their capacities to formulate and implement key territorial policies. Improvement in statistical capacities appeared with a high rank. Indeed, OCTs have noticed several gaps in their statistical systems as well as a lack of comparability of their statistics.Therefore, the Executive Committee (ExCo) of the Association of Overseas Countries and Territories (OCTA)initiated a statistical project with the aim of strengthening the capability of OCTs to manage the development of their economies with the requisite information, as well as obtaining more comparable data to monitor and measure the impacts of EDF initiatives on OCTs economies.The Commission is also interested in the improvement of the statistics it uses at the different steps of the project management cycle. Improvement of statistics would also allow the EU to better assess the effectiveness of its investment.Based on this recognized need for good statistics, specialised consultancy services have been requested by OCTA with a twofold objective: providing all stakeholders with an assessment of the statistical systems in the OCTs,and exploring potential support to OCTs in this field.[Author vide copyright]

Abstract
The evaluation has three objectives:Provide an assessment on the attained results, their impact and sustainability, the good practices and pitfalls in Instrument for Pre-accession Assistance I(IPA I), European Neighbourhood Partnership Instrument (ENPI), Development Cooperation Instrument (DCI) and European Development Fund (EDF) programming and implementation.Assess the Intervention logic of IPA II, ENI, DCI (2014-2020) and 11th EDF planning documents addressing social protection, in order to assess their coherence with the relevant policy frameworks and programming guidelines. In particular, the evaluation assesses how the planning documents take on board past lessons, have moved towards Sector Approach and Sector Budget Support and to which extent they have established clear objectives, targets, indicators, baselines and monitoring mechanisms.Where possible, analyse current (i.e., post-2013) social protection programmes/projects to assess how well they reflect new approaches at this early stage of their implementation.[Author vide copyright]

Abstract
The aim of this evaluation is to assess the performance of Cross-Border Cooperation (CBC) in the EU neighbourhood funded in the framework of the European Neighbourhood and Partnership Instrument (ENPI) 2007-2013, in order to draw lessons for the new generations of neighbourhood cross-border cooperation programmes, currently implemented under the European Neighbourhood Instrument (ENI) 2014-2020. The evaluation was carried out on the basis of four OECD/DAC criteria (effectiveness, efficiency, impact, sustainability) plus the EC criteria of coherence and complementarity, EU value added, and lessons learned. This report reviews the work of the European Commission’s Directorate-General for International Cooperation and Development (DG DEVCO) in 2015. DG DEVCO is the Commission's Directorate-General responsible for formulating EU development policy in the wider framework of international cooperation and sectorial policies in the field of external aid, in pursuit of a number of objectives. These include reducing poverty in the world, securing sustainable economic, social and environmental development and promoting democracy, the rule of law, good governance and respect for human rights. DG DEVCO promotes coordination of European Union and Member States’ development activities and manages the external aspects of European Union development cooperation. The global objective of this study is to assess the actions and initiatives in the field of civil protection in the Caribbean, in order to promote, enhance and reinforce regional cooperation between European Overseas Countries and Territories (OCTs), Outermost Regions (ORs) and the countries from the African, Caribbean and Pacific (ACP) that make up CARIFORUM, as well as with other donors.For this report, “civil protection is defined as all the civil actions intended to anticipate and respond to emergencies via the provision of assistance to a population adversely affected by natural disasters or disasters of human origin. It involves several phases including risk prevention, disaster preparedness, crisis management, the reaction to the consequences of disaster and the return to normality”.

Abstract
This evaluation of the EU’s cooperation with the Eastern Africa, Southern Africa and the Indian Ocean region (EA-SA-IO) aims to: - Provide an overall and independent assessmentof the past and current cooperation. - Identify lessons learned and make recommendations to inform current and future cooperation strategy and delivery.The context and scope of the evaluation includes EU support through the EDF 10 and 11 Regional Indicative Programmes (RIPs) during 2008-2015, taking into account the Economic Partnership Agreements (EPAs), the cooperation framework and other official commitments. Geographically, the scope is the five EA-SA-IO Duly Mandated Regional Organisations (DMROs) (COMESA, EAC, IGAD, IOC, and SADC), and their 25 Member States eligible for EDF support. Total EU funding allocated through the RIPs exceeds € 2.6 billion.[Author vide copyright]

Abstract
