Abstract
LUCAS ist ein Pilotprojekt, das von EUROSTAT in enger Zusammenarbeit mit der Generaldirektion Landwirtschaft und der Gemeinsamen Forschungsstelle gestartet wird, um die politischen Entscheidungen zu unterstützen. LUCAS ist eine statistische Erhebung von Flächenstichproben, die darauf abzielt, harmonisierte Daten auf EU-Ebene über Bodennutzung, Bodenbedeckung und Umwelt zu erhalten. Im Frühjahr werden für die Erhebung die Flächen begangen, welche aus 100 000 Punkten bestehen, die auf einem regelmäßigen Raster liegen. Zusätzliche Daten werden im Herbst über Erträge und landwirtschaftliche Praktiken durch die Befragung einer Stichprobenuntergruppe von Landwirten gesammelt. Die Erhebung wurde zum ersten Mal im Jahre 2001 durchgeführt. [Eurostat]

Farmland supports many habitats and species of European conservation concern. In 2003, Europe's environment ministers agreed to identify all farmland areas with high nature value and take conservation measures. This report shows that these areas cover roughly 15-25 % of the European countryside and suffer from land abandonment and intensification. Abstract
Chinese accession to the WTO will give it the right to participate in the current agriculturalnegotiations. An obvious question is whether China’s accession is likely to make agreementin the agricultural negotiations easier or more difficult. China’s WTO membership will affectthe alliances and coalitions that are formed between the principal participants. There isclearly a need to analyse the effects of Chinese WTO membership on the EU/US dialogue inparticular. This report begins with an analysis of developments in US farm policy since theconclusion of the Uruguay Round Agreement on Agriculture in 1995. It examines recentagricultural policy changes in the US and the likely outcome for the next Farm Bill,preparations for which have already started in the US Congress (Chapter 1). China is not yeta participant in these negotiations, so the views attributed to it in the report are speculativebut informed by an analysis of China’s agricultural policy objectives and trade regime whichis presented in Chapter 2. This chapter also describes what is known about the details ofChina’s WTO accession offer on agriculture, and it evaluates the growing literature on whatChina’s WTO membership might mean for China’s agricultural trade. Finally, Chapter 3examines the main issues at stake in the current round of agricultural trade negotiations. Theprincipal objective of this chapter is to identify those areas where China’s interests are likelyto coincide with the EU’s, and where those interests are likely to differ. [Executive Summary]

2002 war das Internationale Jahr der Berge. In diesem Zusammenhang fanden in aller Welt zahlreiche Veranstaltungen statt, um das Verständnis für die Bedeutung der Bergwelt aus historischer, ökologischer, kultureller und wirtschaftlicher Sicht zu verbessern. Ferner sollte nach Wegen gesucht werden, um einenachhaltige Entwicklung der Berggebiete und Berggemeinden in der Zukunft zu fördern.Wir kommen deshalb zu dem Entschluss, dass es an der Zeit war, eine größere europäische Konferenzzu den Politiken der Gemeinschaft und den Berggebieten zu veranstalten, die erste Veranstaltung dieser Art, die von der Europäischen Kommission ausgerichtet wurde.Das Thema ist für Europa von großer Bedeutung: Mehr als ein Drittel des gesamten Gebiets der Europäischen Union sind Berggebiete – ein Anteil, der sich durch die Erweiterung der Gemeinschaft – viele Berggebiete und alpine Regionen werden hinzukommen – um ein Vielfaches vergrößern wird. Title: The future of the sheep and goat sector in Europe
Abstract
Following a reminder of the current rules governing sheep and goat production in the European Union, this study presents the main features and challenges of the sheep and goat sector in the EU. It analyses the impact of greater liberalisation through the WTO and draws up recommendations. Finally, it sets out detailed proposals for the possible development of public policy in the light of the main issues addressed. Some of the proposals comply with the Community rules in force and others will require adjustments to be made. Executive summary : Ernst & Young Government Services, together with the French Livestock Institute, has been commissioned to carry out a study into the future of the sheep and goat sector in Europe. The study seeks to analyse the characteristics of the sector and its prospects and, bearing in mind what is principally at issue here, to formulate specific proposals with a view to the adoption of a future regulation on this matter. The study was carried out between December 2007 and February 2008. National experts from the major producer Member States (France, Greece, Hungary, Italy, Ireland, Romania, Spain and the United Kingdom) were asked to conduct interviews with some stakeholders in their countries, to draft a discussion paper and to attend a one-day workshop. Additional interviews were conducted with MEPs, DG AGRI, DG SANCO and EU representatives from the sector in order to ascertain their points of view and test the proposals.
