Title: Turkey, the EU, and Freedom in the World: An Examination of EU Accession through the Lens of Data on Political Rights
and Civil Liberties
Abstract
Turkey's EU membership application is fraught with more difficulties than that of any other country to apply. The EU has been unwilling to rule Turkey out, but at the same time it has not fully committed to accepting Turkey as a member. At this point there is no definitive way to determine whether the EU has dealt with Turkey as it would with any other country with a similar human rights record but less controversy. It is only possible to evaluate what data exist and estimate where that should place Turkey in the accession process. By looking at data from Freedom House's Freedom in the World survey of political rights and civil liberties, this article suggests an alternative way of evaluating Turkey's position with respect to the EU. The evidence here suggests that Turkey is not yet as advanced in democratic reforms as other candidate countries have been, and therefore the EU cannot be blamed for its hesitance thus far. But it also indicates that Turkey is in a position different from all other candidates and that it could benefit from more active engagement than the EU is now offering. Abstract
The Directives aim to provide legal tools protecting individuals against discrimination in the public and in the private sphere. The values the Directives aim to protect are therefore part of the core of the German legal system. The regime of legal regulations envisaged by the Directives have, in addition, already partly been a reality of Germany's legal system as regards discrimination based on sex (which is not covered by this report) and disability. These regulations and their interpretation by federal courts include the definition of discrimination,the shift of the burden of proof, legal standing and a regime of sanctions. The final implementation of the Directives through the AGG and accompanying legislation is therefore not a radical new start for German law but the further development of relevant parts of the existing law. Abstract
This report is summarising the assignment for evaluation of on-going micro-projects financed under the European Initiative for Democracy and Human Rights (EIDHR) in Ukraine.The evaluation project was implemented under the contract DDH/2005/112531 within the EC Framework Contract EuropeAid/116548/C/SV in the period January-July 2006.This assignment was aimed at verifying projects’ performance, reporting on them to the EC Delegation Kyiv, providing assistance in carrying out evaluation, obtaining feedback information and lessons learnt and recommendations making for the EIDHR micro-projects programme management.[Author vide copyright]

In recent years, the EU has shown a clear preference for positive rather than coercive instruments to promote human rights beyond its borders. The EU addresses human rights issues with its political partners. As far as its Mediterranean Partners are concerned the EU is engaged in political dialogues at various levels. In general, these dialogues have been characterized by a lack of specific rules regarding how they work and by their lack of transparency.
