Abstract
This report, written for the EEA by experts from the European Science Foundation, considers the significance of the transfer by pollen of genes from six major genetically modified (GM) crop types that are close to commercial release in the European Union. Oilseed rape, sugar beet, potatoes, maize, wheat and barley are reviewed in detail using recent and current research findings to assess their potential environmental and agronomic impacts. Abstract
The purpose of this evaluation is to provide policy-makers and managers of the Commission’s relevant external co-operation Services as well as other relevant DGs (such as DG Trade and DG Environment), and the EC Delegations in Chisinau and Kiev, with an independent assessment of the EC programme of co-operation with Moldova. The quality of EC assistance is assessed on the basis of the Organisation for Economic Co-operation and Development (OECD) Development Assistance Committee (DAC) criteria of relevance, effectiveness, impact, efficiency, and sustainability. The "3Cs" of coordination, complementarity, and coherence are also covered. The period covered by the evaluation is 2000-2006. However, as it is intended to be a forward-looking document, the team did not abruptly truncate the analysis at the end of 2006.[Author vide copyright]

Abstract
This report presents the results of the evaluation of the European Union’s cooperation strategy in Burkina Faso between 1999 and 2008. The main objectives of the evaluation are to provide the EU departments concerned and the general public with a global and independent appraisal of past and present EU cooperation with Burkina Faso. The evaluation identifies the main lessons learned from this cooperation with a view to improving the current and future strategies and programmes of the EU.The scope of the evaluation covers the programming and implementation of the 8th and 9th EDFs. Abstract
This report presents the findings of the 2010 Country Level Evaluation of EC support to the Republic of Liberia. The evaluation was carried out to provide meaningful feedback to the European Commission and to the general public on the Commission's achievements in its cooperation with Liberia between 1999 and 2008. Lessons from this evaluation are meant to be used to inform the EC's current and future support to Liberia and other countries. The evaluation covered the EC's cooperation with Liberia during times of violent conflict in the county, i.e., from 2000 until 2003 but also the time after the signing of the Comprehensive Peace Agreement in 2003 in Accra and the first national elections after the war in 2005. The evaluators considered EC assistance during the periods of the EDF8 and 9 (from a variety of instruments), but also considered choices made by the EC to disburse aid under the EDF10. This report is covering the different sectors the EC supported in this period, including humanitarian aid and food security, support to disarm, demobilise, rehabilitate and reintegrate former fighters (DDRR), peace building, education and county development. Cutting across these sectors was the concern for gender and environmental issues.[Author vide copyright]

Abstract
This evaluation of the European Commission?s (EC) co-operation with Malawi was carried out in 2010 and 2011. The main objectives of the evaluation were provision of an independent assessment to the Commission of the EU and to the wider public of the Commission`s past and current co-operation relations with Malawi and to identify key lessons in order to improve the current and future strategies and programmes of the Commission of the EU.The evaluation covers co-operation strategies and implementation including a mix of all activities and modalities during the period 2003-2010 (implementation of the European Development Fund (EDF8 & EDF9, and programming of EDF10). During this period the support of the Commission included focal sectors (regional development, agriculture and food security, regional inter-connection – local and regional road transport), non-focal sectors (support to trade and investment, fight against HIV/AIDS and governance (civic education, justice and support to Non-State Actors) and cross-cutting issues (including environment, sustainability and gender issues).[Author vide copyright]

The value chain (VC) analysis and development can improve the living conditions of the rural population and contribute to food security. The key elements are: the knowledge of a sub-sector which will gradually be building up among the stakeholders, the confidence created among them and the resulting dynamics. The two main challenges consist in involving the stakeholder so that they appropriate the analysis tool and then in finding the right entry point for the analysis. Abstract
The main objective of this evaluation was to draw out lessons for future EU cooperation.This report presents the findings of the 2010 Country Level Evaluation of the European Union‘s support to Ethiopia. The evaluation was carried out to provide meaningful feedback to the European Commission, the Member States and the general public on the achievements of the EU cooperation programme with Ethiopia between 2004 and 2008, an earlier period of cooperation having been covered by the 2003 Country-Level Evaluation. The lessons from this evaluation are intended to be used to inform the current and future EU support to Ethiopia. Lessons learned from the results of the EU's support to Ethiopia may also be fruitful for other ACP countries facing similar high economic growth prospects and governance issues.The evaluation covered the EU cooperation programme with Ethiopia during the period of economic recovery which followed the war with Eritrea and it also included the 2005 post-election violence and the subsequent cooling of Ethiopia-donor relations. The evaluators focused not only on the EU‘s assistance during implementation of the CSP and 9th EDF NIP (2002-2007) (including a variety of instruments), but also on the choices it made for planning aid disbursements under the 10th EDF (2008-2013).[Author vide copyright]

Abstract
The mandate for this study was to undertake an evaluation of EU external action as managed by three DGs: DG RELEX, DG DEV and DG AIDCO. The Terms of Reference identified two main objectives (ToR, Feb 2010, Section 1 – reproduced in Annex 1):· To provide an overall independent assessment of the visibility of the Commission’s external action· To identify key lessons to improve current and future Commission strategies on visibility.The ToR also set out the temporal scope, 2005 to 2010, and a geographical scope that is essentially global with the exception of the EU enlargement countries. Stakeholders from both inside and outside the EU, in both partner countries and global organisations, were to be covered. The main element to limit the focus of the study was the designation of six themes which were to be the object of thematic studies involving six field visits to different countries (listed below – section 1.3).Finally the ToR also asked for the evaluation to be forward looking, providing lessons and recommendations concerning visibility and also on coordination within the EU and on coherence within the EU and internationally.[Author vide copyright]
