Title: A secure Europe in a better world : European security strategy ; Brussels, 12 December 2003
Abstract
At the December 2003 European Council, EU Heads of State and Government adopted a European Security Strategy, with a view to assisting necessary prioritisation and further elaboration of EU foreign policy activities. The Strategy document identifies the key security challenges facing Europe in the twenty-first century - terrorism, proliferation of Weapons of Mass Destruction, regional conflicts, state failure and organised crime. It explores the EU's strategic objectives in addressing these challenges and the resulting policy implications. It calls for the full spectrum of the EU's instruments to be harnessed to address today's security challenges. This includes military and civilian capabilities for crisis management, as well as diplomatic, trade and development activities. [author vide copyright]

Abstract
The paper addresses the uncertain future of transatlantic relations in light of the EU enlargement on 1 May 2004. Although it is clear that the US supports an ever wider EU, and the stability and security it implies for Europe and the countries on its periphery, it is not so clear that the US supports a deeper, stronger EU that could challenge US pre-eminence. One of the key issues debated is whether the newly-admitted (and typically pro-Atlanticist) Central and Eastern European countries will help bring the EU and the US closer together or create a rift within the EU as "old Europe" and "new Europe" quarrel over foreign and security policies. In these very early stages of the EU-25 it is very difficult to make any firm predictions regarding the impact of the enlarged EU on transatlantic relations. [Urheber s. Copyright]

Title: The Enlarged EU and the CFSP
Abstract
EU enlargement will be a mixed bag for CFSP in the short term as the process of adaptation to working at twenty-five is undertaken. There are distinct benefits to enlargement, especially when the Union speaks with one voice at twenty-five. Of course, there is also the risk of cacophony when a coherent voice does not emerge - something already demonstrated at fifteen. The difficulties of decision-making at twenty five led to demands for increased flexibility in the draft Constitution in the form of co-operation of various kinds: this will pose a challenge for acceding countries and existing EU members alike as the delicate balance between the need for flexibility and consistency is sought. Co-operation may also be manifest in the form of the directoire who, on many foreign and security matters, may be tempted to act as primus inter pares. The challenge for the acceding states will be how to react to a nascent directoire - whether to support its possible formalisation, or whether to accept that it is a fact of CFSP life while, at the same time, ensuring maximum legitimacy for CFSP. This will be a second difficult juggling act. The enlargement process has been described above as a process of mutual accommodation. It is less apparent that the same amount of accommodation has been manifest by the 'old' Member States and this may result in a certain amount of adjustment as the newer members assert their priorities and positions on a number of key issues, including not only the internal aspects of CFSP but also their role in defining the EU's relations with significant third parties such as Russia and Ukraine. Finally, Poland will bring considerable diplomatic skills, military capacity and relevant experience to the EU table. This is to be welcomed. It remains to be seen what role Poland will carve for itself but it stands to be a major influence in many aspects of CFSP and ESDP. Title: What Does Free Movement Mean in Theory and Practice in an Enlarged EU?
Abstract
The purpose of this report is to assess the main challenges to the principle of freedom of movement of persons in the enlarged European Union. The right to move freely across the EU's internal borders represents one of the fundamental freedoms of the internal market as well as an essential political element of the package of rights linked to the status of EU citizenship. The scope and the state of the principle of free movement of persons is assessed by looking at the most recent case law of the European Court of Justice and the recently adopted directive on the rights of citizens of the European Union and their family members to move and reside freely within the territories of the member states. But what are the hidden and visible obstacles to free movement of persons in Europe? How can these barriers be overcome to make free movement and residence rights more inclusive? This working document addresses these questions along with the following issues: Who are the beneficiaries of the free movement of persons in an enlarged Europe? What is the impact of the recent legal developments in the freedom of movement dimension, such as the European Court of Justice case law and the new directive? To what extent are pro-security policies such as the Schengen Information System II and an enhanced interoperability between European databases fully compatible with the freedom of movement paradigm? Title: Looking after the neighbourhood: responsibilities for EU 25
Abstract
The enlarged European Union will be surrounded, from Russia to Morocco, with states economically dependent on access to its markets, concerned about cross-border travel and trade, and anxious for their voices to be heard in EU negotiations. Since 1989, West European governments have successfully extended their established zone of peace, prosperity and security across Central and Eastern Europe, through the promise of enlargement linked to fulfilment of political, economic and administrative conditions. Promises of membership have already been made to further states in southeast Europe. If the EU is not to drift into offering membership to more and more states around the Mediterranean and across Eurasia, it needs a strategy to organise its neighbourhood, which offers neighbouring states incentives to co-operate and all possible advantages short of membership. Within the current EU there is no consensus on priorities to be given to the Eastern or Southern neighbours, or on the trade or financial incentives, which should be offered. The Commission and the Council Secretariat have floated various proposals in recent months, which the Council of Ministers has received without evident enthusiasm. Many sensitive issues are involved, from border control and migration to further opening of the EU market to imports of agricultural products, textiles and steel; financial incentives would also require a substantial increase in the EU budget allocation for 'external action'. Existing policies towards the Mediterranean and the CIS states provide a framework on which to build; but member governments should recognise the limited success of these policies so far, and the resentment and frustration of many of the 'partner' states at their continued dependence. Development of a coherent neighbourhood policy will thus entail substantial costs. But it also offers substantial benefits, in extending prosperity, democracy and security beyond the EU's borders. Title: The Battle Groups : Catalyst for a European Defence Policy
Abstract
The further development of ESDP implies that the EU must acquire the necessary capacity and capabilities to pursue the policy successfully. At the strategic level, this means being able independently to assess a crisis and consider its potential military implications. At the operational level, it means being able to plan and execute military operations far away from its borders against robust adversaries, if necessary, through use of exclusively European assets. This emphasis on autonomous action is a significant point of orientation to guide EU efforts to develop appropriate political-military structures and military tools to fulfil the goals assigned to ESDP. Abstract
Europe and Latin America have developed the most sophisticated bi-regional structure for the management of their sub regional and bilateral relationships. This reflects not only the maturity of the dialogue but also the necessity to respond to different expectations and capacities of the actors in the regions on both sides of the Atlantic. Over decades the European Parliament and the Latin American Parliament have been in the forefront of all political initiatives to promote and perfect this political, economic and cooperation relationship, including some elements of what today would be called security relationship. The proposal to create a Euro- Latin American Charter for Peace and Security launched by the European Parliament, supported by the Latin American Parliament and taken up by the European-Latin American Assembly can, indeed, be considered as a timely effort to build the missing pillar in the strategic partnership.
