Abstract
The Environment for Europe process is a political framework for a wide range of initiatives that aim to improve environmental performance across the wider European region. This brochure describes the European Commission's contributions to the process and environmental co-operation in the region generally since the Aarhus Conference in 1998. It also sets out its priorities for action after the Kiev Conference in May 2003. The rapid changes in Europe over the past decade and the cross-border nature of environmental problems demand close collaboration between the EU and the wider European region. At Aarhus, it was decided that Environment for Europe should refocus especially on those countries outside the EU Accession Process. Title: South-East Europe: Economic Performance, Perspectives and Policy Challenges
Abstract
The study presents an overview of the economic and social developments in the region in recent years. It focuses on a comparative perspective, using Greece as a benchmark for the region. Section II focuses on the basic economic and social facts and trends. Section III examines the quality of institutions in south-eastern European countries. Section IV looks at recent macro-economic developments. Section V discusses recent trade and foreign direct investment patterns and performance. The analysis identifies the following four main areas where policies should be pushed further to promote competitiveness, economic growth and stability in Southeast Europe: openness to trade and foreign direct investment; regional co-operation; strengthening governance; EU leadership. As in the case of the current EU accession countries, the prospect of future EU membership can play a decisive role in overcoming internal resistance to reform and facilitating institutional improvements. The EU should realise its responsibility for providing such a perspective and exerting leadership in the region, which otherwise could remain a weak and unstable part of Europe for too long. Abstract
This meta evaluation of IPA assistance has been prepared from seven Country Programme Interim Evaluations and two thematic evaluations in the Rule of Law and Civil Society. This analysis has been complemented by the study of a series of additional reports by the European Commission (EC) and other donor organisations to establish an appropriate policy context for the evaluation recommendations. The report summarises the conclusions of the contributory evaluations into 25 key findings and related recommendations designed to improve both the planning and implementation of the IPA II.[Author vide copyright]

Abstract
This report provides four sets of recommendations with close to forty detailed action proposals aiming at improving institutional capacities in the Western Balkans and Turkey to ensure media freedom and freedom of expression. Almost one hundred and eighty journalists, media owners, members of media regulatory bodies, experts, public officials, diplomats and other key stakeholders were consulted during the field research for this report. Their opinions were essential for a realistic situation analysis and an assessment of practical options for a support strategy encompassing the whole region. [Author vide copyright]
