Title: Elargissement de l'Union européenne : faits et enjeux maritimes et portuaires
Abstract
The study analyses the characteristics of maritime transport in the 10 countries that will join the EU in 2004. The Baltic ports are regrouping in order to become a corridor for East-West transit. The result of their location is a service dominated by feeder lines, i.e. low volumes and fragmented stopovers distributed over short distances. The service is in general weekly or twice weekly, to and from the ports in the North of the EU or the transhipment ports of Scandinavia. Thus, regional connections and very specialised companies are emerging, such as for example the Northern Container Line (Latvia), almost exclusively dedicated to the transport of Ikea's 65 weekly containers. The Polish and Baltic ports are particularly dependent on their hinterland. For example, one third of Polish exports pass through the Gdynia-Gdansk complex. If Gdansk is Poland's oil port, Gdynia is the pole for "containers and miscellaneous goods" and Szczecin the dry bulk cargo centre. A legacy of the socialist period, the Baltic ports drain on average 44% of the traffic from and to the Commonwealth of Independent States, evaluated at more than 95 million tons. This share rises to even more than 70% for containers, chemicals and oil. For example, 90% of the activity of Tallin, the closest port to Moscow, is concerned with servicing Russia and Belarus; and Ventspils (Latvia) handles 12% of all the petroleum products exported by Russia. These ports are in a fragile position. Russia is putting up intense competition in order to recover part of the traffic. The competition between ports is accentuated even more on the one hand by the "Via Baltica" road project, a Trans-European corridor which will connect Warsaw to Helsinki, and on the other by the Finnish Helsinki-St Petersburg-Moscow link project. ECORYS has been contracted through the framework contract on Evaluation and Evaluation-related services (BUDG N°06/PO/01/Lot N°3) of DG Budget of the European Commission to prepare a thematic evaluation on the assistance provided by the EC to Turkey through the Twinning instrument.The object of this evaluation report is the Twinning instrument as it has been applied in Turkey in the period 2002 - 2009. In this period, 92 Twinning projects in Turkey were initiated and financed under the Pre-accession assistance and IPA programmes by the European Commission.[Author vide copyright]

Synthesis
Abstract
This evaluation studies EU strategies and interventions in support to the transport sector in Africa during the period 2005-2013 taking into account EU’s legal instruments and official communications, international agreements, regional and national cooperation frameworks, other official commitments and institutional changes in the EU. All modes of transport sector support are considered including provision, operation, management and maintenance of transport infrastructure, institutional strengthening, capacity development and regulatory activities. The main objectives of the evaluation are to provide an overall independent assessment of EU’s past and current support and to identify key lessons learned in order to improve current and future EU strategies, programmes and actions of the EU external cooperation services.[Author vide copyright]

Abstract
This report presents the results of the evaluation of the cooperation strategies adopted by the European Commission (EC) with the Republic of the Congo (RC)over the period 2000-2009. The main aims of the evaluation are to provide the services of the EC and a broader public with an independent and global evaluation of the past and present relations in the field of cooperation with the RC and to identify key lessons with a view to improving the strategies as well as the current and future programmes of the EC. Numerous changes have occurred since the end of the period assessed, both in the economic context of the country and in the content of RC-EC cooperation. The evaluation team has endeavoured to take these changes into account in its analysis, in particular with regard to the recommendations, while complying with the timeframe (2000-2009)designated within the framework of the present evaluation.[Author vide copyright]
