Abstract
This report provides four sets of recommendations with close to forty detailed action proposals aiming at improving institutional capacities in the Western Balkans and Turkey to ensure media freedom and freedom of expression. Almost one hundred and eighty journalists, media owners, members of media regulatory bodies, experts, public officials, diplomats and other key stakeholders were consulted during the field research for this report. Their opinions were essential for a realistic situation analysis and an assessment of practical options for a support strategy encompassing the whole region. [Author vide copyright]

Abstract
This evaluation covers mainly Component I for which the EC has undertaken interim evaluations covering programming and implementation of IPA assistance as part of the specific regulatory requirement for evaluation and programming needs under this Component.For Components II to V, interim evaluations covering implementation of IPA assistance have not been completed by the time this meta-evaluation was undertaken. For Component II, the metaevaluation has used a recent evaluation on Governance Structures and procedures. For Components III, IV and V the meta-evaluation has used ex-ante evaluations. ECORYS has been contracted through the framework contract on Evaluation and Evaluation-related services (BUDG N°06/PO/01/Lot N°3) of DG Budget of the European Commission to prepare a thematic evaluation on the assistance provided by the EC to Turkey through the Twinning instrument.The object of this evaluation report is the Twinning instrument as it has been applied in Turkey in the period 2002 - 2009. Title: Developing Anti-Discrimination Law in Europe : The 28 EU Member States, the Former Yugoslav Republic of Macedonia,
Iceland, Liechtenstein, Norway and Turkey compared
Abstract
Over 10 years ago a major and unprecedented evolution occurred in the European Union with the adoption in 2000 of two pieces of EU legislation in the field of anti-discrimination: the Racial Equality Directive (2000/43/EC) and the Employment Equality Directive (2000/78/EC). The transposition and implementation of these legal provisions into the national legal systems of the 28 Member States is described in a series of annually updated country reports produced by the European Network of Legal Experts in the Non-discrimination Field. In addition, the Network also includes candidate countries (the Former Yugoslav Republic of Macedonia, Iceland and Turkey) and, since 2012, EEA countries (Liechtenstein and Norway).2 The Network annually reports on their national legislation compared with the anti-discrimination standards set by the EU. This Network was established and is managed by the Human European Consultancy and the Migration Policy Group. The national reports are written by independent national experts in each country covered by the Network. The information is provided in response to questions set out in a template format which closely follows the provisions of the two Directives, although all countries included in the Network do not have the same compliance obligations. The 33 reports cover national law, the establishment of enforcement mechanisms, jurisprudence and the adoption of other measures. They contain information current as of 1 January 2013.3 As such, they are a valuable source of information on national anti-discrimination law and can be found on the Network’s website at: www.non-discrimination.net. Abstract
This Final Report presents the outcome of the “Evaluation of Commission’s cooperation with the Council of Europe (CoE)”. It was commissioned by the DG DEVCO Evaluation Unit and was implemented between December 2010 and July 2012. The evaluation provides an independent assessment of the European Commission’s (EC’s) past and current cooperation with the CoE by looking at how relevant, efficient, effective and visible this cooperation has been in supporting sustainable impact for the protection, promotion and dissemination of European values on the European continent and beyond. The evaluation identifies relevant key lessons learned from the EC-CoE cooperation, in order to provide recommendations for the future of the EC-CoE cooperation.The evaluation covers the period from 2000 to 2010. All regions where the EC cooperation with partner countries is implemented through the CoE were included in the scope of this evaluation. The main thematic focus of the evaluation was the EC channelling of aid through the CoE in the form of Joint Programmes (JPs); however, the broader strategic aspects of the relationship between the two institutions were taken into account as well.[Author vide copyright]

Abstract
The evaluation of the Instrument for Pre-accession Assistance (IPA II), together with the other independent evaluations of each External Financing Instrument (EFI), that of the Common Implementing Regulation (CIR) and the Coherence Report, will be one of the sources of information to feed into the Mid-Term Review Report (MTR) of the EFIs. The MTR is required by the Common Implementing Regulation (CIR) Article 17, by the end of December 2017. The evaluation assesses whether the Instrument for Pre-accession Assistance(IPAII)is fit for purpose to deliver EU resources towards EU's external policy, both at start of the planning period (2014) and currently, and will consider the place IPA II –its complementarities and synergies – within the wider set of external financing instruments. The main aim of the evaluation is to provide a comprehensive answer to the question whether IPA II is delivering against its main objective of preparing candidate countries and potential candidates for EU membership and thus if it is fit for purpose.[Author vide copyright]
