Abstract
Conclusions Environment policy increasingly cuts across all policy areas and contributes to shaping our future. It is a driver of structural change. This implies new responsibilities, risks and opportunities. There are plentiful economic opportunities: the potential for eco-industries is huge and Europe should take advantage - and even drive the development - of booming global markets. Socially, there are close links between a sound environment and social equity and cohesion. On the other hand, some sectors and groups may temporarily be more aff ected than others. An increasing part of the overall policy package will be to take these potential impacts into account, and try to mitigate them. Environment policy increasingly has to integrate economic and social dimensions and also has to be integrated into sectoral policies to reach its intended objectives. We must be aware of its possible consequences in other policy areas, become more cost-eff ective and promote synergies whenever possible. Abstract
In recent years, the European Commission has continuously developed the tool of cost-benefit analysis to better inform decision-makers in the process of settling on new directives and regulations concerning the environment. However, according to the Terms of Reference of this assignment 'most studies in the field of waste have been restricted to an analysis of costs and, at best, a relatively superficial description of benefits'. This study aims at reviewing and presenting in an easily comprehensible way the parts of the methodological toolkit of cost-benefit analysis where information is not readily available, i.e. environmental externalities from landfill disposal and incineration. More specifically, the study aims to provide 'an overview of the environmental externalities that need to be taken into account when evaluating different waste management policies and how they can be integrated into cost-benefit analysis.' The study was launched by the European Commission in late 1999, and it has been conducted by COWI Consulting Engineers and Planners AS1. The study was carried out as a desk-study where the essential inputs were identified through and provided by an essential and thorough literature review.[Author vide copyright]

Abstract
Whether in the area of high sulphur dioxideconcentration, lead emissions or waste water1, environmental legislation in the European Community and the Member States has made decisive progress during the last 30 years. Much still needs to be done however, if we are to pass on a healthy environment, with its natural heritage safeguarded, to our descendants. Current trends in a number of areas ? such as transport, energy, industry, tourism, land management and use ? will exacerbate their detrimental effects even further if appropriate measures are not taken. To be completely effective, these measures must not only take the form of regulations or constraints to be observed. They must also be underpinned by a voluntary commitment. It was to encourage such commitment on the part of industries that the European Commission adopted the Community Eco-Management Audit Scheme, or EMAS2, in 1993. This scheme offers companies that are willing to commit themselves to a better management of their environment a flexible tool and a good cost-effective approach. Since it was reviewed in 2001, it has also been applicable to any public body which promotes ?good governance? in the environmental sphere. EMAS?s progress within the European Union is encouraging. Nevertheless, some organisations, particularly small and medium-sized enterprises, experience difficulties in carrying out its procedures. The LIFE programme, which has supported EMAS since it was launched, has a part to play in testing practical solutions. This can be considered complementary to the necessary legislative measures in favour of organisations that have committed themselves to this course. LIFE has the financial resources to set up a series of practical projects to promote EMAS more widely and to encourage its application through new approaches. This edition of LIFE FOCUS presents ten successful experiences selected from among the LIFE projects that have either prepared the way for EMAS or that have implemented it. The present brochure reflects the main arguments presented at the conference on ‘The Aarhus Convention: how are its access to justice provisions being implemented?’ which was organised by the European Commission in Brussels on 2 June 2008. The basic aim of the conference was to identify the state of play and the way forward with respect to the implementation of Article 9 (3), (4) and (5) of the Aarhus Convention in the EU Member States. The Aarhus Convention on access to information, public participation in decision-making and access to justice in environmental matters was signed in Aarhus (Denmark) in 1998. Title: Air pollution at street level in European cities
Abstract
Traffic-related air pollution is still one of the most pressing problems in urban areas. Evidence of the adverse health effects of fine particulate matter is continuously emerging and it is alarming that most of the traffic-related emissions are in the fine particulates range (< PM2.5). Human exposure to increased pollutant concentrations in densely populated urban areas is high. The improvement of air quality is therefore imperative. Title: Air pollution by ozone across Europe during summer 2007

Abstract
Ozone levels during the summer of 2007 were among the lowest in the past decade.. The number and spatial extent of exceedances was lower than in any of the last ten summers. In contrast to the summer of 2006, no exceedances of the information threshold value (180 microgram/m3, Directive 2002/3/EC) occurred in the northern part of Europe. The highest one-hour ozone concentration of 479 microgram/m3 was observed in Italy on the island of Sicily, while the second highest level of 363 microgram/m3 was observed in Romania. High hourly ozone concentrations of between 300 and 360 microgram/m3 were reported a total of six times in France, Greece, Italy and Romania. As in all previous years, the directive's long-term objective to protect human health (maximum ozone concentration of 120 microgram/m3 over 8-hours) was extensively exceeded in the EU and other European countries. The target value for human health protection was also exceeded in a significant part of Europe. Forty five percent of the total number of exceedances of the information threshold, 39 % of exceedances of the alert threshold and 12 % of exceedances of the long-term objective were observed during a single episode from 14-21 July. Abstract
Ozone levels during summer 2009 were as low as during summer 2008 and according to several indicators were among the lowest since reporting of Europe-wide data commenced in 1997. In contrast to previous summers, in 2009 there were no pan-European multi-day episodes. Summer 2009 was characterised by ozone episodes of two to five days followed by spells with few exceedances.
