Title: Convergence with EU environmental legislation in Eastern Europe, Caucasus and Central Asia

Abstract
This report was prepared by Environmental Resources Management (ERM) in the context of the European Commission DG Environment framework contract 'Financing Capacity for Implementation and Enforcement of Harmonizing Environmental Policy in the NIS'. The first draft of the report was developed in close co-operation with the EAP Task Force Secretariat.The objective of this assignment was to develop a 'road-map' for convergence of environmental legislation across the NIS towards EU directives. The report identifies preliminary priorities that could help to target further technical assistance at the regional or national level. The report therefore identifies the EU directives, or parts of those directives, that could feasibly be targeted for convergence in the next five to ten years, given the environmental priorities and existing implementation capacity in the NIS.[Author vide copyright]

Abstract
This paper provides background information for the Conference of the Parties to the UNFCCC (COP) and the Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol (COP/MOP) in December 2007 in Bali, Indonesia. Significant action is required at the highest urgency to ensure that global greenhouse gas emissions peak until 2015 and decline to at least half of current levels to prevent dangerous interference with the climate system (chapter 2). Title: Access to justice in environmental matters

Abstract
The present brochure reflects the main arguments presented at the conference on ‘The Aarhus Convention: how are its access to justice provisions being implemented?’ which was organised by the European Commission in Brussels on 2 June 2008. The basic aim of the conference was to identify the state of play and the way forward with respect to the implementation of Article 9 (3), (4) and (5) of the Aarhus Convention in the EU Member States. The Aarhus Convention on access to information, public participation in decision-making and access to justice in environmental matters was signed in Aarhus (Denmark) in 1998. The European Union became a Party to the Convention in May 2005. All Member States – except Ireland – are also Parties to the Aarhus Convention.[Author vide copyright]
